International Alert- REQUEST FOR EXPRESSION OF INTEREST FOR CIVIL SOCIETY ORGANISATIONS IN BENUE AND SOKOTO STATE


International Alert Nigeria is seeking a partner to implement its Project “Powering Peace through Climate Action: Pioneering approaches to build peace through inclusive and intersectional climate action” inSokoto and Benue State.  

The project is a response to the urgent need to act on escalating climate security risks. This will be achieved by aligning climate action with peacebuilding approaches in climate-vulnerable and conflict affected contexts in Benue and Sokoto State. Taking a pioneering and practice-based approach, this project will build understanding of policymakers and practitioners on two important perspectives – testing how climate adaption can effectively be mobilised as a neutral entry point to bring groups of people together who conflict with each other and unpacking how climate adaptation policies and action can become more sustainable through inclusive and conflict sensitive approaches.

This approach will be piloted in Benue and Sokoto States due to their vulnerability to climate shocks and stresses with lack of knowledge and capacity among local government to address these issues in a joined up and conflict sensitive way. The project will work with marginalised communities and marginalised groups within these communities to address climate-related conflicts, particularly those related to access and utilization of resources including water, land, and grazing resources. The project will contribute to climate adaptation efforts that foster dialogue and peaceful cooperation among marginalised communities and local government, more sustainable climate adaptation, and it will enhance resilience of marginalised communities to the impacts of climate change in conflict affected communities in Benue and Sokoto State.

International Alert Nigeria is a member of International Alert, a global peacebuilding charity offering dialogue, training, research and policy analysis, advocacy and outreach activities focusing on solving the root causes of conflict with people from across divides. For over 30 years, International Alert has been working to build positive peace and reduce violence, working across conflict lines and with all parties to conflicts. International Alert has been in Nigeria for over Nine (9) years.

The selected partner will be expected to deliver on the following terms of reference (ToR) in line with the objectives of this project:

  • Work with Alert to achieve the strategic objective of mobilizing climate adaption as a neutral entry point to bring divided and marginalised communities together in Benue and Sokoto States
  • Work within the provisions of mutually agreed partnership agreement which will be reviewed on annual basis and signed by both parties.
  • Mobilise the communities using Human Rights Approach and participatory methodologies such as Reflection Action, to continuously identify, analyse, prioritise and act on issues perpetrating conflict in their environment.
  • Facilitate linkages between Government and the people addressing structurally related conflict.
  • Facilitate the development of Local Peace and Adaptation Plans (LPAPs) in project communities
  • Support processes that ensure the building of community social cohesion and resilience to violent conflicts.
  • Participate actively in the development of quarterly plans and budget.
  • Prepare and submit cost effective quarterly reports.

Expression of Interest Requirements

Interested organisations are expected to submit the following as maximum requirements

  1. Organisational chart (describing the different management levels of the organisation)
  2. List of Board of Trustees/Directors (with beginning and end dates of terms and short bios/résumé )
  3. List of key management personnel (with short bios/resumes)
  4. Organisational profile, indicating the year of establishment, staff strength, projects implemented and location, the extent to which stakeholders (women, men and children) were involved in the implementation process
  5. Trainings attended by staff and position of staff attending
  6. At least two references from notable individuals/organisations familiar with your organisation
  7. Detailed and verifiable description of similar actions managed by your organisation over the past three years
  8. Copy of organisation’s most recent independent annual financial audit report and/or at least 2 years financial report
  9. Evidence of organisation’s legal status; registration with relevant authorities

(The above requirements are specific to NGOs, CBOs and networks interested in submitting their Expression of Interest (EoI). Applicants must have physical presence with reasonable relationship with the state government.
