INVITATION FOR EXPRESSION OF INTEREST AND PRE-QUALIFICATION FOR THE STORAGE BUILDING FOR NLNG INDUSTRIAL AREA

INTRODUCTION
Nigeria LNG Limited (NLNG) plant complex located on Island, Rivers State, Nigeria, consists of six natural gas liquefaction trains with a total capacity of 22 million tons of liquefied Natural Gas (LNG) and five (5) million tons of Natural Gas liquids (NGL) per annum. The plant has associated gas receiving, treating, storage, and loading facilities as well as utilities (electrical power generation, water, air, nitrogen etc) and support infrastructure (offices, residential accommodation, school, hospital, airstrip, jetties, etc).

The current NLNG IA warehouse capacity is overstretched, and new storage space for operational and the train -7 project needs to be built. The warehouse project will incorporate automation and smart concept technology. NLNG invites reputable vendors with the requisite experience and technical expertise to submit an expression of interest for pre-qualification for the warehouse project.

SCOPE OF WORKS
The scope of works for the design revalidation, procurement, construction, and commissioning of the warehouse project shall include:
i. Design revalidation (Detailed engineering design revalidation, revalidation of geotechnical surveys, basic design drawings etc.)
ii. Site set out
iii. Early works and all civil works
iv. Procurement, fabrication, and installation of steel trusses
v. Roof and wall claddings procurement and installation
vi. Electrical installation works
vii. Mechanical- all plumbing and HVAC installation works
viii. Fire and gas detection system
ix. Supervision for automation installation works (racking, VGA, RFID technology etc)
x. Telecoms/IT installation works
xi. Pre-commissioning and commissioning
xii. Asset handover/as-built drawings and documentation.

PRE-QUALIFICATION INFORMATION
Only companies considered to meet NLNG’s pre-qualification requirements shall receive further correspondence from the company, including receipt of invitations to tender for the provision of storage for operational needs project.
To qualify for consideration, interested companies are required to respond to this invitation with the following information/documents for consideration. Failure to submit any of the under-listed documents may lead to disqualification.
a) Respondent’s confirmation of interest to participate in the pre-qualification exercise for the provision of storage for Operational needs project.
b) Certificate of Incorporation and CAC documents (forms CO2 and CO7)
c) Current/valid DPR certificates to operate as an Engineering, Procurement, Construction company and to do business in the Nigerian oil and gas industry
d) Vendor’s Health Safety & Environment Policy
e) Vendors quality Management Policy
f) Company Profile, CV of the vendor’s management team, organization, size and structure, including any parent, technical partnership, alliance or joint venture of companies to whom they belong.
g) A detailed list of relevant experience with evidence to demonstrate capability and experience in undertaking/completing Engineering, Procurement, Construction and Commissioning project works within the last 10 years. Kindly indicate names of clients, location, and cost or volume of services provided with evidence.
h) Provide evidence to demonstrate capability and experience in installing Automation systems e.g Lazer Guided Vehicles (LGVs) and Automated Guided Vehicles, Radio Frequency Identification (RFIDs) etc.
i) Financial audited accounts for the last three (3) years and evidence of capability to fund the contract if successful
j) Tax clearance certificates for the last three (3) years
k) Evidence and documentation supporting compliance with the Nigerian Oil and Gas Industry Content Development (NOGICD) Act 2010 (see Nigerians compliance section below)

COMPLIANCE WITH NIGERIAN CONTENT (NOGICD ACT 2010)
The Nigerian Oil and Gas Industry Content Development (NOGICD) Act 2010 supports and details expected Nigerian Content Deliverables within contracts and projects in the Nigerian Oil and Gas Industry.
NLNG is committed to the NOGICD Act 2010 and Nigerian Content Development.
Interested companies shall comply with the provisions of the Nigerian Content Act that relate to the scope mentioned above of works and services and comply with the minimum, Nigerian Content targets for the scope, which are covered in the schedule of the Act.

GENERAL NIGERIAN CONTENT REQUIREMENTS
Companies responding to this advertisement are required to submit the following in compliance with the NOGICD Act, 2010;
a. Documentation to demonstrate that entity is a Nigerian registered company; submission of certified true copies of CAC forms 02 & 07 (or its equivalent: CAC 2.3, 2.4, 2.5, etc.) including company memorandum & article of association. All companies shall be Nigerian Indigenous Service Companies having 51% and above Nigeria equity in the shareholding and ownership structure of the tenderers legally registered entity in Nigeria by CAMA (Companies and Allied Matters Act)
b. Evidence of registration on the Nigerian Content Development Monitoring Board (NCDMB) NOGIC Joint Qualification System (JQS)
c. A detailed description of the location of in-country committed facilities & infrastructure (assets, technical office, administrative space, laboratory etc) in Nigeria to support this contract or submit a credible and verifiable plan towards setting up such facilities
d. Further innovation proposals that would enhance the development of Nigerian Content of the service, including plans for transition to 100% Nigerian ownership of the company
e. Explain the intended methodology for compliance with the requirements of the NOGICD Act 2010 and how it intends to give first consideration to goods manufactured in Nigeria and first considerations for employment and training of Nigerian in the work programme
f. Evidence that the company is a Nigerian-registered company with 51% equity shareholding & ownership.
g. Submit corporate organizational structure with the percentage of management that are Nigerian nationals and the percentage of the total workforce that are Nigerians
h. All bidders must submit valid NCEC for construction and Moveable equipment (EC) category.
i. Only COREN-certified companies will be allowed to participate in this tender
j. In line with the NCD Human capacity development initiative, bidder shall commit to providing project-specific training, man-hour, budget, skill development and understudy plan for Nigerian personnel utilizing OGTAN registered trainer(s) or other approved NCDMB training institutions.

SUBMISSION OF RESPONSES
Submissions in response to the above requirements shall be completed strictly in accordance with the instructions given in this publication, segregated and arranged in the order indicated.

The Expression of Interest documents/requirements should be submitted: in electronic copy in PDF format by e-mail to [email protected] with “CONFIDENTIAL Expression of interest – The Provision of Storage for Operational Needs Project” in the subject line. Hard copies shall not be accepted.

The submission must be received by NLNG no later than Three (3) weeks from the date of this publication that is on or before 1600hrs (GMT +1) Thursday, 23rd March 2023.

a) This is not an invitation to bid. The full tendering procedure will be provided to applicants that are successful at this stage, in accordance with NLNG’s pre-qualification procedures.
b) Notwithstanding the submissions of the documents for the Expression of interest, NLNG is neither committed nor obliged to include any company and/or their associated companies, agent or sub-contractors on any bid list or to award any sub-contractors on any bid list or award any form of contract to any company and/or its associated companies, agents or sub-contractors.
c) Please be aware that this invitation to express interest does not guarantee that the company will be requested to submit an offer to NLNG, it does not constitute any form of agreement or contract between NLNG and any company.
d) NLNG shall not be responsible for any cost incurred in responding to this invitation
e) This advertisement for EOI and pre-qualification shall not be construed as a commitment by NLNG, nor shall it entitle respondents to claim any indemnity from NLNG and/or any of its shareholders by virtue of having responded to this advertisement.
f) This is a simple invitation for interested companies to express interest in providing the indicated work scope and does not warrant any further feedback from NLNG hereafter. If you do not hear from NLNG within 3 months of submission of this publication, it should be taken that your application was not successful.
