SPECIFICATIONS AND INSTRUCTIONS TO BIDDERS

The Clinton Health Access Initiative (CHAI) is a global health organization committed to strengthening integrated health systems in low and middle-income countries (LMICs) and expanding access to care and treatment for HIV/AIDS, Malaria tuberculosis, cancer, and other diseases. CHAI has been supporting the  Federal Ministry of Health (FMOH) to improve respiratory care coordinating and capacity across the country as part of the Covid-19 response and for longer-term oxygen and respiratory care system strengthening. CHAI also supported the FMOH with assessments of facilities for oxygen capacity and with national qualifications that provided relevant information and informed substantive increase in oxygen investments in-country. Additionally, CHAI has rolled out training for Biomedical Engineers (BMEs) to increase the capacity for ongoing maintenance of respiratory care equipment.

With funding from Bill and Melinda Gates Foundation (BMGF) and Elima Foundation, the Clinton Health Acess Initiative (CHAI) aims to achieve equitable, sustainable oxygen access by supporting governments to build robust, comprehensive medical oxygen ecosystems. The outcomes will enable Federal and State of Government agencies. Clinton Health Access Initiative, and Health facilities in five Nigerian states (ino, Kaduna, Kano, Lagos, Rivers) to design and deliver effective and sustainable interventions to improve their hypoxemia diagnosis and treatment capacity. To this end,  CHAI plans to conduct a baseline assessment of medical oxygen access at 136 secondary and 18 tertiary health facilities across the five program states. Additional 150 primary health centres (PHCs) will also be assessed to understand the readiness for oxygen at primary health care. the outcomes of this process will be used to establish targets for tracking of the program implementation strategies and interventions.

CHAI is pleased to invite interested and capable Organizations to submit proposals for logistics support for baseline assessment of health facilities in five states. Interested organizations can send their proposals electronically to CHAI Nigeria Procurement at ([email protected] ) by 17.00 Hours WAT (5:00pm) on 6th March, 2023.
