1. INTRODUCTION
Shell Nigeria Exploration and Production Company Limited (SNEPCO), in its capacity as operator of Oil Mining Lease 118 (OML 118) on behalf of itself and other co-ventures consisting of Nigerian Agip Oil Company Limited, Total Energies and Esso Exploration and Production Nigeria (Deep water) Limited under a Production Sharing Contract (PSC) with Nigeria national Petroleum Company Limited (NNPC) wishes to contract out the Provision of FPSO Integrity and Specialized Pipelines Inspection and Maintenances Services on Bonga.

Work location shall be both offshore where required and onshore to enable delivery of the maintenance strategy to provide Technical Integrity Assurance of all Static Equipment; Hull structure and piping systems; hereby invites reputable and competent registered Nigerian companies (NUPRC registered and licensed) with proven experience in the FPSO Integrity and Specialized Pipelines Inspection and Maintenance Services on Bongo to apply to be considered for inclusion in the bid list for the above tender.

Those call for tender is categorized into three (3) with scope of works distinctly captured as shown in item 2 below and tenderers are required to tender in any of the registered/prequalified categories and can also tender across the categories if registered/prequalification across the three (3) categories.

2. SCOPE OF WORK
The scope of work covered under the proposed project shall include but not be limited to the following:

Category A: Provision of Specialized Maintenance and Repair Services for SNEPCO Offshore Pipelines:
• Valves maintenance and repair including periodic servicing of pipeline valves, repairs, valve sealing, provision and replacement of defective and passing pipeline valves
• Provision of maintenance and repair services an pipeline ancillary equipment and components such as barrel doors and accessories, barrel door seals, non-intrusive pig signalers, pressure gauges, valves etc.
• Minor and medium pipeline repairs including rectification of large free spans, riser flex joint repair, vortex induced vibration (VV) stroke replacement, anodes retrofitting, bespoke subsea leak repair
• Coating repairs
• Cathodic protection repairs
• Process maintenance
• Process commissioning
• Decommissioning, isolation, and re-commissioning of pipeline after a leak repair
• Nitrogen purging activities
• Auxiliary pumping activities
• Tooling for subsea pipeline repair Including pipe cutting tools, concrete weight coating removal tools, corrosion cooling removal tools, weld seam removal tools, ovality and straightness gouges, pipe end preparation tools,
• excavation tools Fabrication of repair spool
• Specialist services
• Engineering studies

Category B: Provision of Specialized Pipelines Inspection Services for SNEPCO Offshore Pipelines:

• Specialist Offshore NDT Inspection Services including Pulsed eddy current (PEC) measurement, Ultrasonic testing (UT) using various techniques, Phased Array Ultrasonic Testing, Long Range Ultrasonic Testing (LRUT), Coating inspection, Riser inspection, Topside piping inspection, X-Ray/Digital radiography, Magnetic Particle Inspection (MPI) and others.
• Provision of specialist abseilers to deploy the above techniques
• Subsea NDT techniques including Ultrasonic Testing (UT) using various techniques, Alternating Current Field Measurement (ACFM), Magnetic Particle Inspection (MPI), Magnetic Eddy Current (MEC) testing, 30 Laser-aided Photogrammetry, Leak detection using techniques such as acoustic leak detection and others
• Inspection of standard single and pipe-in-pipe heavy wall thickness pipelines offshore pipelines including the use of cleaning tools, gouging tools, caliper tools, XYZ-tools, descaling tools, Free swimming/Tethered tools/crawler pigs in-line inspection (by any OEM certified to be an accredited Pigging Products & Services association (PPSA) member and meeting asset specific requirements for pipeline configuration).
• Inspection of Non-piggable offshore pipelines including the use of Free swimming/Tethered tools/crawler pigs in-line inspection ([by any OEM certified to be an accredited Pigging Products & Services association (PPSA) member and meeting asset specific requirements for pipeline configuration), Tethered tools/ crawler pigs, Electromagnetic Acoustic Transducer (EMAT), Magnetic Tomographic Method (MTM) Tool and tethered/crawler external wall loss measurement tools for non-piggable pipelines.
• Engineering Studies

