The Government of the Federal Republic of Nigeria has received financing from the World Bank toward the cost of the Immunization Plus and Malaria Progress by Accelerating Coverage and Transforming Services (IMPACT) Project and intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”) involve the National Primary Health Care Development Agency (NPHCDA) which seeks to engage the services of result-oriented qualified Performance and Financial Management Officers (PFMOs) across Local Government Areas (LGAs) in Nigeria. The primary role of the PFMO will be to support the LGA health authorities (LGHA) in strengthening financial management practices across primary health care (PHC) facilities in the LGA, with a focus on PHC facilities that receive Decentralized Facility Financing (DFF) from the Federal Government.

The overall goal of this initiative is to ensure that the PHC performance and fund management structures, processes and practices at the sub-state level meet international standards for better financial accountability and improved health outcomes. More specific objectives include:

To guarantee strict compliance of PHC fund management and utilization processes to the Federal Government of Nigeria’s public financial regulations

To expedite rapid capacity transfer on programmatic performance and financial management approaches including business plan development to PHC facility officers-in-charge and government-employed finance officers
This engagement is for a period of one (1) year renewable upon satisfactory performance.

The Immunization Plus and Malaria Progress by Accelerating Coverage and Transforming Services (IMPACT) Project now invites eligible individuals (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the services. The shortlisting criteria are:

A minimum of a B.Sc. degree/HND in Accounting, Economics, Health Economics, or any related field. An OND with relevant work experience of not less than 3 years may also be considered.

At least three years working experience with minimum of one year in a supervisory role.

Financial Audit experience is also desirable.

Accounting-related certifications for chartered accountants such as ACCA, ICAN or ANAN

Tech savvy, Proficient in the use of Microsoft Office and Accounting Software e.g., QuickBooks

A progressively responsible working experience in the Nigeria health sector’s finance operations and experience working with management of government and partner funds at states and LGA is an added advantage.
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 and revised November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

A Consultant will be selected in accordance with the Individual Consultant Selection method set out in the Procurement Regulations.
