DEEPWATER DRILLING CAMPAIGN- PROVISION OF MWD, LWD, GWD AND RSS SERVICES

1. INTRODUCTION
Star Deep Water Petroleum Limited (“SDWPL”), a Chevron company and operator of the Agbami field on behalf of its co-ventures (FAMFA Oil Limited, Prime 127 Nigeria Limited, Equinor Nigeria Energy Company Limited and Nigerian National Petroleum Company Limited (NNPCL)), invites interested and prequalified companies with relevant experience in the Provision of Wireline logging and slickline services.
The contract is proposed to span a period of two (2) years with a possible optional term of one (1) year duration.
2. SCOPE OF WORK
The scope of work (SOW) includes personnel, equipment, materials and deliverables for the provision of MWD, LWD, GWD, RSS services to support drilling & completion program in deep water Nigeria from a dynamically positioned Mobile offshore drilling unit(s) (MODU). As a minimum, the contractor will be responsible for the supply and provision of;
Directional Drilling Equipment and technologies;
• MWD/LWD Tools: High-quality tools for real-time downhole measurements of physical and geological formation properties;
• GWD systems: state –of-the-art gyroscopic tools to maintain the wellbore trajectory.
• RSS: Advanced rotary steerable systems to ensure precise wellbore placement.
• Geo-steering services: real-time monitoring and adjustment of drilling direction to optimize well placement in the target reservoir.
• BHA design software: use of latest software for designing BHAs that are optimized for deviated and horizontal drilling.
• Drilling Motors: High-performance drilling motors suitable for challenging deepwater environments.
• BHA accessories; Non-Mag Drill Collars, Filter subs, stabilizers, cross overs, bit subs etc, as needed for full BHA make-up.
SERVICES
• Directional Drilling planning; detailed planning services including trajectory design, anti-collision analysis, and BHA/Hydraulics optimization.
• Real time drilling optimization: continuous monitoring and adjustment of drilling parameters to optimize rate of penetration and tool performance.
• Well placement services: precise well placement using advanced LWD sensors and geo-steering techniques.
• Data analysis and interpretation: real-time data processing and interpretation services for informed decision-making. Stream real-time data to company as requested.
• Drilling automation-implementing drilling automation technologies where applicable to enhance drilling performance and safety
• End-of-well-reporting: comprehensive reporting on all aspects of the directional drilling operation upon completion.
Contractor must be licensed in Nigeria to import, transport and hold radioactive sources.
3. MANDATORY TENDER REQUIREMENTS:
A. To be eligible for this tender exercise, interested bidders are required to be pre-qualified and “live” in the 3.04.07 (MWD/LWD, GWD, RSS SERVICES) category of the Nipex Joint Qualification System (NJQS) database. All successfully pre- qualified and ‘live’ bidders in this category by the bid close date will receive Invitation to submit Technical and Commercial Tender (ITT).

C. 4. NIGERIAN CONTENT REQUIREMENTS
Star Deep Water petroleum Limited is committed to the development of the Nigerian Oil and gas Business in observance with the Nigerian Oil and Gas Industry content development Act 2010 (NOGICD ACT) enacted by the Federal Government of Nigeria in April 2010.
Pursuant to enactment of the NOGICD Act, the minimum Nigerian Content in any project, service or product specification to be executed in the Nigerian Oil and Gas Industry shall be consistent with the level set of the schedule of the Development and Monitoring Board (NCDMB).
Contractors shall comply with the provisions of the NOGICD Act and all applicable regulations. Bidders that do not meet the Nigerian Content Criterion will not be allowed to participate in the next tender stage.
The following are the Nigerian Content requirement bidders are expected to comply with in their technical bid submission.
A. Tenderer shall demonstrate that entity is a Nigerian-registered company with greater than 51% Nigerian shareholding. Submit certified true copies of CAC forms, 10, 02 & 07 (or its equivalent; CAC 2.3, 2.4, 2.5 etc). Tenderer shall provide evidence of registration with the NCDM NOGIC JQS and NUPRC.
B. Detailed description of the location of in-country committed facilities not limited to Administrative offices, technical office and workshop for execution of the work scope.
C. Provide a project specific organogram showing Names and nationalities of all key personnel that will execute the work scope for this service (not limited to Directional drilling Manager, Directional Dirller, MWD.LWD Engineer etc)
Tenderer shall note that “No expatriate shall be deployed in this project without obtaining expatriate quota from the Board consistent with sections 31 and 33 of NOGICD act 2010 an expatriate quota applications and approval”.
D. The tenderer shall provide evidence of category 1,2,3,4 or 5 under services and support group NCEC to demonstrate ownership of equipment (not limited to MWD/GWD/LWD drilling tools, rotary steerable drilling system, Mud Moto, Drilling system. BHA accessories etc) to execute the work scope.
E. Tenderer shall Comply with the latest approved version of NCDMB HCD guideline by committing (via a letter of undertaking) to providing project–specific training, man-hour, budget skill development and understudy plan for Nigerian personnel utilizing OGTAN registered trainer(s) or other approved NCDMB training institution(s).
5. CLOSE DATE:
Only bidders who are pre-qualified and ‘live’ with NJQS Product/Category 3.04.07 (MWD/LWD, GWD, RSS SERVICES) by 16:00 hours, May, 21, 2024 being the advert close date shall be invited to submit technical bid.
Additional Information:
1. Suppliers eligible for this tender opportunity are expected to be prequalified in NJQS under these product/service categories.
2. The Invitation to Tender (ITT) and any further progression of this tender shall be via Nipex.
3. All costs incurred in preparing and processing NJQS prequalification shall be solely for the interested bidders’ accounts.
4. This advertisement shall neither be construed as any form of commitment on the part of Star Deep Water Petroleum Limited to award any contract to any company and or associated companies, sub-contractors or agents, nor shall it entitle prequalified companies to make any claims whatsoever, and/or seek any indemnity from Star Deep Water Petroleum Limited and or any of its partners or affiliates by virtue of such companies having been prequalified in NJQS.
5. The tendering process shall be the NNPC contracting process requiring pre-qualified companies to submit technical tenders first. Following a technical review, only technically and financially qualified bidders will be requested to submit commercial tenders.
6. Star Deep Water Petroleum Limited will communicate only with authorized officers of the pre-qualifying companies and NOT through individuals or Agents.
