Job Title: Consultant to Support the Government of Angola in the Implementation of its Country Food and Agriculture Delivery Compact (AHAI)

Introduction and Background

  • The Feed Africa Strategy (FAS) of the African Development Bank (2016-2025), also known as Feed Africa was conceived in October 2015 at a High-Level Meeting of senior public and private sector leaders held in Dakar, Senegal, and approved for implementation by the Board of Directors of the Bank in May 2016.
  • The Strategy seeks to transform African agriculture into a competitive, inclusive, and agribusiness-oriented sector that creates wealth, improves lives, and secures the environment through an approach based on agricultural commodity value chains.
  • The Feed Africa Strategy (FAS) aims, within ten (10) years of its inception, to end hunger and rural poverty and reduce food imports on the African continent.
  • After seven years of implementation of Feed Africa, it is now evident that unlocking the agricultural potential of the continent by delivering climate smart agricultural technologies to millions of farmers and the creation of an enabling environment of rural infrastructure and policy incentives is possible in a short period of time through strong political will and investment by Development Partners and the private sector. A High-Level Summit of 34 African Heads of State, 75 Ministers and Heads of Development Partner organizations was therefore held in Dakar January 22-27 to mobilize political, financial and technical support for agricultural transformation on the continent at scale.
  • The Government of Angola was ably represented by Minister of Agriculture and Forestry, representing the President of Republic of Angola.
  • The core of the Dakar 2 Summit were 41 boardrooms, chaired by Head of States and Heads of Government/Delegations, to discuss previously prepared Country Food and Agriculture Delivery Compacts, that outlined production targets for key agricultural staples, a road map to reach those targets, and enabling policies, including smallholder farmers support, rural infrastructure, innovative financing amongst other policies.
  • Another outcome of boardroom discussions was establishment of the Presidential Delivery Councils to oversee implementation of the Country Food and Agriculture Delivery Compacts and ensure accountability for results.
  • The Presidential Delivery Council will also advise on an enabling environment to unblock key bottlenecks along the commodity value chains. Angola Country Food and Agriculture Compact was also presented by the Minister of Agriculture and thoroughly discussed.
  • At the end of the 36th African Union summit, the African Union endorsed the outcomes of Dakar2 and called for the implementation of the Country Food and Agriculture Delivery Compacts with time-bound and clearly measurable indicators for success, including concrete national policies, incentives, and regulations to establish an enabling environment for wider and accelerated investments across the agriculture sector.
  • To implement the African Union resolution following Dakar 2 outcomes, the African Development Bank (AfDB) office based in Pretoria, under its Division for Agriculture and Agro-Industry (AHAI.6) seeks to hire a consultant to support the Government of Angola in the implementation of its Country Food and Agriculture Delivery Compact.

Objectives

  • The objective of the assignment is to support the Government of Angola in the implementation of its Country Food and Agriculture Delivery Compact to ensure timely delivery of priority interventions as agreed at the Dakar 2 meeting.
  • Its further to provide technical support services to the Ministry of Angola towards a successful implementation of the Bank funded Agricultural Sector Based Operation.

Scope of Work

  • The Government of Angola Compact has been internally discussed with development partners, the private sector and civil society. The government has endorsed it and has assigned the Presidential Committee on Agriculture to constitute itself as a Presidential Council for the implementation of the Country Food and Agricultural Compact. In the implementation of the Compact, Government has adopted with African Development Bank a Programmatic approach towards increasing agricultural production and productivity in the country.
  • The Consultant will therefore support the Government assigned Presidential Council in its role in the implementation of the Food and Agricultural Compact. S/he will also support the Bank and Government in elaborating on the line of interventions suggested by the Government in the Compact.
  • Such activities will entail developing respective Project Concept Notes, identifying the required studies to drive such interventions, including developing respective Terms of Reference.
  • The Consultant shall furthermore provide technical expertise to the Ministry of Agriculture and Forestry through its Institute for Agrarian Development (IDA) for the implementation of the Bank funded Policy Based Operation.

