The ECONOMIC COMMUNITY OF WEST AFRICAN STATES (ECOWAS COMMISSION) has received financing from the World Bank toward the implementation of the Western Africa Regional Digital Integration Program (WARDIP) and intends to apply part of the proceeds for consulting services.
The consulting services (“the Services”) include the review of the implementation of the ECOWAS roaming regulation, assess its impact on roaming costs and regional integration and evaluate proposals/ recommendations to facilitate seamless implementation across the ECOWAS region. This assignment is foreseen for a period of twenty-four (24) weeks.

The ECOWAS Commission now invites eligible Firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The qualifications and relevant experience of the consultants must be supported by documents such as copy of contracts, certificates of good performance, etc. The absence of supporting documents is eliminatory.
The evaluation criteria are (support with evidence):
- Have at least 10 years of experience in the field of telecommunications.
- Provide proof of the completion of at least two (2) similar projects in the last seven (7) years in the field of telecommunications and roaming.
- Have carried out at least one (1) study to update the Community texts and regulations on Roaming in the last seven (7) years.
- A good knowledge of the telecommunications sector in the context of West Africa would be an asset.
- The consultant will also have to demonstrate his technical and administrative capacity to carry out the mission.
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” September 2023 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
A Consultant will be selected in accordance with the Consultant’s Qualifications based Selection set out in the World Bank Procurement Regulations.