Category C: Provision of Maintenance Inspection Services on Bonga FPSO
(1). Package 1: Diving and Mooring Services
• Provision of Lloyds Approved Diving and ROV Inspection services using Lloyds accredited and approved companies and personnel
• Provision of reliable equipment and accessories and consumables to deliver maintenance inspection support services as required
• Provision of ROVs specialist and equipment certified by Lloyds
• Provision of planning, Inspection systems management and onshore/offshore support services to ensure Integrity assurance of safety critical equipment, plant availability and reliability.
(2). Package 2: Hull Tanks and NDT Inspections Services
(a). Hull Tanks:
• Provision of Lloyds Approved Hull Tanks Maintenance Inspection services using Lloyds accredited and approved companies and personnel
• Provision of qualified and competent personnel, reliable equipment and accessories and consumables to deliver maintenance inspection support services as required and outlined in the scope document
• Hull Tanks maintenance inspection services shall cover planning, inspection systems management and onshore/offshore support services to ensure integrity assurance of the Bonga FPSO hull tanks and its appurtenances.
(b). NDT Inspection:
• Provision of qualified personnel and competent NDT personnel accredited to international standards (ASNT, API, NACE etc.)
• Provision of reliable equipment and accessories and consumables to deliver non-destructive testing
• Non-Destructive Testing (NDT) technicians’ examination of the physical properties of materials and components to detect corrosion, cracks, flaws, and other imperfection which could lead to unreliability in production performance or worst case, product failure
• NDT Services to cover planning, Inspection systems management and onshore/offshore support services to ensure integrity assurance of safety critical equipment, plant availability and reliability.
• Non-Destructive Testing technician’s utilization of variety of technologies to inspect products and materials for structural flows. This can include a wide range of techniques including radiography, ultrasound, current testing and permeability testing.

3. MANDATORY REQUIREMENTS
• To be eligible for this tender exercise in each or across the three categories above, interested contractors are required to be pre-qualified in each or across the under listed product codes in modified Nipex product code in Nipex Joint Qualification System (NJQS) database.
 3.25.25– Valve Maintenance Services
 3.05.10 – Subseas Construction Services
 3.07.02 – Pipe flushing, External/Internal Inspection, Pigging Services
 3.07.07- Diving/ROV Operations (Note that this service requires only observation class ROV)
 3.07.01 – Non Destructive Testing (NDT) and services
• All successfully pre-qualified suppliers in each or across the categories will receive Invitation to Tender (ITT).
• Vendors shall be required to submit their Technical and Commercial quote for each category (with separate Technical & Commercial templates by company and NCDMB) under separate sub-bid codes for each category to be provided by Nipex.

• If you are not listed in a product/service category in which you are registered with NUPRC to do business, contact Nipex office at 30 Oyinkan Abayomi Street, Ikoyi, Lagos with your NUPRC certificate as evidence for verification & necessary update.
• To initiate the JQS per-qualification process, access www.nipexng.com to download application form, make necessary payments and contact Nipex office for further action
• To be eligible, all tenderers must comply with the Nigerian Content requirements in the Nipex system.

4. MINIMUM REQUIREMENTS
Tenderers are to demonstrate strict compliance with the provisions of Nigerian Oil & Gas Industry Content Development (NOGICD) Act and provide the following requirements:
Category A: Provision of Specialized Maintenance and Repair Services for SNEPCO Offshore Pipelines
i. Demonstrate that entity is a Nigerian registered company. Tenderer shall provide evidence of company Ownership Structure form CO2 and CO7, registration on NOGIC JGS and NUPRC certificate.
ii. Tenderer shall provide detailed description of the location of in-country committed facilities & infrastructure (Administrative/Technical offices, Fabrication yards etc.) in Nigeria to support this contract.
iii. Provide evidence of what percentage of your key management positions is held by Nigerians and what percentage of the total work force are Nigerians. Also, show overall percentage of work to be performed in Nigeria and those by Nigerian resources relative to total work volume.
iv. Tenderer shall provide evidence of any of the under-listed NCEC Category 1, 2, 3, or 4 for:
• Fabrication and Construction group (FC)
• Construction and Moveable equipment (EC) group
v. Tenderer shall comply with the latest approved version of NCDMB HCD GUIDELINE by committing (via a letter of undertaking) to providing Project-Specific training, man-hour, budget, skill development and understudy plan for Nigerian personnel utilizing OGTAN registered trainer(s) or other approved NCDMB training institution(s).
Category B: Provision of Specialized Pipelines Inspection Services for SNEPCO Offshore Pipelines
1. Demonstrate that entity is a Nigerian registered company. Tenderer shall provide evidence of company Ownership Structure form CO2 and CO7, registration on NOGIC JQS and NUPRC certificate.
2. Tenderer shall provide detailed description of the location of in-country committed facilities & infrastructure Administrative/Technical offices, Fabrication yards etc.) in Nigeria to support this contract.
3. Provide evidence of what percentage of your key management positions is held by Nigerians and what percentage of the total work force are Nigerians. Also, show overall percentage of work to be performed in Nigeria and those by Nigerian resources relative to total work volume.
4. Tenderer shall provide evidence of NCEC Category 1, 2, 3, or 4 for Quality Inspection and Quality Control (QS) group
5. Tenderer shall comply with the latest approved version of NCDMB HCD GUIDELINE by committing (via a letter of undertaking) to providing Project-Specific training, man-hour, budget, skill development and understudy plan for Nigerian personnel utilizing OGTAN registered trainer(s) or other approved NCDMB training institution(s).
Category C: Provision of Maintenance Inspection Services on Bonga FPSO
i. Demonstrate that entity is a Nigerian registered company. Tenderer shall provide evidence of company Ownership Structure form CO2 and CO7, registration on NOGIC JQS and NUPRC certificate.
ii. Tenderer shall provide detailed description of the location of in-country committed facilities & infrastructure (Administrative/Technical offices, Fabrication yards etc.) in Nigeria to support this contract.
iii. Provide evidence of what percentage of your key management positions is held by Nigerians and what percentage of the total work force are Nigerians. Also, show overall percentage of work to be performed in Nigeria and those by Nigerian resources relative to total work volume.
iv. Tenderer shall provide approval from the Director of Factories Occupational Safety & Health Department of the Federal Ministry of Labour and employment for this service.
v. Tenderer shall provide evidence of any of the under-listed NCEC Category 1, 2, 3, or 4 for
• Construction and Moveable equipment (EC) group
• Quality Inspection and Quality Control (QS) group,
vi. Tenderer shall comply with the latest approved version of NCDMB HCD GUIDELINE by committing (via a letter of undertaking) to providing Project-Specific training, man-hour, budget, skill development and understudy plan for Nigerian personnel utilizing OGTAN registered trainer(s) or other approved NCDMB training institution(s).

5. OFFSHORE INPUTS
Evidence of previous experience in Deep water is an added advantage.

6. CLOSING DATE
Only tenderers who are registered in the relevant NJQS product/service categories as at Thursday October 13th 2022 being the advert closing date shall be invited to submit technical bids.

7. ADDITIONAL INFORMATION
• All cost incurred in registering and prequalifying for this and other product/service categories shall be borne solely by suppliers.
• Suppliers that are prequalified for this product/service category in NJQS must ensure that the name and contact details (physical address, email address and telephone number) of their company and authorized/responsible personnel is up to date in their company profile in the NJQS database.
• SNEPCO shall communicate only with authorized/responsible personnel of prequalified companies and not through unauthorized individuals or agents.
• All respondents to SNEPCO must ensure full compliance with the Nigerian Oil and Gas Industry Content Development Act, 2010. (NOGICD) All respondents should educate themselves on the requirements of the NOGICD and ensure full compliance. Non-Compliance is a FATAL FLAW.
• This advertisement of “Invitation to tender” shall not be construed to be a commitment on the part of NNPC/SNEPCO to award any form of contract to any company and/or associated companies. Sub-contractors or agents; nor shall it entitle any company submitting documents to claim any indemnity from NNPC/SNEPCO and/or any of its partners. NNPC/SNEPCO reserves the right to take final decision on any of the documents received in the pre-qualification/ Technical package.
