Street Child is an international not-for-profit, non-governmental organization, established in 2008 and aims to create educational opportunities for some of the world’s most vulnerable children. Street Child began its work in Sierra Leone in 2008 working with a small number of street children, eight years later we have helped to transform the lives of more than 50,000 children across Sierra Leone, Liberia, and Nepal. In 2017 we launched our first project in Nigeria helping children impacted by conflict in the Northeast to access education.

We invite registered and qualified construction firms to submit a bid to this invitation for:

Title: Construction of Temporary Learning Spaces (TLS)

Scope of Bid

  • Street Child has received funding from Education Above All Foundation – Educate A Child Programme (EAC) for implementation of “Education for Every Child Today (EFECT): improving Access to Education for the Most Vulnerable Children in West Africa” project.
  • For the fulfillment of this project, Street Child desires to contract a construction firm in order to build Temporary Learning Spaces (TLS) in 3 LGAs of Borno State (Dikwa, Ngala and Bama) and 2 LGAs of Adamawa State (Michika and Madagali). 8 TLS shall be built in each LGA totaling to 40 in across 5 LGAs.

Eligibility Criteria
The bidder should be a legally registered construction firm currently operating in BAY states and having at least 5 years of work experience in construction of TLS in BAY states.

Instruction to Bidders

  • Each bidder shall submit only one bid. Bidder who submits or participates in more than one bid will cause all the bids to be disqualified.
  • The bidder must submit their bid for the construction of TLS in all 5 LGAs that are specified above.
  • Partial bids will be disqualified.
  • The bidder shall present all the documents listed in Section 4 for the bid to be considered a responsive bid.
  • The Bidder is expected to examine all instructions, forms, terms, and specifications in the Bid Document. Failure to furnish all information or documentation required by the Bid Document will result in the disqualification of the bid.

Preparation of Bids

  • The language of the bid shall either be in English. The bidder shall bear all costs associated with the preparation and submission of the bid, and Street Child shall in no case be responsible or liable for those costs, regardless of the conduct or outcome of the bid.
  • The Bidder, at the Bidder’s own responsibility and risk, is encouraged to visit and examine the construction site and obtain all information that may be necessary for preparing the Bid.
  • Hard copy bids received in unsealed envelope or tampered envelope will be rejected. Likewise, bids received via email that are not password protected shall also be rejected.
  • The bidder shall clearly indicate whom the bid is being submitted to and the name of the bidder, contact number and email address outside the main envelope.

Currency of Bid and Payment:

  • The currency of the bid and payment shall be in Nigerian Naira (NGN).

Period of Validity of Bids:

  • Bids shall remain valid for a minimum period of three calendar months. A bid valid for a shorter period than that shall be rejected.

Bid Opening

  • The bids will be opened in the presence of at least three of the Procurement Committee members in Street Child’s office in Maiduguri.
  • The Bidder may or may not be invited for the bid opening process. Street Child will prepare minutes of the bid opening session.

Examination of Bids and Determination of Responsiveness
Street Child’s procurement committee will examine the bids and prior to the detailed evaluation of the bids, Street Child will determine the following during the bid opening session:

  • For hard copies, the envelope containing the bid is correctly sealed.
  • For emails, the attachment is password encrypted and the password has been forwarded to the specified email address.
  • The requested mandatory documents are submitted; and
  • The bid submission form, bidder’s information form and price schedule have been duly filled, signed, and stamped.
  • Only those bids that fulfil these criteria will be qualified for further evaluation. The rest of the bids will be rejected.

Evaluation of Bids
The procurement committee of Street Child will evaluate all the qualified bids. Bids will be technically and financially evaluated in a points-based system within the following criteria:

  • General Construction Experience:
    • Experience under construction contracts in the role of contractor, subcontractor, or management contractor for at least the last 5 years prior to the applications submission deadline.
  • Contract of similar size and nature:
    • Participation as prime contractor, management contractor, or subcontractor, in at least two contracts of TLS construction works with other INGOs within the last ten (10) years, each that have been successfully or are substantially completed.
  • Key Personnel to the Project:
    • The bidder’s proposed key personnel’s who will be involved in this project will be evaluated by Street Child in terms of their suitability, qualification, licenses, and experience.
  • List of Equipment to be mobilized for the project:
    • The Bidder shall provide adequate information to demonstrate clearly that it has the capability to meet the requirements for the key equipment necessary for the project.
  • Site Organization, Method Statement, Mobilization Schedule, Construction Schedule etc. related to the project;
  • Historical Financial Performance:
    • Bidders will be evaluated based on their submission of audited balance sheets and income statements, for the last 3 years to demonstrate the current soundness of the Bidder’s financial position. As a minimum, a Bidder’s net worth calculated as the difference between total assets and total liabilities should be positive.
  • Average Annual Construction Turnover:
    • Bidders will be evaluated based on their average annual turnover derived from construction projects.
  • Financial Resources:
    • Bidders will be evaluated based on their proposed sources of financing, such as liquid assets, unencumbered real assets, lines of credit, and other financial means, net of current commitments, available to meet the total construction cash flow demands of the project.
  • Price Schedule as per BoQ:
    • Bidders will be evaluated based on their price schedule as per the BoQ.

Method of Application
Interested and qualified Bidders should submit their bids either in Hardcopy to Street Child office or Softcopy via email. If the bidder chooses to submit their bid via email, they should do so from their official email address. Bid received from any other email addresses except the official email address shall be considered unresponsive and hence will be rejected. For the purpose of this clause, definition of official email address will be the email address that is provided by the bidder in the bidders’ information form. The bid attachment must be zipped, and password protected.

Mandatory Documents Required

  • Bidder’s company profile.
  • Certificate establishing their registration with federal, state, or local government whichever is or are required.
  • Documents establishing their nature of business and license to conduct such business in Nigeria.
  • Registration certificate with federal/state tax authorities (whichever applicable).
  • Tax Clearance Certificate for the last Financial Year.
  • Independent Auditor’s Report for the three FY.
  • SCUML certificate.
  • Letter of reference, recommendations or appreciation given by other previous clients for similar work.

Clarification of Bidding Document:

  • A prospective Bidder requiring any clarification about the Bid Document should contact Street Child procurement and logistics department at: [email protected] .
  • After receiving such requests, Street Child shall make available as soon as possible the answer to such question or curiosity in writing. Likewise, to assist in the examination, evaluation, and comparison of bids, Street Child may, at their discretion, ask any bidder for clarification of their bid, including breakdowns of the prices and other relevant information that Street Child may require. The request for clarification and the response shall be in writing, but no change in the price or substance of the Bid shall be sought, offered, or permitted except as required to confirm the correction of arithmetic errors discovered in the evaluation of the bids.
  • No Bidder shall contact Street Child on any matter relating to its bid from the time of the bid opening to the time the contract is awarded.

Note

  • Street Child is mandated to conduct a fair, transparent and competitive procurement. Street Child will adhere to its core principles of Economy, Efficiency, Fairness, Reliability, Transparency and Accountability and Ethical Standards during all stages of procurement.
  • The bidders will be ranked according to the points scored by them in the evaluation criteria mentioned above. All bidders who progress to the evaluation process will be listed as a verified construction firm in the roster of Street Child. The services may be procured from the verified bidders in the event the contracted bidder is unable to provide the service for whatsoever reason.
  • Information relating to the examination, evaluation and comparison of bids and recommendation of Contract award, will not be disclosed to bidders or any other person not officially concerned with such process until information on contract award is communicated to all bidders. Any attempt by a bidder to influence any Street Child’s employee in the evaluation of the bids or contract award decisions may result in the rejection of their bid.
