1. INTRODUCTION
Star Deep Water Petroleum Limited (SDWPL), a chevron company and operator of the Agbami field on behalf of its co-ventures (FAMFA Oil Limited, Prime 127 Nigeria Limited, Equinor Nigeria Energy Company Limited and Nigerian National Petroleum Company Limited (NNPCL), invites interested and prequalified companies with relevant experience in the provision of wireline logging and slicking services.

The contract is proposed to span a period of three (3) years with a possible optional term of one (1) year duration.

2. SCOPE OF WORK
The successful contractor will provide wireline logging & slickline services to SDWPL. The scope of work for the services shall primarily include but not limited to the following:
• Packages of latest technology open hole and cased hole wireline logging units and tools for oil and water base mud systems inclusive of high pressure and temperature tools for 6″ to 17-1/2″ hole sizes and in addition to the latest pressure, fluid, rotary and percussion core sampling capabilities Crestan, A frame, associated supporting equipment for deep well wireline conveyance applications in addition to wireline powered tractors and roller shuttles. Vender shall provide properly trained and experienced personnel to operate all tools and execute all services per contract requirements and as otherwise requested by the company.
• Packages of latest technology logging tools, inclusive of gamma ray, spectral gamma ray, high resolution array and anisotropic resistivities, neutron, density, multi-pole sonic, electrical and acoustic borehole imaging (for water and oil based mud), NMR, elemental capture, dielectric, wireline rotary sidewall coring tool (both I” and 1.5″ diameter cores), wireline percussion coring tool, drill pipe conveyance (including logging while fishing), wireline Jars, electronic weak point release tools, any all required subs, stand-offs, cross-overs, and all equipment for execution of check-shot surveys and VSP programs.
• Compact triple combo services with maximum integrated tool lengths (Res/Neu/Den/Cal/Gr) less than 60 feet including associated telemetry. These integrated triple combos must be combinable with latest technology acoustic tools.
• Latest generation modular pressure and sampling tools (combinable with other tools), which include options for pump out, multi probe testing, proven technology fluid identification while pumping for oil and water-based muds, strain, and quartz gauges with documentation for gauge accuracy, capability to collect multiple PVT quality samples. Tool shall be capable of being run on wireline and drill pipe (multiple latch scenarios) if hole conditions warrant.
• Cased hole logging and production logging services and maintenance tools including junk baskets, CCL, variable density & azimuthal imaging cement bond measurements, and saturation tools, with emphasis on pulsed neutron spectroscopy (Carbon/Oxygen) and pulsed neutron capture (Sigma), and thermal neutron porosity logging, to be run inside standard tubing sizes for single and dual completions.
• Hardware and software to transmit real time directly to SDWPL’s Lekki office. Escravos and Port-Harcourt bases. SDWPL shall provide the data link between the rig-site and the remote locations: Contractor shall provide the hardware and software (WITSMIL compatible and/or other). Vender shall provide all data package streaming and files in accordance with company desired formats.
• Open hole PVT well site acquisition hardware, personnel, and validation services. Capable of providing equipment and personnel required to carry out Slickline services as requested by SDWPL. Equipment shall include but is not limited to complete inventory of Slickline equipment and tools with capacity to service in deviated or horizontal wells with casing/liner sizes of 9-5/8″ through 5″ and open hole sizes of 12-1/4″ through 6″.
• Equipment shall include the Slickline unit, pressure control equipment (10,000 psi), rope sockets, stem, spang jars, gauge cutters, Lead Impression Blocks (LIB), blind boxes; pulling, running, shifting and centralizers, crossovers and sucker rod quick connects; spring jars, accelerators and fishing tools, sand bailers, shear stock, appropriate tools and spares
• Provide and maintain all equipment and qualified personnel required to satisfactoriliy perform the slicklime work.
These services must be provided in strict accordance with SDWPL’s established Standard operating procedures with a strong emphasis on safety and protection of people and the environment.

3. MANDATORY TENDER REQUIREMENTS:
A. To be eligible for this tender exercise, interested bidders are required to be pre – qualified and ‘live’ 3.04.09 (Electrical logging/ Calibration services) and 3.04.20 (Slickline services) category of the Nipex Joint Qualification System (NJQS) database. All successfully pre-qualified and ‘live’ bidders in this category by the bid close date will receive invitation to submit Technical and commercials tender (ITT).

4. NIGERIAN CONTENT REQUIREMENTS
Star Deep Water petroleum Limited is committed to the development of the Nigerian Oil and gas Business in observance with the Nigerian Oil and Gas Industry content development Act 2010 (NOGICD ACT) enacted by the Federal Government of Nigeria in April 2010.
Pursuant to enactment of the NOGICD Act, the minimum Nigerian Content in any project, service or product specification to be executed in the Nigerian Oil and Gas Industry shall be consistent with the level set of the schedule of the Development and Monitoring Board (NCDMB).
Contractors shall comply with the provisions of the NOGICD Act and all applicable regulations. Bidders that do not meet the Nigerian Content Criterion will not be allowed to participate in the next tender stage.
The following are the Nigerian Content requirement bidders are expected to comply with in their technical bid submission.

A. Demonstrate that entity is a Nigerian registered company with 51% or shareholding capacity. Tenderer shall provide evidence of company ownership structure form CO2 and CO7, registration on NOGIC JS and NUPRC certificate.
B. Tenderer shall provide description of the location of in-country committed facilities not limited to administrative office, technical office, and workshop for execution of the work scope.
C. Provide a Nigerian Content Execution plan providing a detailed description of the role, work scope, man-hours, and responsibilities of all Nigerian personnel that would be involved in executing the work. Also provide details of Nigerian content focal point or manager.
D. The tenderer shall provide an evidence of category 1,2,3 4 of 5 services and support group NCEC to demonstrate capacity, capability and ownership or Tank cleaning equipment to execute the work scope.
E. Tenderer shall Comply with the latest approved version of NCDMB HCD guideline by committing (via a letter of undertaking) to providing project–specific training, man-hour, budget skill development and understudy plan for Nigerian personnel utilizing OGTAN registered trainer(s) or other approved NCDMB training institution(s).

5. CLOSE DATE:
Only bidders who are pre-qualified and ‘live’ with NJQS product/category in 3.04.09 (Electrical Logging/ Calibration Services) and 3.04.20 (slickline services) by 16:00 hours, 17th May, 2025 being the advert close date shall be invited to submit technical bid.

Additional Information:
1. Suppliers eligible for this tender opportunity are expected to be prequalified in NJQS under these product/service categories.
2. The Invitation to Tender (ITT) and any further progression of this tender shall be via Nipex.
3. All costs incurred in preparing and processing NJQS prequalification shall be solely for the interested bidders’ accounts.
4. This advertisement shall neither be construed as any form of commitment on the part of Star Deep Water Petroleum Limited to award any contract to any company and or associated companies, sub-contractors or agents, nor shall it entitle prequalified companies to make any claims whatsoever, and/or seek any indemnity from Star Deep Water Petroleum Limited and or any of its partners or affiliates by virtue of such companies having been prequalified in NJQS.
5. The tendering process shall be the NNPC contracting process requiring pre-qualified companies to submit technical tenders first. Following a technical review, only technically and financially qualified bidders will be requested to submit commercial tenders.
6. Star Deep Water Petroleum Limited will communicate only with authorized officers of the pre-qualifying companies and NOT through individuals or Agents.
