1. INTRODUCTION
Star Deep Water Petroleum Limited (SDWPL), a chevron company and operator of the Agbami field on behalf of its co-ventures (FAMFA Oil Limited, Prime 127 Nigeria Limited, Equinor Nigeria Energy Company Limited and Nigerian National Petroleum Company Limited (NNPCL), invites interested and prequalified companies with relevant experience in the provision of Deepwater Completion services.

The contract is proposed to span a period of three (3) years with a possible optional term of one (1) year duration.

2. SCOPE OF WORK
The successful contractors will provide Deepwater Completion Services for SDWPL. The scope of work for the services shall primarily include but not limited to the following:
• Contractor shall provide the completion equipment and services consisting of all services required to complete deviated or horizontal wells casing/liner sizes of 9-5/8” through 5” and open hole sizes of 12/4” through 6’ with materials to include Corrosion Resistant Alloys.
• Contractor is expected to provide all equipment, tools and experienced personnel required to run completion services. These include but are not limited to:
• External casing packer, diverter tools, liner top packers, gravel pack equipment, production packers, and associated accessories, hydraulic flapper, bail and multi-positional type valves and all the necessary jewelries to run different completions including singles, duals, horizontals and multilaterals.
• Upper completion accessories to include gas-lift mandrels, gas-lift valves, downhole pressure/temperature gauges, chemical injection mandrels and valves, water injection valves, hydraulic control lines and TEC lines & spoolers, cross coupling clamps, deep-set surface controlled sub-surface safety valve (SCSSV) and associated specialty clamps, and intelligent well completion hardware/valves.
• External casing packers and diverter tools
• Liner top packers and associated accessories and running tools.
• Gravel packing equipment: wire wrapped (8 ga thru 12 ga) and premium (including 250 micron) screens, packers rated for at least 10Ksi, etc, circulation and gravel pack and frac packers completions, including unidirectional and bidirectional fluid loss devices capable of min, 10ksi burst and collapse. Complete service tool assemblies including cross over tools with proven rate and slurry test and in-country performance records showing erosion rates and slurry test and in country performance records showing erosion rates over time for specific conditions. Cross over systems, with dimensional space-outs recorded for gravel packing in 5-1/2, 7”, 9-5/8”, 11-3/4 and 13/-3/8 or 13-5/8 casing. Washpipe both plain and blast joint type, for high rate and high erosive velocity flow. Coatings that are proven compatible with given erosion velocity flow. Coatings that are proven for high rate and high erosive rates per fraction simulations. Handling tools, screen tables and all associated accessories.
• GP service tools with weight down circulating and 6 in packer bore capability.
• Downhole washpipe gauge systems
• Crossovers, pups, flow couplings, flow pups, and blast joints, proven with API and premium threads.
• Single and dual tubing completion equipment for 13-3/8 through 5” casings, packers, nipples, seal assembles etc, for both carbon steel and corrosion resistant alloy (Chrome) and/or internal plastic coated.
• Hydraulic flapper type SCSSV (metal-to-metal sealing ability) with wireline lock-out protective sleeves and wireline SCSSV insert.
• Annular isolation valves, mechanical and hydraulic fluid loss control valves.
Contractor must provide the following personnel:
• Full-time Lagos-based completions technical services representatives required to consult with COMPANY drilling and petroleum engineers to design and plan completion installations as per COMPANY’s direction.
• Technical completions engineering support personnel in Lagos for daily consultation with COMPANY’s drilling and completions staff, and logistical coordination for required materials.
• Contractor will supply a Quality Pan outlining procedures to ensure that company receives equipment that has been properly prepared for utilization. Dedicated QA personnel will be supplied by contractor to ensure rigorous adherence to contractor’s quality plan. Quality plan will define shop equipment required to makeup and test completion equipment prior to shipment offshore.
• Contractor will be expected to maintain a base in Onne, Port Harcourt and/or Escravos to support company’s operations.
• These services must be provided in strict accordance with SDWPL’s established Standard Operating Procedures with a strong emphasis on safety and protection of people and the environment.

3. MANDATORY TENDER REQUIREMENTS:
A. All successfully pre-qualified and ‘live’ bidders in this category by the bid close date will receive invitation to submit Technical and commercials tender (ITT).

4. NIGERIAN CONTENT REQUIREMENTS
Star Deep Water petroleum Limited is committed to the development of the Nigerian Oil and gas Business in observance with the Nigerian Oil and Gas Industry content development Act 2010 (NOGICD ACT) enacted by the Federal Government of Nigeria in April 2010.
Pursuant to enactment of the NOGICD Act, the minimum Nigerian Content in any project, service or product specification to be executed in the Nigerian Oil and Gas Industry shall be consistent with the level set of the schedule of the Development and Monitoring Board (NCDMB).
Contractors shall comply with the provisions of the NOGICD Act and all applicable regulations. Bidders that do not meet the Nigerian Content Criterion will not be allowed to participate in the next tender stage.
The following are the Nigerian Content requirement bidders are expected to comply with in their technical bid submission.

A. Demonstrate that entity is a Nigerian registered company. Tenderer shall provide evidence of company ownership structure form CO2 and CO7, registration on NOGIC JS and NUPRC certificate.
B. Detailed description of the location of in-country committed facilities & infrastructure (Administrative/Technical offices) in Nigeria to support this contract.
C. Provide a Nigerian Content Execution Plan providing a detailed description of the role, work scope, man-hours and responsibilities of all Nigerian Personnel that would be involved in executing the work. Also provide details of Nigerian Content focal point or manager.
D. The tenderer shall provide an evidence of category 1,2,3 4 of 5 services and support group NCEC to demonstrate capacity, capability and ownership or Tank cleaning equipment to execute the work scope.
E. Tenderer shall Comply with the latest approved version of NCDMB HCD guideline by committing (via a letter of undertaking) to providing project–specific training, man-hour, budget skill development and understudy plan for Nigerian personnel utilizing OGTAN registered trainer(s) or other approved NCDMB training institution(s).

5. CLOSE DATE:
Only bidders who are pre-qualified and ‘live’ with NJQS product/category in 3.04.17 (Well completions services) by 16:00 hours, 07 May, 2024 being the advert close date shall be invited to submit technical bid.

Additional Information:
1. Suppliers eligible for this tender opportunity are expected to be prequalified in NJQS under these product/service categories.
2. The Invitation to Tender (ITT) and any further progression of this tender shall be via Nipex.
3. All costs incurred in preparing and processing NJQS prequalification shall be solely for the interested bidders’ accounts.
4. 5. The tendering process shall be the NNPC contracting process requiring pre-qualified companies to submit technical tenders first. Following a technical review, only technically and financially qualified bidders will be requested to submit commercial tenders.
6. Star Deep Water Petroleum Limited will communicate only with authorized officers of the pre-qualifying companies and NOT through individuals or Agents.
