Our teams are committed to supporting civilians’ victims of marginalization and exclusion, or hit by natural disasters, wars and economic collapses, by answering their fundamental needs. Our aim is to provide emergency relief to uprooted people in order to help them recover their dignity and regain self-sufficiency. PUI has been implementing humanitarian activities in Nigeria since April 2016, supporting population with food security, nutrition, health and protection project in Maiduguri and Borno State.

Focus on Our Activities in Nigeria

  • In Nigeria since 2016, PUI has been responding to the needs of the crisis-affected population in Northeast (NE), Borno State (Maiduguri, Pulka, and Monguno Local Government Areas – LGAs–).
  • In 2023, it extended its humanitarian operations to the Northwest (NW), Katsina State-Mashi and Kurfi LGAs. Currently, PUI provides comprehensive, integrated health, nutrition, and protection services and mainstream mental health and psychosocial support services in its programming.
  • In Monguno LGA, PUI has been implementing Protection and Gender-Based Violence (GBV) prevention and response projects under BHA funding for the past five years.
  • These projects encompass a wide range of activities, including structured curriculum-based sessions, dignity kit distribution, psychosocial support, case management for GBV survivors, individual.

Bacground Information

  • As part of its Protection programming in Monguno, PUI has been implementing a range of Prevention to GBV activities, including two curricula targeting different profiles and with specific objectives as described below, aiming at promoting positive norms and women and girls’ roles and empowerment.
  • These approaches, implemented at the community level by facilitators and trained volunteers, are components of the multi-layer prevention strategy to prevent GBV in the concerned area.
  • Engaging Men Through Accountable Practice (EMAP, IRC) is a Gender-Based Violence (GBV)
  • prevention intervention designed to transform harmful gender norms and inequalities and promote positive behavioral changes among men.
  • The program aims to engage men as allies in the prevention of gender-based violence and the promotion of gender equality through accountable practices.
  • EMAP is committed to fostering environments where men and women can work together toward achieving gender equality and improved social outcomes.
  • My Girl Shine” is an innovative, girl-centered intervention tailored for adolescent girls in crisis-affected communities. This curriculum-based program focuses on building girls’ assets, promoting their agency, and reducing their vulnerability to gender-based violence.
  • Through a series of structured sessions conducted in Women and Girls Safe Spaces (WGSS), “My Girl Shine” aims to equip girls with essential life skills, knowledge about their rights, and strategies for personal safety.
  • The program emphasizes the importance of girl-led activities and peer support, fostering a sense of empowerment and community among participants.

Objective of the Consultancy

  • The primary objective of this consultancy is to conduct an impact assessment of the EMAP and Adolescent girls’ WGSS intervention, notably on perceptions of gender norms, prevalence of GBV, attitudes towards GBV, women and girls’ empowerment, and men’s roles in preventing GBV.
  • This involves evaluating the effectiveness of the programs, identifying successes and areas for improvement, and providing recommendations for enhancing the program’s impact on gender equality and reducing gender-based violence.

Assessment Objective
Overall Objective:

  • The overall objective of the assessment is to evaluate the impact of PUI’s GBV prevention.

Specific Objective:

  • To Lead and conduct a GBV Prevention Impact Assessment in Monguno. Specific areas of focus will  include but not be limited to the following:
    • Assess changes in knowledge, attitudes, and practices related to GBV among men and boys who participated in the EMAP program
    • Evaluate the impact of the “My Safety, My Wellbeing” and “My Girl Shine” programs on adolescent girls’ empowerment, safety, and well-being
    • Assess changes in community norms and attitudes towards GBV
    • Evaluate the effectiveness of the curriculum-based approaches in promoting behavior change
    • Identify any unintended consequences (positive or negative) of the GBV prevention activities
    • Assess the sustainability of the changes brought about by the interventions
    • Identify best practices, critical successes, challenges, and lessons learned from the implementation of these programs
    • Provide actionable recommendations for improving future GBV prevention programming in  similar contexts.

Responsibilities of the Consultant
The Consultant will be required to lead the following tasks in collaboration with the Coordination and project team:

  • Prepare and submit a proposal, including a work plan and methodology, for approval by PUI.
  • Conduct fieldwork to collect qualitative and quantitative data from relevant stakeholders, including program participants and community leaders, as well as the staff who implemented the programs
  • Analyze data and produce draft reports, presenting initial findings to PUI.
  • Recruit, train, and manage a data collection team in line with a gender-sensitive and inclusive approach
  • Prepare a final report, including background, methodology, results, limitations, conclusions, and recommendations, incorporating feedback from PUI staff and the protection sector into the draft report.

