1. The Federal Republic of Nigeria has received financing from the World Bank toward the cost of the DISTRIBUTION SECTOR RECOVERY PROGRAM (DISREP) and intends to apply part of the proceeds towards payments under the contract for the Supply and installation of Smart Meters to Eleven (11) Distribution Companies.

2. The transmission Company of Nigeria Plc – Project Management Unit (TCN-PMU) now invites sealed bids from eligible bidders for the supply of Smart Meters to Eleven (11) Distribution Companies. The contract involves the supply and installation of smart meters for the eleven (11) Discos with a delivery period of eighteen (18) months. The total number of smart meters to be supplied and installed is one million, two hundred and fifty smart meters (1,250,000) consisting of single-phase and three –phase smart meters.

3. Bidding will be conducted through international competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s Procurement Regulations for IPF Borrowers 4th Edition, November 2020 (procurement regulations) is open to all Bidders as defined in the procurement regulations.

5. The bidding document in English language may be purchased by interested Bidders upon the submission of a written application via above email address and upon payment of a non-refundable fee of Fifty Thousand Naira (N50, 000.00). the method of payment will be via Remita (https://www.remita.net) by generating Remita Retrieval Reference (RRR) in favor of Transmission Company of Nigeria Project Management Unit.

(i) Enter Remita platform (ii) select pay FGN and State TSA (iii) select FGN (iv) under who do you want to pay-select Transmission Company of Nigeria – Project Management Unit (v) under Names of Services/purpose – select Transmission Company of Nigeria – Project Management Unit (note: do not select Tender fees) (vi) complete the form and submit.

However, evidence of payment in accordance with item 5 above must be accompanied with your bids.

6. Bids must be delivered to the address below on or before 17th May 2023, at 12:00pm Nigeria local time with a softcopy on a flash drive. Electronic bidding will be permitted. Late bids will be rejected. Bids will be publicly opened in the presence of the bidders designated representatives and anyone who chooses to attend at the address below on 17th May 2023 at 1:00 pm Nigeria local time.

However, bids can also be submitted by email with password-protected read-only documents as attachments. The email address for the bid submission is [email protected] The submission deadline is 17th May 2023 at 12:00pm Nigeria Local time. TCN-PMU will confirm the receipt of each bid. The read-only password-protected bids will be opened on 17th May 2022 at 1:00 pm Nigeria local time. Bidders are expected within one hour after the bid submission deadline to have sent the password of their password–protected read-only bids to tcnwbpmu.procurement@tcb,org as specified in the bidding documents.

7. All bids submission must be accompanied by Original bid security even for bids submitted by e-mails as follows:
