INVITATION FOR BIDS

The Korea International Cooperation Agency (KOICA) is the Republic of Korea (ROK) government agency responsible for implementing ROK’s grants aid and technical cooperation programmes in partners countries. Established in 1991, KOICA is contributing to the common prosperity and promotion of world peace through inclusive, mutual development cooperation that leaves no one behind.
KOICA office in Nigeria now invites interested Bidders to submit “Bid” for the supply and delivery of Andriod Enrollment Device Pre-installed with NIMC Andriod Enrollment Software with fingerprint and printer system.
Duration: 6 weeks upon signing the contract
Location: National Identify Management Commission Corporate offices across 43 locations in Nigeria.

Scope of work: Supply, delivery, Maintenance and Training of Andriod Enrollment Device Pre-Installed with Andriod Enrollment Software approved by NIMC and fingerprint scanner, printer and OTG adapter (refer to section III. Technical specifications) to 43 locations across Nigeria.

Purchase: Bidder are encouraged to do local purchase in principle. Otherwise, all the customs clearance and import duty are at Bidder’s risk and expenses.
Bid Validity: 50 Calendar days after submission of Bid. Bid shall be accompanied by a bid security equivalent to 2% of the bidders total bid price in the form of bank guarantee from a reputable commercial bank in Nigeria, as specified by KOICA.
Items of delivery: 222 pieces of Andriod Enrollment Device Pre-Installed with NIMC Andriod Enrollment Software.
Budget: $403,140.17 (VAT exempted, procurement falls under zero-rated goods as a donor funded procurement in line with VAT modification order 2021)
Warranty Period: 1 year

Condition of payment:
a. Payment will be made in USD to the supplier’s name after the completion of inspection, testing and confirmation by NIMC and KOICA.
b. After signing of contract, performance security (10% of the total contract) shall be submitted by the supplier within 5 days in form of Bank guarantee from a reputable commercial bank in Nigeria.
c. Advance payment of 15% shall be provided by KOICA, if the supplier request and provides equivalent advance payment security in form of bank guarantee from a reputable commercial bank in Nigeria.
d. Balance payment of 85% shall be made by KOICA to the supplier after receiving maintenance security (3% of the total contract) in form of Bank guarantee from a reputable commercial bank in Nigeria, and after registration of the final report of the commercial bank in Nigeria, and after registration of the final report of the completion of inspection by NIMC and KOICA (within 1 month).
e. If the supplier does not receive any advance payment, 100% of the payment will be made within 1 month after registration of final inspection report, and submission of the Maintenance Security.

Securities
a. KOICA shall only accept security in forms of Bank guarantee from a reputable commercial bank in Nigeria.
b. Bid security: 2% of the bidding price (mandatory)
c. Advance security: Amount of the advance payment, if required
d. Performance security: 10% of the contract price (mandatory), successful suppliers shall submit performance security 5 days after contract signing
e. Maintenance security: 3% of the contract price for the duration of the warranty period.
f. Liquidated damages: 0.075% per day (up to 10% of contract price)

Procurement schedule:
a. Pre-bid conference: August 4, 2023, at KOICA Nigeria office, No 9 Charles De Gaulle Street, Asokoro, Abuja Nigeria. Pre-bid conference is mandatory.
b. Bid submission deadline: August 21, 2023
c. Technical evaluation: August 22 2023
d. Financial evaluation: August 24, 2023
e. Contract signing: 31st August, 2023

Evaluation Method:
a. Two-Phased Competitive Bidding (Technical & Price Evaluation) will be used.
b. Bidders that earn 85 point or above in the Technical Evaluation will be entitled to participate in the price evaluation.
c. In the price evaluation, the bidder with the lowest compliant price under the estimated price line with KOICA price evaluation method will be selected as the successful bidder.