Deliverables
Assessment Protocol and Training Tools:

  • Submit a detailed Assessment protocol in MS Word, questionnaire, and presentation slides with the PUI and Protection Sector for validation.
  • Enumerators’ training package documents.

Preliminary Report and Data Set:

  • The consult should submit a preliminary report and presentation slides using the GBV Prevention Evaluation Framework as a guide, along with other relevant frameworks and critical resources
  • The consultant should submit all the data and analysis outputs (both raw and final) electronically to PUI in accordance with the confidentiality principle and data protection protocols. The survey data will be under PUI ownership, and the consultant should agree to sign the PUI data protection policy.

Final Evaluation Report:

  • Following the validation of the assessment by the PUI technical team and protection Sector, the consultant should submit the final report incorporating all inputs:
    • Executive summary of findings on the impact of the EMAP and Adolescent girls’ program on gender norms and behaviors.
    • Background
    • Objectives
    • Methodology
    • Results and Analysis of the effectiveness of these GBV prevention strategies and activities.
    • Critical successes, challenges, lessons learned, and conclusion
    • Recommendations and priorities
    • References
    • Acknowledgment
    • Appendices include plausibility reports, standardization tests, questionnaires, etc.
  • A draft of the report must be presented one week before the end of the consultant mission.
  • The report must be provided in 2 hard copies and one soft copy, sent by email to the ProtectionProgram manager, DHoM-P, and HQ Protection Referent on the date formerly agreed upon.
  • The Protection Program manager, DHoM-P, or HQ Protection Referent can request corrections or modifications within three months of the report’s release. The consultant must ensure that s/he is available if necessary.

Organisation of the Mission
Composition of Assessment Team

  • The Consultant will be under the overall supervision of the PUI Protection Program Manager. The consultant will lead the assessment and must meet the criteria specified in the ToR.
  • S/he is responsible for assessing their needs regarding human resources and logistics. PUI will
  • provide logistical and administrative support to the extent possible. In its different operational bases, PUI already has a pool of pre-identified enumerators that could be engaged to support the data collection.

Logistics, Security and Administrative Organisation:

  • The incumbent is expected to respect the mission’s socio-cultural and security context and act in a manner that does not affect PUI’s image in the country.
  • S/he needs to agree to, sign, and respect the PUI code of conduct and PUI Ethical pack: the PSEAH policy, the Child’s Rights Safeguarding policy, the Anti-Fraud and Corruption policy, and other related rules.
  • Any breach will be immediately reported and lead to the immediate end of the consultancy.

Budget

  • Meals and other incidentals will be the responsibility of the consultant.
  • The consultant will conduct their work using their computer.
  • Other miscellaneous costs directly related to the task, such as photocopying questionnaires, shall be covered by PUI. Any cost needs to have prior approval from PUI.
  • PUI will facilitate the movement of the consultant to and from the field in Maiduguri.
  • Consultant fee payment will be paid in three installments: the First installment of 30%, the Second installment of 40%, and the remaining 30% as the final installment. The first installment will be paid after the completion and validation of the assessment protocol, the second installment after the validation of the preliminary report and Data sets by the PUI and the Protection Sector, and the final installment will be paid after the final submission of the validated final report.
  • A financial offer should be submitted, including a budget with a detailed section (i.e., all costs related to the assessment, namely airline and other transportation expenses tickets, the cost offood and accommodation, logistics and human resources needed, enumerator cost, logistics as well as remuneration of expertise).
  • The consultant will be briefed on the PUI security rules and must respect them throughout the consultancy.

Required Qualifications, Skills and Experience

  • A minimum Postgraduate Degree in Social Work, Gender Studies, Statistics, or a related discipline with at least five years of working experience.
  • Advanced proficiency in using MS Office and statistics packages, i.e., EPI INFO, ENA for SMART 2020 version, and SPSS.
  • Minimum of four years of experience conducting impact assessments and evaluations, preferably in gender equality and gender-based violence prevention programs.
  • Proven experience with gender transformative programs and engaging men in gender equality initiatives.
  • Ability to work on own initiative and to meet deadlines.
  • Excellent organizational, supervisory, and communication skills.
  • Excellent analytical, report writing, and statistical skills.
  • Strong communication skills, effectively presenting information clearly and responding appropriately to questions from PUI staff and other relevant stakeholders.
  • Experience working in emergency contexts but having one from northern Nigeria is a plus.
  • Willingness to travel to Monguno.
  • Fluency in English
  • peaking Hausa is an asset.
