INVITATION FOR EXPRESSION OF INTEREST (EOI) FOR PROCUREMENT, CONSTRUCTION & COMMISSIONING OF FINIMA AIRSTRIP AMENITIES BUILDING (PACKAGE A) AND
BONNY ISLAND GOLF COURSE BUILDING & SUPPORTING FACILITIES (PACKAGE B)

INTRODUCTION
Nigeria LNG Limited (NLNG) Production plant located on Bonny Island, Rivers State, Nigeria, consists of six (6) natural gas liquefaction trains with a total capacity of twenty-two (22) million tons of liquefied Natural Gas (LNG) and five (5) million tons of Natural Gas Liquids (NGL) per annum. A seventh train is presently under construction. The production plant is operated by a dedicated team of operators, specialists and service providers who ensure continuous production round the clock.

NLNG hereby invites interested companies with the requisite experience detailed below to express their interest to participate in the tendering for this service.

SCOPE
(PACKAGE A)- PROCUREMENT, CONSTRUCTION AND COMMISSIONING OF FINIMA AIRSTRIP AMENITIES BUILDING
The scope of works for the procurement, construction & commissioning of the Finima Airstrip Amenities building shall include:
i. Construction of a standard amenities building, which is as thus: Male & female changing rooms, messing facility (mess hall), office, training and meeting rooms, male & female toilet(s), airstrip crew lounge, security room (for airstrip security and other security operatives), landscapers’ room, Janitorial, bicycle rack and storage room with appropriate facilities and equipment. Upon completion, the standard airstrip amenities building shall accommodate a minimum of 120 personnel
ii. Provision and installation of solar energy power in new amenities building as part of NLNG decarbonisation initiatives.
iii. Integrate the airstrip amenities building with the existing utility systems (power, portable water, sewage, fire water system, fire & gas, drainages, HVAC systems, road, etc.
iv. Install new CCTV and integrate it into the existing CCTV
v. Provision and installation of information management technology/systems
vi. The provision of the amenities building shall meet NCAA, ICAO and international standards
vii. Upgrade the existing utilities tie-in
viii. Site restoration and clean-up
ix. As-built drawings and documentation, including progress reports and pictures.

(PACKAGE B) – PROCUREMENT, CONSTRUCTION & COMMISSIONING OF BONNY ISLAND GOLF COURSE BUILDING AND SUPPORTING FACILITIES
The scope of works for the procurement, construction and commissioning of Bonny Island Golf Course Building and supporting facilities include:
i. Revalidation of geotechnical surveys, minor drafting/drawing works
ii. Revalidation of the Detailed Engineering Design package, drawings, and specifications
iii. Preliminaries and general site setting out
iv. Construction of new fit-for-purpose golf clubhouse – Complete with civil, electrical, F&G, it, telecom, mechanical and HVAC works as specified in the detailed engineering design
v. Provide associated infrastructure to support the efficient use and operation of the new clubhouse
vi. Hook up the new clubhouse to RA utilities network – Electrical, IT/Telecom, Potable water, Sewage & Fire water etc.
vii. Site restoration and clean-up
viii. As-built drawings and documentation, including rogress reports and pictures.

COMMENCEMENT AND DURATION
PACKAGE A – Contract Start date October 2025.

PACKAGE B – Contract Start date October 2025

PRE-QUALIFICATION
Only companies considered to meet NUNG’s pre-qualification requirements shall receive further correspondence from the Company, including receipt of invitations to tender for the Finima Airstrip Amenities building (Package A) and/or Bonny Island Golf course building and supporting facilities (Package B).
To qualify for consideration, interested companies are required to respond to this invitation with the following information/documents for consideration. Failure to submit any of the under-listed documents may lead to disqualification.
a. Confirmation of interest in participating in the pre- qualification exercise for the Finima Airstrip Amenities building (Package A) and/or Bonny Island Golf course building and supporting facilities (Package B)
b. Certificate of Incorporation and Corporate Affairs Commission documents (forms CO2 and CO7 or their replacements)
c. Current/Valid NMDPRA certificates to operate as a Procurement and Construction company and to do business in the Nigerian oil and gas industry
d. Vendor’s Health Safety & Environment Policy and Quality Management Policy
e. Company profile, organization, size, and structure, including any parent, technical partnership, alliance, or joint venture of companies to whom they belong, together with:
1. CV of the vendor’s management team
2. CV of key technical personnel within the organization available for the work

f) Detailed list of relevant experience with evidence to demonstrate capability and experience in undertaking/completing procurement and construction work packages with a focus on the oil and gas industry/Major civil/building construction works (including electrical, F&G, IT, telecom, mechanical & HVAC integrations) within the last 5 to 10 years. Kindly indicate names of clients, location, and cost or volume of services provided with evidence.

Compliance with Nigerian Content (NOGICD ACT 2010)
The Nigerian Oil and Gas Industry Content Development (NOGICD) Act 2010 supports and details expected Nigerian Content deliverables within contracts in the Nigerian Oil and Gas industry.
Interested Companies shall comply with the Provisions of the NOGICD Act that relate to the scope mentioned above for both packages A and B and, in particular, comply with the minimum Nigerian Content target for the scope which are covered in the Act.
Failure to comply with the Nigerian Content Act shall result in disqualification from this process.

GENERAL NIGERIAN CONTENT REQUIREMENT
Companies responding to this advertisement are required to submit the following in compliance with NOGICD ACT, 2010 for each Expression of Interest/Packages A and B.
a. Documentation to demonstrate that the entity is a Nigerian-registered company. Submission of certified true copies of CAC Forms 2A & 7A (or its equivalent), including company Memorandum and Article of Association. All companies shall be Nigerian Indigenous Service Companies having 51% and above Nigerian equity in the shareholding and ownership structure.
b. Evidence of registration on the Nigerian Content Development Monitoring Board (NCDMB) NOGIC Joint Qualification System (JQS).
c. Evidence of valid and appropriate Nigerian Content Equipment Certificate (NCEC) for relevant scope of service:

d. The processes and procedures that explain the methodology of how it intends to comply with the requirements of the NOGICD Act 2010 (Nigerian Content Plan) and how to achieve the set target(s) in the schedule of the NOGICD Act and any targets set by the Board
e. Details of the company’s corporate organization overall Human Resources structure (management, supervisors, senior and junior skilled officers, etc.), identifying positions manned/occupied by Nigerian nationals with evidence of the type of employment in- country and identifying the positions manned/occupied by other nationals
f. Proposed organogram for this work scope populated with nationality, qualifications of personnel and years of experience of personnel on the job (attach CV of key finance, operational and technical personnel) including a succession plan in this work scope
g. A detailed description of the location of facilities and infrastructure (assets, equipment, technical office, administrative space, storage, etc.) in Nigeria to support this contract, evidence that 50% of all equipment deployed to work by multinational and international companies are owned by the local subsidiaries
h. Demonstrate willingness to carry out Human Capital Development (HCD) in compliance with the Human Capacity Development guidelines of NCDMB
i. All bidders shall provide a valid and relevant category 1,2,3,4 or 5 NCEC for Construction and Moveable Equipment (EC) to support this contract.

C. This Expression of Interest is a simple invitation for interested vendors to express interest in providing the indicated services and does not warrant any further feedback from NLNG hereafter
