CONSULTANCY FOR CAPACITY BUILDING OF THE LGA OFFICIALS ON TRANSLATING CDPS INTO ACTIONABLE DOCUMENT

Migrations that result from the humanitarian crisis that is either induced or caused by natural disasters negatively impact the socio-economic development of societies. This has continually led to the rising number of migrants and refugees in Northeast Nigeria due to protracted conflicts and insecurity for over a decade. The resultant effect in Nigeria is the rising number of internally displaced persons (IDP) and refugees that have significantly altered the social interrelatedness and development of the region. The social well-being of the inhabitants of the crisis-affected communities has been harmed due to the deliberate deprivation of social services because of the insurgency. Additionally, the available resources are limited and often lead to unhealthy competition among the host communities, migrants, and refugees negatively impacting the social relations of the people and presenting as a cause for subtle crisis in the environment. Furthermore, in preceding crises situations, there exists inequality and the inequality has usually been deepened further by humanitarian crises. This often widens the existing gender gaps and increases the socioeconomic exclusion of the already disadvantaged group.

In view of these challenges, Oxfam, CEPAD, CRUDAN and Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH with funding from the German Federal Ministry for Economic Cooperation and Development (BMZ) is implementing an eight (8) month community development project. The project aims to strengthen the social cohesion of the communities in Michika Local Government Areas by establishing a comprehensive local integrational approach to bring all community members on the path of sustainable growth. This is to be achieved with the deliberate inclusion of marginalized groups through the active involvement of the communities concerned and relevant government and non-governmental structures in Michika LGA.

The main objective of this project is to increase citizen participation and strengthen social cohesion through the delivery of community-driven development interventions in 16 wards of Michika LGA in Adamawa State. The Community Development Planning (CDP) in Michika Local Government focuses on the integration of different identified community actors, vulnerable groups, women and men of different ages and socio-economic backgrounds at the ward level to actively engage in planning for their communities’ development. This is expected to be enhanced through a participatory bottom-up planning approach where the problems in the communities could be addressed to improve the citizens’ quality of life.

The objectives of the Capacity Building for LGA Officials are to

  1. Bridge the gap in knowledge of LGA staff to translate CDPs into actionable budgets .
  2. Ensure the sustainability of the project through capacity-strengthening of relevant stakeholders in community development planning and social inclusive-responsive budgeting.
  3. Influence the integration of the developed CDP into LGA and State budgeting processes and ensure that the citizen’s priority needs are captured in the LGA and State budget.
