1. INTRODUCTION
Esso Exploration and Production Nigeria Limited (EEPNL), operators NNPC OML Esso Exploration and Production Nigeria (Offshore East) Limited (BEPN(OE)L), operator OML Exploration and production Nigeria (Deep Water Ventures) Limited (EEPN(DV)L), operators Esso Exploration Production Nigeria (Upstream) Limited (EEPN(U)L), operator OML 154, collectively referred to as “Esso” plans to engage competent and qualified companies to provide Non-destructive testing & inspection services required for drilling operations on its NNPC LTD/ Esso PSC Acreages.

2. SCOPE OF WORK
Tender(s) will be required to provide Non-destructive testing and inspection services. The scope of work shall involve provision of personnel and equipment associated with Non-destructive testing and inspection services but not limited to: tubular handling, visual inspection; electromagnetic inspection (EMI), wet and dry magnetic particles inspection (MPI), full length ultrasonic inspection (FLUI); wall thickness ultrasonic testing (UT) test for plates and membranes, classification of tubing, casing and drill string connections, pressure testing, internal visual inspection of tubular goods (bore scope and/or video); welded pad eyes or any load bearing rig weld/fabrication, and others as company may require.
Contractors’ inspection services shall include but are not limited to the following NDT inspections;
a. New, used, repaired and re-threaded casing and tubing at the drilling unit or other company designated facility when requested by company
b. Drill string tubular goods at the drilling unit or other company designated facility when requested by company drill string tubular goods shall include, but are not limited to drill pipe, drill collars, drill subs, directional tools and motors, MWD and LWD tools and other items as specified by company;
c. Certain completion accessories such as gravel pack, screens, blanks, sub, completion components and accessories, handling equipment etc at the Drilling unit or other company designated facility when requested by company
d. Heavy lifting gear (cranes, top drives, elevators, slips, crown & travelling blocks, crane pedestals & blocks etc). Hoisting & lifting equipment (slings, shackles, cargo baskets, cargo boxes etc.) flanges, binds and any other drilling or rig related equipment at the drilling unit or other company designated facility when requested by the company.
e. Welded pad eyes or any load bearing rig weld/fabrication
f. Wall thickness ultrasonic testing (UT) test for plates and membranes
g. Rope access inspection and inspection at heights

3. MANDATORY REQUIREMENTS
a) To be eligible for this tender exercise, interested tenders are required to be prequalified and have LIVE status in the 3.07.01 (Non-Destructive Testing Services) and 3.025.01 (Quality Assurance, QA/QC Consultancy) Category in the NipeX Joint Qualification System (NJQS) database. All successfully pre-qualified suppliers in this category will receive Invitation to Technical Tender (ITT).
b) To determine if you are pre-qualified and view the product/service category you are listed for: Open www.vendors.nipex-ng.com and access NJQS with your log in details. Click on continue Joint Qualification Scheme tool, click check my supplier status and then click supplier product group.
c) If you are not listed in a product/service category but you are registered with DPR to do business, contact Nipex office at 8-10 Bayo Kuku Street, Ikoyi Lagos with your DPR certificates as evidence for necessary update within the stipulated advert window.
d) To initiate the JQS pre-qualification process, access www.nipex-ng.com to download an application form, make necessary payments, and contact the Nipex office for further action.
e) To be eligible, all tenders must comply with the Nigerian Content requirements in the Nipex system.

4. NIGERIAN CONTENT
Company is committed to the development of the Nigerian Oil and Gas business in compliance with the Nigerian Oil and Gas Industry Content Development Act 2010 (NOGICD ACT ) enacted by the Federal Government of Nigeria in April 2010.
As from the commencement of this Act, the minimum Nigerian Content in any project, service or product specification to be executed in the Nigeria Oil and Gas Industry shall be consistent with the level set in the schedule to the act and any other targets as may be directed by the Nigeria Content Development and Monitoring Board (NCDMB)
Esso requires their contractors to comply with the Act, its attached schedule any applicable regulation developed by the NCDMB.
Nigerian Content (NC) in the Nigerian Oil and gas industry is defined as: “The quantum of composite value added to or created in the Nigerian economy by a systematic development of capacity and capabilities through the deliberate” Utilization of Nigerian Human, material resources and services in the Nigerian Oil and Gas Industry.

“Nigerian company” is a company formed and registered in Nigeria in accordance with the provision of Companies and Allied Matters Act with not less than 51% equity shares by Nigerians.

Tenders shall consider Nigerian content as an important element of their overall project development and management philosophy for project execution.

As part of their submissions, Tenderers shall:
a. Demonstrate that the entity is a Nigerian Indigenous company, submit certified true copies of CAC form (10, C02 and C07). Tenderer shall provide evidence of registration on NOGIC JQS ad NUPRC certificate.
b. Tenderer shall provide evidence of Category 1, 2, 3 or 4 for Services & Support (SS) group NCEC to demonstrate ownership of non-destructive testing and inspection equipment to be utilized in the execution of the work scope.
c. Provide evidence of what percentage of your key management position is held by Nigerians and what percentage of the total work force are Nigerians. Also, show overall percentage of work to be performed in Nigeria and those by Nigerian resources relative to total work volume.
d. Tenderer shall comply with the latest approved version of NCDMB HCD guideline by committing (via a letter of undertaking) to providing Project-Specific training, man-hour, budget, skill development and understudy plan for Nigerian personnel utilizing OGTAN registered trainer(s) or other approved NCDMB training institution(s).
e. Tenderer shall provide location of in-country facilities (not limited to administrative office) to execute the work scope.
Tenderers failure to comply with the NOGICD Act or demonstrate commitment to Nigeria Content development will result in Bidder’s disqualification.

5. CLOSING DATE
Only Tenderers who are registered and have LIVE status in the 3.07.01 (Non-Destructive Testing NDT/NDE services) 3.02.01 (Quality Assurance, QA/QC Consultancy) category in Nipex Joint Qualification Scheme (NJQS) data base as at 16:00hrs on March 13, 2023, being the advert close date shall be invited to submit Technical bids.

6. ADDITIONAL INFORMATION
a) Interested suppliers must be prequalified for this product/service category in NJQS
b) Full tendering procedure will be provided only to contractors that have been successfully prequalified in NJQS
c) This advertisement shall neither be construed as an invitation to tender (IIT) nor a commitment on the part of MPN to award a contract to any supplier and/or associated companies, sub-contractors or agents.
d) This advertisement shall not entitle prequalified companies to make any claims whatsoever, and/or seek any indemnity from MPN and/or its partners by virtue of such companies having been prequalified in NJQS.
e) All cost incurred in registering and pre-qualifying for this and other product/service categories in NJQS shall be borne solely by the suppliers.
f) Suppliers that are prequalified for this product/service category in NJQS must ensure that the name and contact details (physical address, email address and telephone number) of their company and authorized/responsible personnel is up-to-date in their company profile in the NJQS database.
g) ESSO shall communicate only with the authorized/responsible personnel of prequalified companies and not through unauthorized individuals or agent.
