ACTION AGAINST HUNGER MISSION NIGERIA
CONSULTANCY FOR THE DEVELOPMENT OF AN INTEGRATED MANAGEMENT INFORMATION SYSTEM FOR JIGAWA STATE SOCIAL PROTECTION PROGRAMMES
Action Against Hunger (ACF) International, in partnership with Save the Children International, is currently implementing the Expanding Social Protection for Inclusive Development (ESPID) project, a multi-year project and funded by the UK government through the foreign and common wealth development office (FCDO). The project collaborates with the Government of Nigeria to expand and strengthen the country’s social protection systems.
The overall objective of the consultancy is to design and develop a user-friendly interactive, web-based integrated MIS for the Jigawa State Social Protection activities to provide a consolidated view of all social protection programmes in the states, allow collation of inputs from various programmes, produce standards reports, monitor indicators and results, as well as strengthen control and accountability.
Geographical scope covered by the analysis Jigawa state, North-West, Nigeria.
Profile of the Consultant (Qualification and Experience)
The consultant must have previous experience conducting external evaluations for conflict responses and substantial experience and knowledge of humanitarian responses and substantial experience and knowledge of humanitarian response mechanisms. Additionally, the following qualities are highly coveted:
- A university degree in public policy, economics, social policy, computer science, management information systems or related fields. Possession of an advanced university degree is an added advantage.
- Over 5 years of experience related to data systems
- Research experience on how delivery systems can facilitate responsiveness, efficiency and effectiveness
- Experience in the design, development of large scale management information systems, computer programming and integration of complex data management systems is an advantage
- Experience working with social protection programmes is an asset
- Strong skills in research, analysis, synthesis and report writing
- Facilitation skills and experience
- Excellent written and oral skills in English
- Ability to work effectively with people of different national, cultural and religious backgrounds.
- Demonstrated experience working closely with government partners and systems is required.

Proposal without request of the full ToR will not be accepted. The prospective consultancy is expected to submit a brief methodology with concept note while responding to this expression of interest (EOI).
NOTE: the sending of full TOR will commence from Monday 16th May 2024 until the deadline of the submissions to all expressions of interest from prospective consultants and submission of proposals will be on or before 30th May 2024 by 4pm, Nigerian time.
