The Norwegian Refugee Council (NRC) is an independent, humanitarian, international Non-Governmental Organization that works to protect the rights of the displaced and vulnerable persons during crisis. NRC assists through the Water Sanitation and Hygiene (WASH), Food Security and Livelihoods, Shelter, Education, and Information Counselling and Legal Assistance (ICLA). NRC commenced its operations in northeast Nigeria in June 2015 in order to respond to the critical and increasing needs in the country.

Title: Invitation to Tender – Training on Beekeeping Value Chain Development, Agro Processing, Briquette Production and Biogas, Dairy Product and Silage Production in 6 LGAs of Plateau State – Nigeria

Purpose of Consultancy
The NRC in Plateau is seeking a consultant, institution or firm to conduct to provide training on value chain development as a means of reducing poverty and enhance social cohesion and wellbeing of community members. The overall purpose of the consultancy is to provide training for master trainers on one amongst/all the following value chain:

  • Bee keeping (honey production) with emphasis on market linkages (supply, demand and price setting), value chain analysis and development (input suppliers, primary producers, processors, wholesales/retailers), covering gender analysis in value chains and life skills, entrepreneurship, financial literacy and employability skills
  • Briquette Production and Biogas with emphasis on market linkages (supply, demand and price setting), value chain analysis and development (input suppliers, primary producers, processors, wholesales/retailers), covering gender analysis in value chains and life skills, entrepreneurship, financial literacy and employability skills
  • Agro processing, post-harvest quality and packaging-Millets, Fonio, Tomatoes; emphasis on(supply, demand and price setting), value chain analysis and development (input suppliers, primary producers, processors, wholesales/retailers), covering gender analysis in value chains and life skills, entrepreneurship, financial literacy and employability skills
  • Dairy Production/Products and Silage Production with emphasis on market linkages (supply, demand and price setting), value chain analysis and development (input suppliers, primary producers, processors, wholesales/retailers), covering gender analysis in value chains and life skills, entrepreneurship, financial literacy and employability skills.

Scope of Consultancy
The consultant/firm will be required to train, develop trainers guide and trainees manual on:

For Briquette production and Biogas:

  • He/She will facilitate a practical training of trainers (ToT) on Briquette Production & Biogas, entrepreneurship, life skills, market linkages, financial literacy and business sustainability for Master trainers in selected communities who will in turn step down the selected communities.
  • Produce a detailed manual (training materials) on Briquette Production & Biogas value chain in Plateau State.
  • Carry out the evaluation of the training at the end of the training.
  • Prepare and deliver final training report to NRC on the overall process of the training, pre and post-test evaluation with practical exhibition.

For Dairy Production/Products and Silage Production:

  • He/She will facilitate a practical training of trainers (ToT) Dairy Products and Silage Production, entrepreneurship life skills, market linkages, financial literacy and business sustainability for Master trainers in selected communities who will in turn step down the training to their various groups.
  • Produce a detailed manual (training materials) on Dairy Products and Silage Production in Plateau State ,
  • Carry out the evaluation of the training at the end of the training.
  • Prepare and deliver final training report to NRC on the overall process of the training, pre and post-test evaluation with practical exhibition

For Agro-Processing:

  • He/She will facilitate a practical training of trainers (ToT) on agro processing, post-harvest quality and packaging, value chain development and market enhancement; Millets, Fonio, and Tomatoes, entrepreneurship , life skills, market linkages, financial literacy and business sustainability for Master trainers in selected communities who will in turn step down the training to their various groups.
  • Produce a detailed manual (training materials) on agro processing, post-harvest quality and packaging, value chain development and market enhancement; Millets, Fonio, Tomatoes in Plateau State
  • Carry out the evaluation of the training at the end of the training.
  • Prepare and deliver final training report to NRC on the overall process of the training, pre and post-test evaluation with practical exhibition

For Honey Production:

  • He/She will facilitate a practical training of trainers (ToT) on Honey Production (Apiculture), entrepreneurship and life skills, market linkages, financial literacy and business sustainability for Master trainers in selected communities who will in turn step down the training to their various groups.
  • Produce a detailed manual (training materials) on Honey Production (Apiculture), in Plateau State
  • Carry out the evaluation of the training at the end of the training

Deliverables, Phases and Timeline
The deliverables expected in the undertaking of the training include, but are not limited to, the following:

  • Training manual.
  • Training plan.
  • Pre and post training assessment report.
  • Technical report on training.
  • Training notes/presentations.

The training of master trainers will be done in 6 (six) LGAs (Bokkos, Bassa, Mangu, Riyom,Wase and Shemdam) of Plateau State. This will be done concurrently across three centers and require the physical presence of the consultant or firm in those locations.

Offers should include:

  • Detailed Technical proposal
  • An outline of the research framework and methods, including comments on the TOR, proposed timeframe and work-plan.
  • Proposals should not exceed 5 pages.
  • CVs, references for previous relevant work, and an extract (3-5 pages) from past research projects.
  • Financial proposal (bid) detailing the budget. The financial proposal should provide professional fees and all costs required for undertaking this consultancy.
  • Certificate of Registration / Incorporation (if applicable)
  • Tax Registration Certificate (if applicable)

Additional Information

  • Reports should be submitted in Microsoft Word format in electronic format, in UK English.  All text should be unformatted. Graphs or other graphical devices should be editable (i.e. not pictures). All references must be cited according to convention, and detailed in a bibliography, using the Harvard system as set out in the UNESCO Style Manual. All verbatim quotations must appear in quotation marks, and must not be of excessive length. All data collected under the consultancy must be submitted with the deliverables, in a widely recognised format such as Microsoft Excel in electronic form.
  • Everything submitted to NRC must be the original work of the consultants. Any plagiarism in any form, or any other breach of intellectual property rights, will automatically disqualify the consultant from receiving any further payments under the contract by NRC, and NRC will seek to recover any payments already made.
  • NRC retains the right to copyrights with regard to products, processes, and other materials which the Individual Consultant has developed for NRC under this contract and which bears a direct relation to or are produced or prepared or collected in consequence of, or during the course of, the performance of the Contract, and the Individual Consultant acknowledges and agrees that such products, documents and other materials constitute works made for hire for NRC.
  • Equipment to be used: the consultant will use her/his personal laptop and other equipment
  • The Consultant is responsible for her own health & accident insurance.
  • Local travel and transport
  • The Consultant must observe all NRC security policies and regulations while working with NRC and while in NRC premises or vehicles. The consultant agrees to observe NRC’s Code of Conduct while working with NRC.
