INVITATION FOR EXPRESSION OF INTEREST (EOD) TO CONDUCT ENDLINE EVALUATION FOR BMZ PROJECT TITLED: “REDUCING CHILD VULNERABILITY THROUGH YOUTH, FAMILY AND COMMUNITY EMPOWERMENT” FOR SOS CHILDREN’S VILLAGES

BACKGROUND

SOS Children’s Villages Nigeria is one of 137 Member Associations working under the umbrella of SOS Children’s Villages, an international non-governmental social development organization that works with all our stakeholders to find the most appropriate response to the situation of children at risk of losing parental care and those without parental care. We focus on the child’s development into a self-supporting and contributing member of society, and the recognition that a child’s development to his or her full potential is best realized in a caring family environment Since 1973, we have been active in Nigeria, with footprints across the country in Isolo (Lagos State), Owu-ljebu (Ogun State), Jos (Plateau State), thadan (Oyo State), Benin (Edo State), Kaduna (Kaduna State) Abuja, (Federal Capital Territory) and Maiduguri (Borno State)

We invite suitably qualified consultants for an Expression of interest (EOI) to conduct End Line Evaluation for BMZ project titled “reducing child vulnerability through youth, family and community empowerment for SOS Children’s Villages”

The end-line evaluation is to be carried out in the current project locations (Umeghe and Uzebu communities) in Oredo Local Government Area of Edo State. Also, the study is expected to carry out an evaluation of key Advocacy for Alternative Care made in the State. The project objective is that the rights of children and youth in Oredo are protected through improved institutional capacities, functional community-based support structures and socio-economic Integration services.

The BMZ Project title: “Reducing Child Vulnerability through Youth, Family and Community Empowerment is a Family Strengthening Project which started in the 4” Quarter of 2019 and was to run an initial project cycle of 4 years. (2019 to 2022) To achieve the project goat, the intervention logic below was used:

Project Objective (Outcome): The nights of children and youth in Oredo are protected through improved institutional capacities, functional community based support structures, and socio-economic integration services.

Sub-goal 1 (Output): The community has improved its capacities to support the provision of basic services and the protection of its children.

Sub-goal 2 (Output): Children and young people grow up in a safe and protective school and community environment.

Sub-goal 3 (Output): Parents and guardians have improved incomes which enable them to actively support the development of their children.

 Sub-goal 4 (Output): The community has strong structures to ensure the protection of its children

Sub-goal 5 (Output): Community-based partner organizations to implement their own development initiatives for vulnerable children and families.

Sub-goal 6 (Output): Staff of state and private institutions related to Alterative Care are strengthened in their capacities and consider the UN guidelines for Alterative Care in their daily work.

Sub-goal 7 (Output): 220 young people (50% female) have improved their employability

Sub-goal 8(Output): 100 young people (50% female) have improved their entrepreneurial skills.

PURPOSE OF THE STUDY

To document the impact of the project by determining the quantities and qualitative information on the current status of our target group after the project implementation and ascertain the impact the project intervention had on its target group.

The specific objectives of the evaluation are:

  • To assess the impact and effectiveness of the activities implemented in (Reducing Child Vulnerability through Youth, Family, and Community, Empowerment_.
  • To evaluate the efficiency of the project in relation to beneficiaries, cost, and timeframe of the project.
  • To assess the current figures of the Objectively Verifiable Indicators as found in the impact matrix.
  • To assess the sustainability of the project (institutional, social, financial, etc.)
  • To make recommendations for improving future interventions.

The desired results of the evaluation are:

  • To document the impact of the project with special emphasis on the impact the project has had on women and children.
  • To provide commentary on the overall project design, the intervention logic, and an analysis of the strategy and methodology used in the project “Reducing Child Vulnerability through Youth, Family, and Community Empowerment).
  • To critically examine the impact matrix and verifiable indicators found in the original proposal and provide post-project figures along with a narrative explaining the reasons for under/over performance achievement.
  • To draw conclusions, make recommendations, and state lessons learned for future strategy and improvements in the implementation of the project.
  • To provide commentary on the current political, social and cultural factors influencing the implementation of the project.
  • To document the communities’ attitudes toward the project

Key users of evaluations results are:

  • Project Level: Project team and implementing partners

  • Global level: SOS international (IO), project donor and SOS- kinderdofer weltweit
  • The results of this evaluation will also form part of key lessons learned in implementing other projects.

COMPETENICES/SKILLS/EXPERIENCE

Profile of the consultant/agency

  • Proven competency and experience in feasibility studios, needs assessment, monitoring, evaluation and impact assessments.
  • Experience in data analysis or data visualization
  • Experience analyzing data for social evaluation and analyzing data from social monitoring systems, monitoring and evaluation work, or other survey work
  • Ability to synthesize large amounts of information to identify underlying trends and patterns.
  • Demonstrated ability to translate between data/science/technology and international development.
  • Proven familiarity and expertise with analytical techniques and modeling of complex systems.
  • Demonstrated experience documenting processes and/or writing scientific research articles.
  • A good understanding of development work and partnerships
  • Good facilitation and interpersonal skills.
  • Proven experience in data collection and evaluation studies methods
  • Strong skills in coordinating teamwork
  • Strong analytical and conceptual skills.
  • Excellent writing and communication skills
  • Ability to transfer complex concepts/ideas into practical and simple language
  • Good understanding of the target locations.

SELECTION OF EXTERNAL EXPERT

The consultant will be selected in accordance with SOS children’s villages, guidelines. All EOI received will be reviewed based on its qualification, relevance, responsiveness, efficiency, and effectiveness in response to this EOI call.
