1. INTRODUCTION

The Shell Petroleum Development Company of Nigeria Limited (SPDC), operator of the NNPC/SPDC/Total Energies/NAOC Joint Venture is seeking qualified vendors for the provision of Integrated Pipeline pigging services, corrosion and Monitoring.

Bidders will be expected to demonstrate their capability and capacity to accept and deal with the financial and technical complexities associated with a contract of this magnitude and this evidence will be required in the next stage of this tender.

SPDC hereby invites submission from reputable and competent Nigerian registered companies having requisite proven experience in Provision of Integrated Pipelines Pigging services, Corrosion Control and Monitoring and all other works within the scope of works.

2. SCOPE OF WORK

The WORK to be covered under this CONTRACT generally consists of all works incidental and necessary to the successful completion of integrated pipeline pigging services, corrosion control and monitoring services involving routine pigging, intelligent pigging, gauge/Geometric pigging, De-scaling pigging, de-sanding, pig trap maintenance, Auxillary Pumping services, valve servicing & minor repair, maintenance painting, water sampling & chemical treatment sampling, chemical injection, external corrosion control and maintenance, etc in SPDC’s Land and swamp areas of eastern and western divisions.

3. MANDATORY REQUIREMENTS

1. To be eligible for this tender exercise, interested contractors are required to be pre-qualified in the product group: 3.07.02 (pipeline flushing, external/internal inspection, pigging services), 3.07.03 (surface treatment inspection services0 and 3.07.04 (pressure testing services) in Nipex Joint Qualification System (NJQS) data base. Only successfully pre-qualified suppliers in this category will receive Invitation to Technical Tender (ITT)

3. If you are not listed in a product/service category you are registered with DPR to do business, contact NipeX office at 30, Oyinkan Abayomi Street, Ikoyi, Lagos with your DPR certificate as evidence for necessary update.

4. To initiate the JQS prequalification process, access www.nipexng.com to download the application form, make necessary payments and contact NipeX office for further action.

5. To be eligible, all tenders must comply with the Nigerian Content Requirements in the NipeX system.

4. MINIMUM REQUIREMENTS

Vendors are to demonstrate strict compliance with the provisions of Nigerian Oil and Gas Industry Content Development Act and also provide the following requirements;

• Demonstrate that entity is a Nigerian registered company greater than 51% Nigerian shareholding. Submit certified true copies of CAC forms 10, 02 & 07 (or its equivalent; CAC 2.3, 2.4, 2.5 etc) including company memorandum & article of association and/or evidence of entity’s incorporation, shareholding & ownership structure in Nigeria.

• Tenderers shall provide evidence of category 1, 2 or 3 NCEC in the following groups to demonstrate ownership of equipment and capacity for the execution of work scope: i. Manufacturing and related services NCEC for the manufacturing of pigs. ii. Quality inspection and quality control group NCEC.

• Tenderer to note that first consideration shall be granted to Bidders with in-country manufacturing facility for pigs.

• Provide evidence of what percentage of key management Positions is held by Nigerians and what percentage of the totals work force are Nigerians. Also, show overall percentage of works to be performed in Nigeria and those by Nigerian resources relative to total work volume.

• Tenderer shall comply with the latest approved version of NCDMB HCD guideline by committing (via a letter of undertaking) to providing Project-Specific training, man-hour, budget, skill development and understudy plan for Nigerian personnel utilizing OGTAN registered trainer(s) or other approved NCDMB training institution(s).

• Tenderer shall provide Location of in-country facilities (not limited to administrative office, fabrication yard, in-country maintenance workshop) demonstrating presence and investment in Nigeria for the execution the work scope.

5. CLOSING DATE

Only Tenderers who are registered with NJQS product/category as at 22nd January, 2024 by 16:00hrs being the advert close date shall be invited to submit Technical bids.

6. ADDITIONAL INFORMATION

• All costs incurred in preparing and processing NJQS prequalification shall be to the contractor’s accounts.

• Suppliers that are prequalified for this product/service category in NJQS must ensure that the name and contact details (physical address, email address and telephone number) of their company and authorized/responsible person is up-to-date in their company profiles in the NJQS database.

• This advertisement shall neither be construed as any form of commitment on the part of SPDC to award any contract to any company and or associated companies, sub-contractors or agents, nor shall it entitle prequalified companies to make any claims whatsoever, and/or seek any indemnity from SPDC and or any of its partners by virtue of such companies having been prequalified in NJQS.

• SPDC will communicate only with authorized officers of the pre-qualifying companies and NOT through individuals or Agents
