1. The Federal Government of Nigeria has received financing from the World Bank toward the cost of the Nigeria Digital Identification for Development Project and intends to apply part of the proceeds towards payments under the contracts for 1. Procurement and Deployment of Automated M&E Reporting Information system with Quality Assurance. 2. Design and Implementation of Key Life Cycle Management System for enrolment and billing services. These contracts will be jointly financed by World Bank, French Development Agency (AFD), and the European Investment Bank (EIB). Bidding process will be governed by the World Bank’s rules and procedures.

2. The project Implementation Unit of the Nigeria Digital Identification for Development Project, domiciled in the National Identity Management Commission now invites sealed bids from eligible bidders for the following two (2) contracts.

1NG-ID4D-PIU-77Procurement and Deployment of Automated M&E Reporting Management Information System with Quality AssuranceThe MIS/QA dashboard portal can be deployed on Linux or windows operating systems especially if the API for the portal is developed using NET 6 (core) or Java (spring boot). However, if the API is developed strictly using native. Net framework, windows operation system will be required.Front end should be developed using react JS and Angular 12 with  bootstrap (CSS/Java script) while the application programming Interface (API) middle ware can be developed using Java Spring boot or Net 6 since both are platform independent. Depending on the software design architecture & the suitable operating system based on the technology or language selected, a windows services or worker or daemon can be developed where necessary.
2NG-ID4D-PIU-81Design and  Implementation of Key Life Cycles Management System for enrolment and billing servicesThe key management system is expected to provide all the cryptographic operations, one trust store for all path validation in the National Identify Management System (NIMS). The billing system is a module that should allow for assured invoicing from Front End partner (FEPs) and payment to the FEPs.The metadata module and is expected to provide additional information on enrolment and other NIMS services data.

3. Bidding will be conducted through the National competitive Bidding procedures as specified in the World bank’s guideline: procurement of Good, Works and Non-consulting Services under IBRD Loans and IDA credits & grants by world bank borrowers (fourth edition, November 2020) (Procurement guidelines), and is open to all eligible bidders as defined in the procurement guidelines. In addition, please refer to paragraph 1.6 and 1.7 setting forth the World Bank’s policy in conflict of interest.

4. Interested eligible bidders may obtain further information from and inspect the bidding documents during office hours i.e. 0900 to 1700 hours at the address given below.

6. Bids must be delivered to the address below on or Friday 9th December, 2022 at 4:00pm (local time).

Electronic bidding will not be permitted. Late bids will be rejected. Bids will be publicly opened in the presence of the bidder’s designated representatives and anyone who choose to attend at the address below on Friday 9th December, 2022.

7. All bids must be accompanied by a bid security of N5 Million.