Specific functions of the Consultant

  • The Consultant will work with AHAI.6 and the Bank Country Office in Luanda and key development partners to determine priorities of Country Food and Agriculture Delivery Compacts as agreed at Dakar2 and advise on priority investment projects to be funded.
  • Provide technical advice on behalf of the Bank to the Presidential Advisory Council, as it undertakes its oversight role in the implementation of the Country Food and Agriculture Delivery Compacts. Policy guidance shall include such matters pertaining to soil, land and water development, climate, water and energy-smart irrigation, appropriate technologies, market development, financing, agricultural R&D and new innovations, etc. and many others as may be required by the Government of Angola and or Ministry of Agriculture and Forestry through IDA.
  • Liaise, with the assistance of members of the Presidential Delivery Council and IDA, with relevant Ministries, agencies, regulatory bodies and national systems to ensure unfettered access to information and data that will be required to track the implementation of Food and Agriculture Delivery Compacts.
  • Work with key funding partners including development partners, governments, financial institutions, and the private sector to mobilize additional resources in support of the agricultural R&D community.
  • Identify, develop and submit proposals for financing under the Bank’s internal Trust Funds such as KOAFEC, TSF, and FAPA etc in enhancing opportunities for funding and expedited Project preparation for the interventions identified with the Bank under the Programmatic approach.
  • Assist in review of technical documents and papers, including preparing PowerPoint presentations around the role incumbent.
  • Undertake any other assignment as determined by Management and technically support Task Managers in project design.

Deliverables of the Consultancy
The principal deliverables are:

  • Implementation of priorities of Country Food and Agriculture Delivery Compacts.
  • Provide technical support to the Presidential Council for Food and Agriculture Delivery Compact through Policy Briefs.
  • Support to the Ministry of Agriculture in the implementation of the Bank Sector
  • Based Operation in the Eastern Region through development of ToR for the required studies, elaboration of activities to be funded with IDA.
  • Quarterly summary reports on status of funding and overall implementation of the Country Food and Agriculture Delivery Compact.
  • Quarterly Reports on the technical support work rendered to the Ministry of Agriculture in respect of the Bank Policy Based Operation

Reporting Arrngements:

  • The Consultant shall report to the Manager AHAI.6 or his designate. He will also have a reporting line to the Director of Agriculture and Agro-Industry, based in Abidjan for strategic guidance and advice with respect to the Food and Agriculture Delivery Compacts, Presidential
  • Delivery Councils and to access other Bank Departments involved in implementing Dakar2 support interventions.
  • While working in the Bank Office in Luanda Angola, the Consultant will also seek guidance and advice from the Bank Country Manager in Angola in working with the Bank ecosystem stakeholders in the Bank and country i.e. the public, private and nongovernmental sectors.

Location and Duration of the Assignment:

  • The location of the assignment will be Luanda Angola. The Consultant will be provided with an office and access to office facilities in the Bank Office located in Luanda.
  • The Assignment will be initially for one (1) year and it can be renewed on the basis of availability of resources and or performance of the consultant.

Qualifications:
The Bank is looking for an internationally renowned agriculture development expert
(Portuguese speaker) with the following characteristics and qualifications:

  • Experience supporting African Governments, development agencies, international finance institutions, or multi-lateral development banks in defining and implementing new strategies.
  • Knowledge of commercialization of agricultural opportunities and players, and specific knowledge of the markets, dynamics, and existing policy initiatives and private sector operators and investors in the sector
  • Knowledge of current global and African specific Agriculture and Food Systems development challenges and business environment
  • A committed project leader with personal experience working in Africa with both public and private sector leaders.
  • Specific knowledge and understanding of the current development and dynamic changes in continental/global agricultural and food systems development strategies and trajectories.
  • Proven capability, capacity and experience in crafting high level policy and strategy review documents, reports and book projects.
  • Working in Angola entails fluency in Portuguese – written, and verbal along with strong editorial and communication skills. Ability to communicate in the Bank’s official languages;
  • English and French is a requirement.

Qualifications, Skills, and Experience

  • Candidates should possess an Advanced Degree (preferably Ph.D.) in Agriculture and Rural Development-related discipline with 20+ years relevant work experience with at least 20 years of experience in African agriculture.
  • Demonstrated familiarity with drivers of food insecurity in different African contexts.
  • Experience in designing and implementing multi-faceted food security initiatives.
  • Excellent analytical capabilities and strong written and verbal communication skills in Portuguese
  • Besides Portuguese, the Consultant must have a good command of English.
  • Knowledge of French would be an added value.
