The United Nations World Food Programme hereinafter referred to as the “WFP with its headquarters is the world’s largest humanitarian agency fighting hunger worldwide located in via C.G Viola, 68/70, 00148 Rome, Italy is the leading humanitarian organization saving lives and changing lives, delivering food assistance in emergencies and working with communities to improve nutrition and build resilience by assisting almost 100 million people in around 83 countries each year. About 17,000 people work for the organization, most of them in remote areas,m directly serving the hungry poor.

CATEGORY A – FOOD QUALITY AND QUANTITY (Q&Q) INSPECTION AND LAB ANALYSIS SERVICES
1. The WFP Goods and Services Procurement Unit seek to acquire Food Quality and Quantity (Q&Q) inspection and lab Analysis Services for monitoring and controlling the quality and safety of the food operations managed by Nigerian Country Office.
2. To mitigate the risk of food safety/quality of food assistance operations in Nigeria, WFP seeks to collaborate with specialized food quality inspection companies only; unspecialized, inexperienced companies will be automatically DISQUALIFIED. WFP will only consider competent companies to deliver the requirements detailed in the scope of work (SOW)
3. WFP invites eligible service providers to express their interest in providing the quality inspection services for both; grains commodities (Sorghum, Millets, White beans) and processed foods (fortified veg oil, fortified salt, lipid based nutritious foods, and others).

CATEGORY B – SUPPLY OF FOOD COMMODITIES
The world Food Programme (WFP) Nigeria is in the process of updating a roster of food suppliers, interested companies/suppliers are invited to express their interest in supplying food commodities mentioned below:
1. Sorghum
2. Pulses/Beans
3. Vegetable oil (fortified)
4. Lipid nutrient supplement
5. Iodized salt
Information on food specification is available at WFP Food quality and safety management website http://foodqualityandsafety.wfp.org. Prospective suppliers are encouraged to familiarize themselves with practical application of the national standards for target commodities mentioned in this EOI.

THE PURPOSE OF THIS EOI
1. The purpose of this request for EOI is to identify service providers with verified technical and financial capacity to provide the needed food quality inspection (Category A) and Food Commodities Suppliers (Category B). Eligible Service providers and Suppliers will be invited to participate in the bidding process for the proposed tender.
2. Eligibility to participate in the proposed tender for Q&Q services will be determined on the basis of:
• The company’s specialization in the field of agriculture commodity and processed food inspection and sampling
• Competence and qualifications of the staff;
• The ability to perform food sampling as per WFP’s quality scope of work; and
• The ability to perform the food analysis in an ISO 17025 accredited food laboratories inside/outside.
3. Eligibility for registration in Category B:
• Experience in supply of food items
• Must be manufacturer of distributor of processed food
• Must have cleaning and storage facilities for grains
After the deadline for submission of response has passed, WFP will evaluate responses received and will notify the participants of the outcome of the evaluation.

SUBMISSION INSTRUCTIONS
How to prepare and submit your Expression of Interest in order to participate in the pre-qualification exercise, companies are required to provide the following:
EOI response form;
Annex 1 – Supplier Background Check form;
Annex 2 – supplier financial status form;
Annex 3 – past experienced form;

SUBMISSION OF EOI:
All documents should be sent by e-mail to [email protected] no later than 05:00pm with the subject WFP-ABJ-EOI-2023-002-CATEGORY A – Food quality and Quantity (Q&Q) Inspection and Lab Analysis Services or WFP-ABJ-EOI-2023-002-CATEGORY B- Food Commodities attaching all scanned supporting documents required. Note. If all documents combined are above 12mbs, kindly send the documents in batches.

DEADLINE FOR SUBMISSION OF EOIS BY 05:00 PM 26 MAY 2023
Please note that this Expression of Interest is only for the purpose of registration of the pre-qualified potential food quality and quantity (Q&Q) inspection and Lab analysis service providers and Food Commodities suppliers in WFP supplier roster. A full technical requirement and detail will be provided with a formal solicitation document issued when the services are required at a later stage after the closing date for this EOI. Also note that, this is only an Expression of Interest and does not bind the World Food Programme to issue any tenders or contracts to the companies expressing their interest.
