Context:

The North Eastern part of Nigeria has witnessed an increase in violence since the beginning of 2015, causing a major humanitarian crisis. More than 1.9 million individuals are currently displaced as a consequence of the intensified attacks by the insurgents, as well as the counter-insurgency activities of the Nigerian Government, with the highest number of displacements taking place in Borno, Yobe, and Adamawa States. Many of those are living in substandard shelters in displacement sites and are in dire need for support. Many of the displaced households have left their home in hurry leaving behind most of their belongings, thus the need for the distribution of basic Non-Food Items (NFI). In addition, nearly an equal caseload of people affected by the crisis has returned to their areas of origin following displacement, and some pockets of stability and relative security exist in the region. Considering the ongoing crisis, IOM’s response in Nigeria is expanding with changing needs.

Under the overall supervision of the Head of Sub Office (Maiduguri), the direct supervision of the Programme Manager (Shelter/NFI), and in close collaboration with the Project Officers (Shelter/NFI and Shelter/Site Planning), the consultant will be responsible for supporting all Shelter and NFI activities implemented by IOM Nigeria, particularly in the North East.

Core Functions / Responsibilities:

  1. Assist the Project Officers in developing and implementing IOM Nigeria Shelter/NFI response options, including emergency, transitional and durable solutions.
  2. Contribute to improving Standard Operating Procedures for various Shelter/NFI activities, with a focus on integrating crosscutting issues, mainstreaming of gender and accountability to affected populations (AAP), gender-based violence and disability inclusion throughout the project cycle.
  3. Focus on integrating AAP and community participation in all project cycles, including by developing, adapting or improving tools and guidance, such as Focus Group Discussions tools, Information, Education and Communication (IEC) materials and other approaches. Support and coach field teams in incorporating these in the project, and analyse the results to inform project choices.
  4. Provide inputs for proposals, reports and sitreps of Shelter/NFI activities for both internal and external audiences as requested by the programme manager and project officers ensuring all programme aspects are adequately capturing AAP, gender, disability inclusion and GBV risk mitigation as applicable.
  5. Contribute to updating project progress trackers and monitoring tools.
  6. Conduct site assessments and support IOM Site Planners to develop site plans in close coordination with WASH and CCCM officers, as well as the relevant Sector coordination teams and/or partner organizations, for both new sites, site extensions, consolidation or improvement, contingency plans for population flux, as well as durable settlements.
  7. Support in the development or update of architectural designs and BOQs for project activities, and to conduct research on innovative materials and construction techniques, including prototyping of new solutions.
  8. Review the lessons learned on the shelter improvements project for people with disabilities and develop a scale-up strategy in collaboration with relevant units such as CCCM, WASH and MHPSS/Protection.
  9. Assist the Project Officers in monitoring the delivery of Shelter/NFI project targets, highlight challenges and provide recommendations to the management.
  10. Contribute to needs assessments/post distribution monitoring (PDM) related to Shelter/NFI response and support the analysis of data from assessments and PDM evaluations to guide programming choices.
  11. Undertake duty travel relating to project monitoring, coordination, assessments and liaison with counterparts.
  12. Perform such other duties as may be assigned by the supervisors.

Performance indicators for the evaluation of results:

  1. Strict adherence to timelines and schedule of activities.
  2. Timely analysis, production and sharing of the required reports and deliverables.

Education:

  • Master’s degree in Architecture, Urban Planning or Civil Engineering or a related field from an accredited academic institution with two years of relevant professional experience; or
  • University degree in the above fields with four years of relevant professional experience.

Experience & Skills:

  • Experience in shelter programming in complex emergencies both in camp settings and host community situation is essential;
  • Previous experience with handling budgets, develop project proposals and reporting for shelter programmes;
  • Experience in participatory approaches, IEC materials and/or disability inclusion in Shelter/NFI is advantageous;
  • Knowledge of social and development issues as well as general migration-related issues;
  • Knowledge of project administration, monitoring and evaluation concepts and procedures.
  • Proficiency in computer applications: office package (MS Word, Excel, Power Point, Outlook, etc.).
  • Good command of design, layout and editing software (AutoCAD, Photoshop, Illustrator, Indesign, SketchUp or other 3D modeling software).
  • Knowledge of GIS and/or use of GPS devices is advantageous.
  • Ability to work quickly and accurately and pay attention to detail.
  • Willingness to assist efficiently in a very busy project environment, meet deadlines and work under pressure.

Travel required

  • Travel to the field on need basis.

Languages:

Fluency in English is required (Oral and Written).

Advantageous:

Have at least a working knowledge of one additional UN Language (Arabic, Chinese, French, Russian, or Spanish).
