TITLE: CONSULTANCY SERVICES TO PROVIDE QUALITATIVE DATA ANALYSIS TO SUPPORT DEPARTMENT OF HEALTH PLANNING, RESEARCH AND STATISTICS (DHPRS) OF THE FEDERAL MINISTRY OF HEALTH NPHCDA IN ITS ROLE IN THE PROVISION OF TECHNICAL AND PROGRAMMATIC SUPPORT.

Palladium invites applications from suitably qualified individual consultants to provide data analysis technical support to the Department of Health Planning, Research and Statistics (DHPRS) of the Federal Ministry of Health NPHCDA in its role in the provision of technical and programmatic support, PELTOM Global Services (PGS), an indigenous technical services organization was selected through a competitive bid, to work with other health sector stakeholders to lead the JAR and MTR across the country. The implementation of JAR and MTR requires extensive qualitative data collection, analyses and reporting. To do this, the position of a National Consultant-Qualitative Data Analyst was created to undertake the tasks outlined under “Scope of Work” and achieve the items outlined under the “Deliverables” sections below.

To close the funding gap for the JAR and MTR project, the DHPRS held several fund raising meetings with various health sector key stakeholders including

USAID who pledge its support through its Integrated Health Project (IHP). The DHPRS therefore is desirous of this support to be provided by the National consultant with support from IHP-Qualitative Data Analyst.

The integrated Health Program (IHP) is a USAID-funded five-year project with a mandate to improve health systems, improve access to and increase quality of primary health care in designated states (Sokoto, Bauchi, Kebbi, Ebonyi and the FCT). IHP is working with state governments to strengthen and advance operationalization of health finance reforms towards attainment of universal health coverage. IHP aims to improve the enabling environment for equitable and sustainable health services, supplies, and delivery systems, contribute to state-level reductions in child and maternal morbidity/mortality and to increase the capacity of health systems (public and private) to sustainably support quality PHC services.

The Scope of Work/Job Summary:
To support the successful implementation of the JAR/ MTR by:
(1) Providing expert guidance in relation to the design and operationalization of the qualitative data components of the JAR/MTR project.
(2) Provide guidance in determining the qualitative data analysis software and other tools for the JAR/MTR project.
(3) Support the JAR/MTR Tools capacity building interventions and facilitate qualitative data sessions within capacity building events.
(3) Handle the analysis of qualitative data from all 36+1 states, the federal and national, including and additional qualitative data as may be required in the successful implementation of the JAR/MTR project.
Deliverables
This is a results-focused consistency, Consultant is required to satisfactorily deliver on the following minimum deliverables within timelines determined by the JAR/MTR TSO.
(a) Design the JAR/MTR qualitative date analysts approach and submit same.
(b) Analyse qualitative data from all 36+1 states, the federal and the national; and submit analysis results disaggregated by state, federal and national.
(c) Submit to Peltom Global Services all input documents (qualitative data transcripts and audio files) and all outputs (e.g. analysis results) on the JAR/MTR project.
(d) Submit qualitative data analysis process report.

In this Request for Proposal, Palladium expects offerors to develop a custom solution and proposal to Palladium for consideration. Bidders are required to provide justification for the work proposed or methodology to be adopted. This will be a Best Value procurement.

Type of Contract
This is firm fixed price deliverable-based contract. The consultant is expected to satisfactorily accomplish the deliverables before he/she gets paid for that deliverable. The IHP Chief of Party reserves the right to confirm if a deliverable is delivered adequately or otherwise. No price change is expected after contract is signed. IHP will not pay for cost of any deliverable that is not complete, of quality or on time.
