ADVERT FOR TENDER OPPORTUNITY HIRE OF 2000HP 10KSI LAND RIG
1. INTRODUCTION
ARADEL ENERGY LIMITED intends to hire a 2000HP 10KSI Land Drilling Rig for the drilling, completion and testing of Land Wells with an anticipated starting date from July 2024 for a one year firm period plus two-year optional extension.
Aradel Energy Limited. therefore uses this medium to inform suitable and reputable Companies having requisite experience, Drilling Rig available and resources for the execution of this scope to submit their proposals for consideration in the subject opportunity.
2. SCOPE OF WORK/SERVICE REQUIREMENT
The scope of work will comprise of Drilling, Completion, Testing, De-completion, Recompletion and Suspension of Wells in the Aradel Energy Limited concession areas (OML 53 & 54) on Land on a 24hours/7days basis.
The scope includes;
- Mobilization from point of Origin to first Well site.
- Demobilization of Rig from last operational location.
The requested Rig should be fully capable of working in Nigeria Land Operational condition, with minimum negative impact on the environment and strict compliance to Health and Safety of all concerned in the activities.
The Rig shall have a minimum mandatory requirement of the listed basic capability/equipment to qualify for consideration;
- Rig shall be mobilized in Q3 2024
- Rig Hoisting capacity: 1,000,000 pounds (450 metric tons).
- Drawwork Power: 2,000 horsepower.
- Top Drive Torque: 100,000 ft-lbs of torque.
- Mud Pumps: Multiple pumps with a combined capacity of 7,500 to 10,000 horsepower.
- Rotary Table Torque: 350,000 to 500,000 ft-lbs.
- Derrick Height: 180 feet tall.
- BOP System Pressure Rating: 10,000 psi.
- Power Generation: 4 diesel generators, totalling 3,000 to 5,000 kW.
- Pipe Handling Equipment: Automated systems capable of handling drill pipe lengths up to 45 feet.
- Safety Systems: Comprehensive fire and gas detection systems, with ESD systems and safety interlocks.
- Well Control Equipment: Choke manifold rated for 10,000 psi, with kill lines and diverter systems.
3. MANDATORY REQUIREMENTS
To be eligible for this tender exercise, interested contractors are required to be registered in the NUPRC and NCDMB databases.
Interested Contractors are required to send this information and the specifications of the Rig to [email protected] within two working days of this advert to receive an Invitation To Tender (ITT).
4. NIGERIAN CONTENT
Bidders are invited to express complete understanding, willingness and commitment to comply with the Nigerian Oil and Gas Industry Content Development (NOGICD) Act, 2010 and Insurance ACT 2003.
Consequently, Bidders submissions shall be evaluated strictly with the minimum evaluation criteria defined in the NOGICD Act.
Bidders shall:
- Take note that this contract shall be bided exclusively by only Nigerian indigenous service companies having verifiable Nigerian equity shareholding of 51% and above.
- Demonstrate that the entity is a Nigerian indigenous company. Provide details of its Ownership Structure. Submit certified true copies of CAC form (CAC2A and CAC7A) including Memorandum and Article of Association.
- Provide evidence of completed registration on NCDMB’s NOGIC JQS portal.
- A detailed description of the location of in-country committed facilities and infrastructure (assets, equipment, technical office, administrative space, storage, etc.) in Nigeria to support this contract.
- Demonstrate minimum of 50% Nigerian ownership of rig equipment planned to be engaged.
- Provide Memorandum of Agreement (MOA) with the Nigerian entity that will carry out minor/major maintenance for the duration of the contract.
- In line with the relevant provisions of the NOGICD Act, 2010 and the NCDMB approved rig utilization strategy, the Bidder shall demonstrate substantial evidence of utilization and Nigerian ownership of Land Rig or Nigerian-equity acquisition within the nominated LAND RIG or any other drilling rigs (land/swamp, etc.) (or providing MOA for a rig owned by a Nigerian 3rd party). Bidders shall provide NCDMB Rig Certification to support equity/ownership of rig should submit same as supporting evidence.
- Bidders to provide a detailed manning organogram for the nominated rigs showing 70% by man-hours of the personnel positions and manning level onboard the nominated rigs to be occupied by Nigerian national employees.
- Provide evidence of what percentage of its key management positions are held by Nigerians and what percentage of the total work force are Nigerians and show overall percentage of work to be performed by Nigerian resources relative to total work volume.
- All sub-contractors to the Drilling Rig Contractor must have valid Category “SS” NCEC for Drilling Services & valid Category “DA” NCEC for other support services such as Catering, Housekeeping etc.
- Evidence of 1% NCDF payments (inclusive of subcontracts) for all past project executed by the Bidders (and Rig owner) in the Nigerian oil and gas industry.
- Submit a detailed training plan which shall provide sustainable training and development (including certifications as applicable) for Nigerians in line with the Human Capacity Development Initiative Guideline of the Nigerian Content Development and Monitoring Board (NCDMB). The training plan will include contract-specific training and estimated man-hours. Tenderer is required to submit MOA with Oil and Gas Trainers Association of Nigeria (OGTAN) trainers to support their training plan, which shall be 15% of the project Man-hours of 3% of the total contract sum.
NOTE: Non-compliance with Nigerian content requirements and failure to have a Rig available by the planned start date are FATAL FLAWS
CLOSING DATE
The Bids shall be submitted on the Aradel Energy Ltd. portal at www.aradel.com/sharepoint on or before Friday, the 10th of May 2024 being the bid closing date.
