RESEARCH ON THE MAPPING OF PARTIALLY HYDROGENATED OILS (PHOS) IN NIGERIA

RTSL and NHED is pleased to invite your research firm to submit a proposal for the Research on the mapping of Partially Hydrogenated Oils (PHOs) in Nigeria.
Background and Rational
Globally more than half a million deaths every year are estimated to be due to the consumption of trans fatty acids (TFA). TFA are unsaturated fatty acids, and the primary source of TFA comes from industrially-produced trans fat. Industrially-produced trans fat is created through a chemical process that adds hydrogen to vegetable oil, converting the liquid into a semi-solid resulting in partially hydrogenated oil (PHO). PHOs are attractive to the food industry because of its long shelf life, stability during deep-frying, and the ability to enhance the texture and taste of baked goods and sweets. PHOs arte commonly used to prepare fried foods, bakery products, and are a common ingredient in packaged snacks, shortening, and margarines.
The World Health Organization (WHO) has made global TFA elimination a priority, due to its harmful and unnecessary contribution to death and disease. In Nigeria, NHED is leading an advocacy campaign along with several other CSO and public sector partners to promote the early enactment of regulations for TFAs elimination from the food supply chain. Funded by RTSL, this study will contribute immensely towards the attainment of our advocacy goals in the country.
Scope of Work and Objectives
This study seeks to identify the sources of partially-hydrogenated oils in Nigeria, across a broad spectrum that includes all the major players in the country at the top tier/source of PHO manufacturing and importation, to help develop an appropriate regulatory pathway. Such mapping should include geographic distribution, quantities produced or imported, the distribution networks/channels and the ultimate end users targeted with these products. Please refer to PHO Market Mapping Appendices for further detailing on the key research questions and identification of potential industry players.
The proposal should also include the time required to complete the assignment along with the representation of key milestones.
Expected output
The provider is expected to submit, at the very minimum, the following output:
- Narrative report of market research results including, but not limited to the following data:
- Names, market share and distribution channels of producers, importers and/or distributors of PHO in Nigeria.
- Packaged and processed food products prepared or manufactured using ingredients with PHO.
- Profile of the oil industry market in Nigeria.
- Industries that will be affected by a ban in PHOs and /or TFA regulation mechanisms.
- Healthy alternatives to PHOs in Nigeria.
- Database of relevant reference materials.
- Documentation of methodology (photos, videos, and/or surveys).
Timeline and duration
The proposed study timeline will be from 1st January to 30 June, 2025, with the following milestones:
Draft RReport – 1st March, 2025
Final Report – 30th June, 2025
RFP Submission Requirements
- A technical proposal containing: approach and methodology, implementation plan and an updated CV of all key individuals who will engage in the assignment; organizational profile including any previous work on food industry market research. (20 pages max).
- Represent and warrant that the company is not representing or receiving any contribution or compensation, financial or otherwise, from individuals, companies, organizations, or other entities engaged with the tobacco industry, whether directly, and has not been so affiliated for the last three (3) years.
- Affirm that the company has the following corporate documents: business registration with CAC; and tax clearance certificate for 2023.
- Affirm that the company has audited accounts for the last 3 years.
- Provide three references from organizations where similar work has been carried out
Cost Proposal
The cost proposal should detail costs of human resources, travel, and administrative costs etc. it should be presented on unlocked Excel® spreadsheets to cover all anticipated activities. The cost proposal should also be submitted in a separate document from the Technical Proposal.
All hardcopy submissions should be made in a sealed envelope and addressed to the Admin and Logistics manager at the above address not later than 13th December 2024 with the title “PHO Mapping Study-Technical/Cost proposals”. These should also be accompanied with electronic copies of the same documents submitted to [email protected] and [email protected] Successful firms will be notified within 2 weeks following the close of this call.
