PROVISION OF ELECTRIC SUBMERSIBLE PUMP AND RELATED SERVICES

1. INTRODUCTION
Chevron Nigeria Limited (CNL) invites interested and prequalified companies for this tender opportunity for Provision of Electric Submersible Pump and Related Services to support 2024 – 2027 JV Drilling and Completion Operations.

The contract is proposed to span two (2) years with a possible optional term of one (1) year.

2. SCOPE OF WORK
Interested Applicants must be able to provide the following as required for Electric Submersible Pump services:
• All necessary connections for the ESP, Step-Down Transformers, VSD, Step-Up Transformer, all on-skid cabling, Skid Junction box, Wellhead Junction Box and cable between wellhead junction box and the pump.
• Provision of Field Service Representatives (FSR) and engineers for specified work scopes and ESP services as directed by Company representative.
• Provision of full servicing of ESP parts to OEM specification.
• Provision of technical training on ESPs to Company assigned personnel.
• Provision of equipment/materials and consumables to pull and install ESPs in source water wells.
• Conduct ESP equipment failure analysis as required.
• Perform rig/rig-less ESP intervention activities or as otherwise directed.
• Advise accordingly to ensure that ESP equipment selection and sizing will meet the company’s design specifications and production demands.
• Provide acceptable work procedure prior to ESP intervention activities.
• Ensure that start-up and commissioning of company ESPs are conducted per acceptable industry standards.
• Provision of personnel with requisite technical knowledge to perform
• ESP intervention activities safely and professionally.
• Provision of end of well reports, installation reports and other requisite drawings after completion of ESP intervention activities.

3. MANDATORY TENDR REQUIRMENTS
A. To be eligible for this tender exercise, interested bidders are required to be pre-qualified and ‘live’ in 1.04.01 (Pumps (Centrifugal, Reciprocating and Rotary) category in NipeX Joint Qualification System (NJQS) database. All successfully pre-qualified suppliers in s category by the advert close date will receive an invitation to Technical Tender (ITT).

C. If you are not listed in the product/service category you are registered with NUPRC to do business, contact NipeX office at 8-10, Bayo Kuku Road, Ikoyi Lagos with your NUPRC certificate (formerly called DPR Certificate) as evidence for verification and necessary update

E. To be eligible, all tenders must comply with the Nigerian Content Requirements in the NipeX system.

4. NIGERIAN CONTENT
Chevron Nigeria Limited is committed to the development of the Nigerian oil and Gas business in observance with the Nigerian Oil and Gas Industry Content Development Act 2010 (NOGICD Act) enacted by the Federal Government of Nigeria in April 2010.
Pursuant to the enactment of the NOGICD Act, the minimum Nigerian Content in any project, service or product specification to be executed in the Nigerian Oil and Gas Industry shall be consistent with the level set in the Nigerian oil and Gas industry shall be consistent with the level set in the schedule of the Act and any other target as may be directed by the Nigerian Content Development and Monitoring Board (NCDMB).
Contractors shall comply with the provisions of the NOGICD Act and all applicable regulations. Bidders that do not meet the Nigerian content criterion will not be allowed to participate in next tender stage.
The following are the Nigerian Content requirements bidders are expected to comply with in their technical bid submission.
• Tenderer shall demonstrate that entity is a Nigerian indigenous company with greater than or equal to 51% Nigerian Shareholding. Submit certified true copies of CAC forms 10, 02 & 07 (or its equivalent’ CAC 2.3, 2.4, 2.5 etc)
• Provide evidence of what percentage of your key management positions is held by Nigerians and what percentage of the total work force are Nigerians.
• Detailed description of the location of in-country committed facilities & infrastructure (Administrative/Technical offices, in country workshop facility) in Nigeria to support this contract.
• Tenderer shall comply with the latest approved version of NCDM HCD guideline by committing (via a letter of undertaking) to providing project-specific training, man-hour, budget, skill development and understudy plan for Nigerian personnel utilizing OGTAN registered trainer(s) or other approved NCDMB training institutions.
• Provide evidence category 1,2,3,4 or 5 services & support group (SS) NCEC (Nigerian Content Equipment Certificate) demonstrating ownership of in-country equipment for electric submersible pump services.
Non-compliance with Nigerian Content requirements is a fatal flaw.

5. CLOSE DATE
Only tenderers who are prequalified and ‘live’ with NJQS product/category 1.04.01 (Pumps Centrifugal, Reciprocating and Rotary) by 16:00 Hours, April 19, 2024 being the advert close date shall be invited to submit technical bid.

6. ADDITIONAL INFORMATION
1. Supplier eligible for this tender opportunity are expected to be prequalified and “LIVE” in NJQS under this product/service category specified above.
2. The Invitation to Tender (ITT) and any further progression of this tender shall be via NipeX.
3. All cost incurred in preparing and processing NJQS prequalification shall be to the contractor’s accounts.
4. This advertisement shall neither be construed as any form of commitment on the part of Chevron Nigeria Limited to award any contract to any company and or associated companies, sub-contractors or agents, nor shall it entitle prequalified companies to make any claims whatsoever, and/or seek any indemnity from Chevron Nigeria Limited and or any of its partners by virtue of such companies having been prequalified in NJQS.
5. The tendering process shall be the NNPC contracting process requiring pre-qualified companies to submit both technical and commercial tenders.
6. Chevron Nigeria Limited will communicate only with authorized officers of the pre-qualifying companies and NOT through individual or agents.
