DEVELOPMENT OF MONITORING AND EVALUATION FRAMEWORK

OXFAM AND DEUTSCHE GESELLSCHAFT FÜR INTERNATIONALE ZUSAMMENARBEIT (GIZ) GMBH with funding from the German Federal Ministry for Economic Cooperation and Development (BMZ) is partnering with CRUDAN and CEPAD to implement an eight (8) months project with a view to establishing an integrated local but comprehensive approach to community development planning leveraging on Adamawa State Citizens Engagement and Participatory Planning (CEPP) Policy. Since its inception, the project have engaged with stakeholders both at state and Local government level, established development coordination committees at the state as well as the LGA levels (SDCC and LGDCC), strengthened the capacity of Michika LGA legislative council on Adamawa LGA CEPP policy, LGA legal frameworks, budgeting process, as well as LGA financial management frameworks etc., stakeholders engagement and dialogue workshop and community mobilization and sensitization have been conducted.  The project aims at setting communities on the path of sustainable development with the Community members driving the process in partnership with relevant government and non-governmental structures in Michika LGA. The general objective of the project is to increase citizens participation in governance and strengthen social cohesion through inclusive and participatory community development planning across 16 wards of Michika LGA in Adamawa State.

The objective, to align with the broader goals of the project is threefold:

  1. Enhance Inclusive Implementation: By creating a robust M&E framework with gender-sensitive indicators and a focus on inclusive participation, the project aims to empower these stakeholders with the skills and tools necessary for the effective implementation of community and Local Government Area (LGA) development plans. The framework will serve as a guide, ensuring that all key actors are actively engaged in the planning, execution, and monitoring of community development initiatives.
  2. Facilitate Evidence-Based Decision-Making: The M&E framework will provide a structured approach to collecting, analyzing, and reporting data on the progress of activities. This data will serve as evidence to evaluate the impact of the project, measure socio-economic outcomes, and identify areas for improvement. By facilitating evidence-based decision-making, the framework will support stakeholders in making informed choices to drive sustainable community development, thus reducing the trust deficit between the government, traditional institutions, and community members.
  3. Capacity Building: Capacity building for core LGA M&E staff and community members involved in the M&E process on monitoring and evaluation processes for public sector. This will ensure that they have the necessary skills to conduct M&E activities effectively.
