INVITATION FOR PRE-QUALIFICATION/TENDER FOR THE PROVISION OF ENGINEERING INFRASTRUCTURE FOR BUDE WEST ‘A’ DISTRICT, PHASE IV (SOUTH), FCT, ABUJA

1. INTRODUCTION
Eco City Developers Estate Ltd has just concluded a Public Private Partnership (PPP) Arrangement on the land for infrastructure swap with the Federal Capital Territory Administration (FCTA) for the provision of Engineering Infrastructure at Bude West “A” District, and intends to wholly fund the project. Competent and interested construction companies are hereby invited to submit Technical and Financial Bids as follows:

2. THE SCOPE OF WORKS
The scope of works is divided into four (4) lots as follows:
Lot 1 1. Site clearance and earthworks
2. Confirmatory soil test
3. Road pavement
4. Storm water drainage network
5. Concrete box/pipe culverts/bridges
Lot 2 Waste water drainage system
Lot 3 Power supply, street lighting and telecommunication ducts
Lot 4 Water supply distribution network
All works shall be subjected to test in accordance with standards therein tender document.



3. TECHNICAL PROPOSAL
Interested Companies are requested to express their interest by submitting the following documents:
a. evidence of Incorporation/registration of the Company with Corporate Affairs (CAC) including Articles and Memorandum of Association of the Company and up to date Annual Returns with CAC (forms C02 & 07 to be included)
b. The Company should in addition show evidence of the following:

i. Tax Clearance Certificate for the Last Three (3) Years
ii. Registration with PENCOM and Remittances to Pension Fund Administrator,
iii. Payment of Training Contributions to the Industrial Training Fund (ITF)
iv. Compliance with the Employee’s Compensation ACT (i.c.) Remittance of 1% of the total emolument of your workers to the Nigeria School Insurance Trust Fund (NSITF)
c. A sworn Affidavit to the effect that:
i. The company is not in receivership, insolvent or bankrupt
ii. The Company does not have any Director who has been convicted by any court in Nigeria or any other country for criminal offence in relation to fraud or financial impropriety
iii. There is no officer of Eco City Developers Estate Ltd who is a former or present director, shareholder or has any pecuniary interest in the bidder
iv. That all the documents submitted for the pre-qualification bid are true and correct in all particulars of this project.
d. A chart indicating the number of Nigerians that would be employed by the company at various levels for execution of this project.
e. Audited Accounts of the Company for the Last Three(3) Years duly endorsed by the firm of Chartered Accountants
f. Letter authorizing Eco City Developers Estate Ltd to cross-check the submitted company’s Bank Account.
g. List and verifiable documentary evidence of similar jobs successfully executed (or being executed) within the last three years including their letter of award, contract agreements and relevant completion certificates or certificates of valuation where the jobs are on-going.
h. Verifiable list of major construction equipment’s and facilities including registrant numbers, chassis numbers, location (where they can be inspected) and remark on whether these are owned, hired or leased
i. List of key technical personnel stating their roles, designation, qualifications and years of experience with the guarantee that a minimum of three (3) years Registered Professionals shall be deployed to the project. Copies of endorsed educational and professional certificates of key staff are to be attached
j. Company’s policy on Community Social Responsibility with verifiable evidence.
k. Bank statement of the company for the last one (1) year.

4. FINANCIAL PROPOSALS
The following documents shall be issued to interested companies as the basis for the financial proposal
a. Conditions for contract – Vol. I
b. Contract specifications – Vol II.
c. Bill of Engineering Measurement and Evaluation – Vol III
d. Engineering drawings – Vol IV
e. Two Copies of the Receipt of tender fee – Vol V.

5. PROCEDURE OF TENDER DOCUMENTS
Interested companies are to collect Tender documents from the Office of the Project Coordinator, Eco City Developers Estate Ltd, No, 12 E.E. Nsefik Close, through PW quarters, Life Camp, Abuja.
Upon production of evidence of non- refundable tender fees of Two Hundred Thousand Naira Only (N200, 000) for lot (i); and One Hundred Thousand Naira only (N10,000) for any of lots 2, 3 & 4 by bank draft issued in favour of Eco City Developers Estate Ltd. 6. THE COMPLETED TENDER SHALL BE SUBMITTED AS FOLLOWS
A hard copy and electronic copy (PDF format in CD) of the technical Proposal shall be placed in a sealed envelope clearly marked “TECHNICAL PROPOSAL”. However, two copies of the Financial Proposal shall be signed and sealed separately and then placed them in a bigger envelope clearly marked “FINANCIAL PROPOSAL” with a warning ‘DONOT OPEN AT THE SAME TIME WITH THE TECHNICAL PROPOSAL, written boldly on it.
Only companies whose Technical Proposals are adjudged successful shall have their Financial Proposals opened for assessment. The envelopes containing the Technical and Financial Proposals shall be placed in an outer sealed envelope marked “PROPOSAL FOR THE PROVISION OF ENGINEERING INFRASTRUCTURE FOR BUDE WEST’A’ DISTRICT and addressed to The Project Coordinator, Eco City Developers Estate Ltd, No 12. E.E Nsefik Close, through PW Quarters, Life Camp, Abuja. The documents should be deposited in the Tender Box at the Off of the Secretary, Eco City Developers Estate Ltd, not later than 12 Noon 6th day February 2023.

7. OPENING OF TENDER
The technical bid will be opened by 12:00pm same day at Eco City Developers Estate Ltd Office. Please note that only Pre-qualified Companies will be contacted in writing for the financial Bids opening.

8. FURTHER NOTES
i. Late submission will not be accepted;
ii. Non-Compliance with the above requirements and procedure automatically disqualifies the defaulting company from the exercise;
iii. Only companies with a minimum Turnover of 5 Billion Naira per annum would be considered for the works;
iv. Due diligence shall be carried out on the companies to verify claims included in their submissions;
v. Response to this invitation shall not obligate Eco City Developers Estate Ltd to consider any responding company for the award of any contract. All cost incurred shall be borne by the responding company;
vi. The advertisement should not be construed as a commitment on the part of the Eco City Developer Estate Ltd nor shall it entitle responding companies to seek any indemnity from Eco City Developers Estate Ltd by virtue of such company having responded to this advertisement;

9. Eco City Developers Estate Ltd might also consider expressed interest of Contractor/Financial/Investors in executing the Public Private Partner (PPP) Arrangement.
