 Developing-8 Health and Social Protection Programme (D-8 HSP) is a multilateral and Multinational Platform for accelerating the attainments of SDG 1, 2, 3 and Universal Health Coverage in member countries. In achieving this, the D-8 HSP has developed a groundbreaking solution using Islamic Philanthropic tools. This Initiative, the Umma Zakat Foundation (UZF), promotes equitable wealth distribution across religious lines, complementing government efforts.

We wish to prequalify competent software developments companies (SDC’s) to submit a proposal to develop and deliver a digital platform that will automate the Zakat collection, governance and distribution process.

RFP REQUIREMENTS

A complete proposal package of this RFP must contain the following:

All SDCs must provide the following information for their proposal to be considered;

  1. A brief outline of the SDCs company and services offered, including
  2. Full legal name of the company
  3. Year business was established.
  4. Number of people currently employed
  5. Evidence of good financial standing.
  6. An outline of the product line-up it currently supports.
  7. A description of geographic reach and market penetration.
  8. An outline of partnerships and relationships to date.
  9. An outline of current and future strategies in the marketplaces.
  10. Information on current clients, including
  11. Total number of current clients.
  12. A list of clients with similar needs using the same software.
  13. Evidence of successful completion of a project of a similar size and complexity.

4Progress Survey   Allow collectors to update progress and for the platform to periodically track progress through automated surveys.The platforms incorporates the administrators for verification 
Distribution Engine Automated matching and distribution engine that distributes. Available Zakat funds to the collectors using heuristics (proximity, type of need, queuing etc)

ELIGIBILITY OF SOFTWARE DEVELOPMENT COMPANIES

  1. List of similar projects completed and in use.
  2. Demonstrated understanding of the requirement by comprehensively describing their approach to deliver.
  3. Listing the qualified resources, they would use to deliver the project.
  4. Demonstrating ability to provide ongoing support.

SUBMISSION OF APPLICATIONS

  1. Proposals should be submitted as a pdf file and should not exceed 10MB (total attachment per email).
  2. The company’s profile and evidence of capacity to be able to handle the project.
  3. Financial proposal should be submitted in Nigeria Naira.

The deadline for submission of proposals is October 16, 2023 at 12:00 noon Abuja time.

NB: Proposals submitted after this time and date will not be accepted.
