A. BACKGROUND
FHI 360 is a non-profit human development organization dedicated to improving lives in lasting ways by advancing integrated, locally driven solutions. Our staff includes experts in health, education, nutrition, environment, economic development, civil society, gender, youth, research and technology, creating a unique mix of capabilities to address today’s interrelated development challenges. FHI 360 serves more than 60 countries, all 50 U.S. states and all U.S. territories. FH1360 is implementing Meeting Targets and Maintaining Epidemic Control (EpiC), a five-year global project funded by U.S. Agency for International Development (USAID). EpiC receives COVID-19 funding to prevent, prepare for, respond to and bolster health systems to address COVID-19 and reduce cases of re-emergence.

Part of EpiC COVID-19 program in Nigeria is to provide high quality, medical-grade oxygen treatment in Nigeria. The scope of the project includes the installation of 10,000 Liters capacity cryogenic tank storage systems including Vacuum insulated evaporator (VIE) system and copper piping for Oxygen distribution and outlet systems. The installation will be done at Jos University Teaching Hospital (JUTH) Jos, Plateau state, Federal Medical Centre Asaba, Delta State and University of Port Harcourt Teaching Hospital (UPTH), Port Harcourt River State. Interested and qualified company are required to express their interest by submitting the following documents listed in Section B be below.

B. REQUIRED DOCUMENTATION
The initial expression of interest must include the following items:

1. A cover letter with clear indication of what services you can provide. A brief description of the organization, its capabilities, and its ability to provide the required work in accordance with the scope and specification as follows.
a. Brief technical specifications for VIE systems, piping, and/or LOX including relevant documentation on compliance with relevant technical and safety standards.
b. A technical workplan guided by the scope of work and technical specification above including the material needed for the installation of the Installation of the tank, VIE and piping to Outlet in a facility.
c. Draft blueprint/drawing of system for one facility site. d. Documentation on compliance with relevant technical and safety standards to mitigate environmental impact resulting from the installation work of the systems. e.
d. Evidence of staff with relevant industry experience and certifications/COREN – Civil Engineer and any other relevant certification. Attach CVs and copies of certifications.
e. Detailed work plan of the organization capacity to provide after sales support.
2. Documentation of legal registration of the company.
3. A sample of contract at least 2 contracts with similar scope and specification.
4. Proof of previous work in Liquid Oxygen storage, VIE, and piping system installation within the last 5 years, demonstrated through copies of executed Purchase Orders, contracts or Agreements, Client-issued Job Completion Certificates, etc.
5. Recommendation letter from at least two organizations attesting to Satisfactory Performance

C. EVALUATION STAGES, SELECTION CRITERIA AND WEIGHTED SCORE:
Stage one: Conformity to the EOI requirement- Proposal must have all documents listed in Section D above (item 1-5). Evaluator will not make inference or assumption for incomplete information or document.
Stage two (Prequalification): Technical Evaluation

D. INSTRUCTION TO BIDDERS
• The required documents must be submitted on company letterhead signed by the authorized representation of your company and in PDF format a single file.
• Submission of all documents required shall be made to [email protected] not later than 5.30pm May 7th, 2024.
• The tile of your email submission should be “Application for LOX and Oxygen Piping Infrastructure Project – FHI/EpiC-LOX/2024/002”
• Enquiry on this EOI shall be by email communication to [email protected] on or before 5.30pm May 1st, 2024.
• Applicants successful at this EOI stage will be required to visit each site to develop a facility-based bill of quantity.

• FHI 360 reserves the right to vary any part of this EOI at the time of award if it becomes necessary
