1. INTRODUCTION

Total Energies Upstream Nigeria Limited (TUPNI) on behalf of TotalEnergies Upstream Companies in Nigeria (TUCN); invites interested and reputable indigenous suppliers with suitable personnel and relevant experience to tender for painting campaign on Deep Water (DW) and Joint Venture(JV) Assets.

2. BRIEF DESCRIPTION OF WORK SCOPE AND SPECIFICATIONS

The scope of this work and services shall cover all works and services necessary and incidental to perform painting campaign interventions. Successful suppliers shall provide supervision, consumable, material, equipment, competent and experienced personnel to combat corrosion in several areas across Deep Water (DW) and Joint Venture (JV) assets which shall include but not limited to substrate preparation and application of specified painting systems.

3. MANDATORY REQUIREMENTS

a. To be eligible for this tender exercise, interested suppliers are required to be pre-qualified in the 3.07.03 Surface Treatment Inspection Services category of the Nipex Joint Qualification (NJQS) Database.

b. To determine if you are pre-qualified and view product/service category you are listed for, open http://nipexmain.nipex-ng.com/nipexsite/ and access NJQS with your login details, then follow the instructions onwards.

c. If you are not listed in the product/service category and you are registered with the Nigerian Upstream Petroleum Regulatory Commission (NUPRC) to carry out business in the Nigerian Oil & gas Industry, contact the Nipex Administration office at 8 Bayo Kuku Road, Ikoyi, Lagos with NUPRC certificate as evidence for necessary update.

d. To initiate the JQS prequalification process, access http://nipexmain.nipex-ng.com/nipexsite/ to download the application form, make necessary payments and contact NipeX office for further action.

e. To be eligible, all tenders must comply with the Nigerian Content requirements in the NipeX system.

4. NIGERIAN CONTENT REQUIREMENTS s

Tenderers are to note that they will be requested during the technical tender to give full details of their relevant strategy to ensure that they fully comply with the Nigerian Oil and Gas Industry Content Act 2010. Non Compliance shall result in disqualification from tendering for this opportunity. In line with the above, tenderers will be required to ensure that information on the following is included in their technical submission, to show their level of compliance with the provisions of the NOGICD 2010.

i. Demonstrate that entity is a Nigerian registered company. Submit certified true copies of CAC forms 10, 02 & 07 or its equivalent; CAC 2.3, 2.4, 2.5 etc) including company memorandum & article of association and/or evidence of entity’s incorporation, shareholding & ownership structure in Nigeria.

ii. Tenderer shall provides Cat. 1,2,3,4 or 5 under construction and moveable equipment NCEC demonstrating ownership or painting and blasting equipment (not limited to Air Compressors, Airless spraying machines, air distributor tanks, high pressure washing machines) in executing the work scope.

iii. Provide evidence of what percentage of your key management positions is held by Nigerians and what percentage of the total work force are Nigerians. Also, show overall percentage of work to be performed in Nigerians and those by Nigerian resources relative to total work volume.

iv. Tenderer shall comply with the latest approved version of NCDM HCD guideline by committing (via a letter of undertaking) to providing project-specific training, man-hour, budget, skill development and understudy plan for Nigerian personnel utilizing OGTAN registered trainer(s) or other approved NCDMB training institutions.

v. Tenderer shall provide location of in-country blending facility for the execution of the work scope. Note that non-compliance with Nigerian Content Act shall result in disqualification from bidding on this project.

5. CLOSING DATE

Only tenderers who are registered in NJQS Product/category (3.07.03 Surface Treatment Inspection Services) as at 16:00hrs on the advert close date 18th March, 2024, shall be invited to submit technical tenders on Nipex.

6. ADDITIONAL INFORMATION

a. Full tendering procedure will be provided only to Tenderers that have been successfully pre-qualified in NJQS.

b. This advertisement shall neither be construed as any form of commitment on the part of TUPNI to award any contract to any company and/or associated pre-qualified companies to make any claims whatsoever, and/or seek any Indemnity from TUPNI and/or companies, sub-contractors or agents, nor shall it entitle any of its partners by virtue of such companies having been pre-qualified in NJQS.

c. NNPC/TUPNI reserves the right to reject any and/or all prequalified suppliers at its sole discretion and at no cost whatsoever.

d. All costs incurred in registering and prequalifying for this and other services products/services categories in NJQS shall be borne solely by the tenderers.

e. Tenderers that are pre-qualified for this product/service category in NJQS must ensure that the name and contact details (physical address, email address and telephone numbers) of their company and authorized/responsible personnel is up to date in their company profile in the NJQS database.

f. TUPNI shall communicate only with the authorized/responsible personnel or prequalified companies and not through unauthorized individuals or agents.
