The Federal Government has received a credit from the World Bank’s International Development Association (IDA), for the implementation of the AGILE Project in selected Eighteen (18) States of the Federation. AGILE Project seeks to improve adolescent girls’ access to secondary education opportunities through a holistic and multi-sectoral approach to unlock binding demand and supply side constraints to girls’ empowerment in 18 states of Nigeria. The project will use secondary schools as a platform to empower girls through education, life skills, health education, GBV awareness and prevention negotiation skills, self-agency and digital literacy skills. It is a project that will work with the Federal Government and support the participating states to improve secondary education opportunities among girls, and to achieve its objectives through targeted assistance following key project principles.
To ensure the effective implementation and achievement of project goals, the Ekiti State Project Implementation Unit (SPIU) seeks the services of a qualified Monitoring and Evaluation (M&E) consultant/firm who will support Ekiti State in creating an enabling context for the Monitoring and Evaluation of the AGILE project and support routine monitoring activities to allow for periodic data collection, data management, reporting and learning on the AGILE Project.
The Consulting Services (“the Services”) includes;
- Design and develop monitoring framework and strategy for the AGILE project, including assessing existing capacities at state and LGA levels.
- Develop monitoring guidelines and organizational diagrams that reflect roles, responsibilities, and data flows to facilitate effective routine monitoring, with a minimum goal of ensuring an efficient monitoring of the PDO and intermediate indicators included in the Results Framework of the Project.
- Conduct practical workshops and capacity building sessions on monitoring methodologies, ICT tools, and data analysis, aiming at efficient monitoring planning and implementation. Provide continuous support to the government to scale up routine monitoring activities, including technical assistance and conducting data collection and other day-to-day monitoring activities.
- Monitor the progress of school renovation activities, including site visits, progress tracking. adherence to renovation schedules and quality standards, and coordination with relevant stakeholders.
- Assess the Implementation of renovation projects funded through small grants, large grants, and Massive including the scope of renovation, adherence to quality standards, and impact on learning environments.
- Evaluate the effectiveness of communication strategies targeted at parents and students. including awareness campaigns, community meetings, and information dissemination efforts.
- Monitor the delivery of digital and life skills sessions aimed at girls, including attendance rates, content delivery, and perceived impact on participants’ skills and confidence levels.
- Assess the implementation of second chance education programs for out-of-school children, including enrollment processes, curriculum delivery, and support services provided to learners.
- Evaluate the distribution and impact of targeted conditional cash transfers on girls’ school attendance, retention, and transition to higher levels of education. Assess the effectiveness of conditionalities and support mechanism in promoting educational outcomes.
The Services are expected to extend over a period of 24 months, involving approximately 5 key persons as required in the TOR.

The Ekiti State Adolescent Girls Initiative for Leaming and Empowerment (AGILE) now invite eligible consulting firms (Consultants”) to indicate their interest in providing the Services. Interested consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.
The shortlisting criteria are:
- Demonstrate verifiable expertise and experience in monitoring and evaluation of development projects. Experience in education projects would be an added advantage
- Demonstrate satisfactory competence in capacity building, leading local ownership, system strengthening towards improving project sustainability beyond approved funding cycle
- Demonstrate strong ICT4D competence for both routine and periodic monitoring and evaluation activities.
- Demonstrate familiarity with context and institutional arrangement in the basic and secondary education subsectors of Ekiti State.
- At least 5 years of relevant work experience in public or private knowledge in the design and implementation of M&E/MIS in development projects implemented by national/international/UN bodies/Government.
- Proven adequate experience/knowledge in advanced statistics and research methods for monitoring, including sampling techniques and the use of software for analysis.
- Excellent critical thinker, assessor and analyzer.
- Able to make strategic recommendations as part of the evaluation process.
- Excellent communication and team building skills, can establish and maintain strong working relationship inside and outside an organization.

- Evidence of registration with Corporate Affairs Commission (CAC);
- Evidence of Company’s current tax clearance certificate for the last three (3) years (2021. 2022 and 2023);
- Company audited account for the last three (3) years (2021, 2022 and 2023) duly stamped, iv. Well detailed company profile with managerial and technical structure, office address and functional contact details.
- For Joint ventures, Memorandum of Understanding must be attached.
Your attention is drawn to Section III, paragraphs, 3, 14, 3, 16, and 3. 17 of The World Bank’s “Procurement Regulations for IPF Borrowers” July 2016, Revised November 2017 and August 2018 (“Procurement Regulations”), setting forth The World Bank’s policy on conflict of interest. Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. Int the case of a joint venture, all the partners in the joint venture shall be joint venture shall be jointly and severally liable for the entire contract, if selected.
A Consultant shall be selected under the Consultant Qualification Selection Method (COS) as set out in World Bank’s “Procurement Regulations for IPF Borrowers” dated July 2016, Revised November 2017 and August 2018. Available on www.worldbank.org
