DEEP WATER DRILLING CAMPAIGN – PROVISION OF OIL COUNTRY TUBULAR GOODS (OCTG)

1. INTRODUCTION

Star Deep Water Petroleum Limited (SDWPL), a chevron company and operator of the Agbami field on behalf of its co-ventures (FAMFA Oil Limited, Prime 127 Nigeria Limited, Equinor Nigeria Energy Company Limited and Nigerian National Petroleum Company Limited (NNPCL), invites interested and prequalified companies with relevant experience in the provision of Subsea Wellhead Equipment and Services.

The contract is proposed to span a period of three (3) years with a possible optional term of one (1) year duration.

2. SCOPE OF WORK

Contractor shall supply and service Oil country Tubular Goods in Support of SDWPL’s deep water drilling and completion operation including the following:

The scope of work for the service includes but not limited to the following;

• Manufacture and delivery of casing, tubing, pups, cross overs, and related equipment with premium threads

• Associated services with each OCTG String to include; Cutting, welding, threading of pipes, cross overs, pups, inspection, thread repairs and bucking up accessories.

• Capacity to carry out threaded inspection services in Star Deep Logistics base.

• Provision of support services towards making up of assemblies onshore.

• Supply of qualified and experienced Thread reps to supervise the thread make up and running during operations.

• Handling and storage capability of procured goods.

• Maintenance of a detailed inventory of company equipment stored within contractor’s base

• Bidders shall provide a detailed schedule plan from manufacture to delivery at contractor’s base.

• Contractor will supply quality plan outlining procedures to ensure that company receives equipment that has been properly prepared for utilization. Dedicated QA personnel will be supplied by contractor to ensure rigorous adherence to contractor’s quality plan. Quality plan will define shop equipment required to makeup and test completion equipment prior to shipment offshore.

3. MANDATORY TENDER REQUIREMENTS:

A. To be eligible for this tender exercise, interested bidders are required to be pre – qualified and ‘live’ 1.01.04 (Casing, Tubing, Liner, Connectors and Accessories OCTG) category of the Nipex Joint Qualification System (NJQS) database. All successfully pre-qualified and ‘live’ bidders in this category by the bid close date will receive invitation to submit Technical and commercials tender (ITT).

E. To be eligible, all tender must comply with Nigerian Content requirements in the NipeX system.

4. NIGERIAN CONTENT REQUIREMENTS

Star Deep Water petroleum Limited is committed to the development of the Nigerian Oil and gas Business in observance with the Nigerian Oil and Gas Industry content development Act 2010 (NOGICD ACT) enacted by the Federal Government of Nigeria in April 2010.

Pursuant to enactment of the NOGICD Act, the minimum Nigerian Content in any project, service or product specification to be executed in the Nigerian Oil and Gas Industry shall be consistent with the level set of the schedule of the Development and Monitoring Board (NCDMB).

Contractors shall comply with the provisions of the NOGICD Act and all applicable regulations. Bidders that do not meet the Nigerian Content Criterion will not be allowed to participate in the next tender stage. The following are the Nigerian Content requirement bidders are expected to comply with in their technical bid submission.

A. Demonstrate that entity is a Nigerian registered company. Tenderer shall provide evidence of company ownership structure form CO2 and CO7, registration on NOGIC JS and NUPRC certificate.

B. Detailed description of the location of in-country committed facilities & infrastructure (Administrative/Technical offices) in Nigeria to support this contract.

C. Provide a Nigerian Content Execution Plan providing a detailed description of the role, work scope, man-hours and responsibilities of all Nigerian companies and personnel that would be involved in executing the work. Also provide details of Nigeria Content focal point or manager.

D. The tenderer shall provide evidence of category 1,2,3,4 or Fabrication and Construction (FC) group – FC threading facility NCEC to demonstrate capacity, capability and ownership of equipment to execute the work scope.

E. Tenderer shall Comply with the latest approved version of NCDMB HCD guideline by committing (via a letter of undertaking) to providing project–specific training, man-hour, budget skill development and understudy plan for Nigerian personnel utilizing OGTAN registered trainer(s) or other approved NCDMB training institution(s).

F. Contractors shall execute the contract via the following guidelines.

• All lines pipes shall be procured as bare pipes and bided exclusively in line with the NCDMB guideline of procurement of bare line pipes.

• All line pipe coatings (thermal + anti-corrosion) shall be performed in Nigeria from functional line pipe coating yards.

• All line pipe appurtenances including but not limited to valves, pipe fittings, flanges, pumps, gasket including bolts and nuts, shall be procured through vendors with in-country functional manufacturing and assembly facilities having valid category manufacturing and related services (MS) NCEC for the product category.

• All LV and HV cables, paints and protective coating, sacrificial anodes, blasting abrasive grit etc. shall be procured through vendors with in-country functional manufacturing and assembly facilities having valid NCEC for the product category and in conformity with NCDMB public notices on procurement or any other publications as amended.

• All OEM and vendor related equipment shall be procured through Nigerian vendors with valid category of NCEC issued by NCDMB and a valid NUPRC permit for the product/service category.

• Contractors shall submit to NCDMB valid category MS NCEC and obtain NCDMB approval for all the nominated vendors prior to issuing RFQ to the vendors.

5. CLOSE DATE:

Only bidders who are pre-qualified and ‘live’ with NJQS product/category in 1.01.04 (Casing, Tubing, Liner, Connectors and Accessories OCTG) by 16:00 hours, 2nd April, 2024 being the advert close date shall be invited to submit technical and commercial bid.

ADDITIONAL INFORMATION:

1. Suppliers eligible for this tender opportunity are expected to be prequalified in NJQS under these product/service categories.

2. The Invitation to Tender (ITT) and any further progression of this tender shall be via Nipex.

3. All costs incurred in preparing and processing NJQS prequalification shall be solely for the interested bidders’ accounts.

4. This advertisement shall neither be construed as any form of commitment on the part of Star Deep Water Petroleum Limited to award any contract to any company and or associated companies, sub-contractors or agents, nor shall it entitle prequalified companies to make any claims whatsoever, and/or seek any indemnity from Star Deep Water Petroleum Limited and or any of its partners or affiliates by virtue of such companies having been prequalified in NJQS.

5. The tendering process shall be the NNPC contracting process requiring pre-qualified companies to submit technical tenders first. Following a technical review, only technically and financially qualified bidders will be requested to submit commercial tenders.

6. Star Deep Water Petroleum Limited will communicate only with authorized officers of the pre-qualifying companies and NOT through individuals or Agents.
