TENDER OPPORTUNITY
PROVISION OF HVAC MAINTENANCE AND OPERATION SERVICES
1. INTRODUCTION
Chevron Nigeria, Operator of NNPCL/CNL Joint Venture, invites interested and prequalified companies for this tender opportunity for the provision of HVAC Maintenance and operation services to support CNL’s oil and gas production activities at its Escravos, Offshore, Terminal, Onshore and Swamp locations, and other CNL locations including its operational support and logistics bases in Lagos, Warri and Port Harcourt as required.
The Contract is proposed to span a period of two (2) years with a possible optional term of One (1) year duration.
2. SCOPE OF WORK
Provision of all services, including supply of all skilled, qualified and certified personnel, supervision and provision of testing devices, equipment, tools, and other items necessary for the maintenance (predictive, preventive and corrective) and operation of HVAC system(s). The services will also include engineering, project management, equipment specification, procurement, commissioning, and operation for major and minor turnarounds. Services shall be performed 24 hours a day, 7 days per week on a call-out basis to support CNL’s oil and gas production activities.
The services will specifically cover all aspects of repair and maintenance of HVAC systems including;
• Routine preventive, corrective and predictive maintenance of all HVAC systems as directed by CNL or based on the original equipment manufacturer (OEM) recommendations. The HVAC systems include window units, split units, central unit packages and various types of HVAC chiller packages with simple and complex control systems used in process plants and infrastructures including interfaces with process control systems and Alarming systems.
• Troubleshooting and repair of HVAC systems and ancillary components including the electrical, instrumentation, controls and mechanical components of the HVAC system and packages.
• Provision of HVAC duct and piping insulation and re-insulation (various types and sizes) and HVAC ducting, re-ducting and piping (various types and sizes). This includes removal of the existing insulation and ducting in the case of re-insulation and re-ducting.
• Engagements with the OEM to develop equipment and parts specifications and job procedures, and to repair, commission and start up the equipment.
• Operational procedure and specification development in accordance with industry recommended standards e.g ASHARE and OEM recommendation.
• Provision of tools and equipment including specialist tools and diagnostic equipment. This includes transportation of the tools and equipment to CNL’s locations.
• All manpower, management, supervision, and resources necessary to perform the services listed above.
• Consumables, if required, which shall include but not be limited to:
a. Air Filters of required sizes.
b. Refrigerant gas of required specification
c. Oil of specified type recommended by manufacture.
d. Operational spare parts (other than those indicated by CNL).
• Routine operational and major and minor turnarounds.
3. MANDATORY TENDER REQUIRMENTS
A. To be eligible for this tender exercise, interested bidders are required to be prequalified and ‘live’ in all four (4) listed categories 1.12.01-HVAC and refrigeration system, 1.12.02- HVAC equipment and accessories, 3.05.03- Ventilation/Heating (HVAC, Refrigeration), 3.01.03 (process/Utilities/Piping/HVAC services) in Nipex Joint Qualifications System (NJQS) database. All successfully pre-qualified and “live” bidders in this category by the bid close date of this advert will receive the Invitation to Tender (ITT).

4. NIGERIAN CONTENT REQUIREMENTS
Chevron Nigeria Limited is committed to the development of the Nigerian Oil and Gas business in observance with the Nigerian Oil and Gas Industry Content Development Act 2010 (NOGICD Act) enacted by the Federal Government of Nigeria in April 2010. Pursuant to enactment of the NOGICD Act, the minimum Nigerian Content in any project, service or product specification to be executed in the Nigerian Oil and Gas Industry shall be consistent with the level set of the schedule of the Development and Monitoring Board (NCDMB).
Contractors shall comply with the provisions of the NOGICD Act and all applicable regulations. Bidders that do not meet the Nigerian Content Criterion will not be allowed to participate in the next tender stage.
The following are the Nigerian content requirements bidders are expected to comply with in their technical bid submission.
1. Demonstrate that entity is a Nigerian registered company with greater than or equal to 51% Nigerian Shareholding. Submit certified true copies of CAC forms 10, 02 & 07 (or its equivalent CAC2.3, 2.4, 2.5 etc) and other evidence of entity’s incorporation, shareholding & ownership structure in Nigeria. Tenderer shall provide evidence of registration on the NCDMB NOGIC JQS.
2. Tenderer shall provide detailed description of the location of in-country committed facilities not limited to technical and administrative office.
3. Provide evidence of what percentage of your key management positions is held by Nigerians and what percentage of the total work force are Nigerians. Also, show overall percentage of work to be performed in Nigeria and those by Nigerian resources relative to total work volume.
4. Tenderer shall comply with the latest approved version of NCDMB HCD guideline by committing (via a letter of undertaking) to providing Project-Specific training, man- hour, budget, skill development and understudy plan for Nigerian personnel utilizing OGTAN registered trainer(s) or other approved NCDMB training institution(s).
5. Bidders shall provide evidence of category 1 or 2 quality, control & quality inspection and testing (QS) group NCEC demonstrating ownership of the equipment to be utilized in the execution of the work scope.
5. CLOSE DATE
Only bidders who are registered with NJQS in all four (4) listed categories 1.12.01-HVAC and refrigeration system, 1.12.02- HVAC equipment and accessories, 3.05.03- Ventilation/Heating (HVAC, Refrigeration), 3.01.03 (process/Utilities/Piping/HVAC services) by 16:00 hours, 13th March, 2024 being the advert close date shall be invited to submit a technical bid.
6. ADDITIONAL INFORMATION
1. Suppliers eligible for this tender opportunity are expected to be prequalified in NJQS under this product/service category.
2. The Invitation to Tender (ITT) and any further progression of this tender shall be via NipeX.
3. All cost incurred in preparing and processing NJQS prequalification shall be to the contractor’s accounts.
4. This advertisement shall neither be construed as any form of commitment on the part of Chevron Nigeria Limited to award any contract to any company and or associated companies, sub-contractors or agents, nor shall it entitle prequalified companies to make any claims whatsoever, and/or seek any indemnity from Chevron Nigeria Limited and or any of its partners by virtue of such companies having been prequalified in NJQS.
5. The tendering process shall be the NNPC contracting process requiring pre-qualified companies to submit both technical and commercial tenders. Following the technical evaluation of bidders’ submission, only the commercial submission of the technically and financially qualified contractors will be accessed.
6. Chevron Nigeria Limited will communicate only with authorized officers of the pre-qualifying companies and NOT through individual or agents.
