The U.S. Pharmaceutical Convention (USP) is a scientific nonprofit organization standards for the identity, strength, quality, and purity of medicines, food ingredients, and supplements manufactured, distributed, and consumed worldwide, USP’s drug de enforceable in the United States by the Food and Drug Administration, and these standards are used in more than 140 countries.

USP/POM+ intends to calibrate several laboratory equipment for NIPRD (list of equipment Annex B of RFP.

You are kindly requested to submit your proposal for the service of Calibration of Laboratory Equipment as attached to [email protected]

The under listed under Annex B are equipment that would be required for calibration. Your quotation should be sent on or before 24th, February 2023 by 10:00 am. Questions pertaining this RFP must be received no later than 20th February 2023 at 12:00PM. Responses to all questions received will be forwarded to all participating bidders on the same day.

PURPOSE AND OBJECTIVE(S);

  • Support calibration and qualification of equipment in Microbiology and NIPSD Central Laboratory

THE HOW

  • Employ the services of a competent, qualified, and accredited calibration organization
  • Calibrate and qualify the listed equipment in microbiology and central laboratory of NIPRD, Abuja

PQM + NIGERIA EXPECTATIONS

  • Enhance the testing capacity of NIPRD using calibrated and qualified equipment.

CONTRACTOR’S RESPONSIBILITIES

  • Calibrate and qualify the listed equipment at NIPRD permanent site in Abuja

CONTRACTOR’S QUALIFICATION AND EXPERIENCE

  • Current accreditation to ISO/IEC 17025:2017 with relevant scopes to equipment/instrument to be calibrated and qualified.

DELIVERABLES

  • Calibration certificates for all the equipment on the list.
  • Calibration labels for all equipment calibrated and qualified.

REQUIREMENTS

Language: All documents submitted in response to this RFP, as well as all correspondence in connection with the RFP, shall be in English language.

Inquiries: All inquiries concerning this RFP and any return bid(s) must be submitted in writing. Such inquiries shall be sent by email to: Nigeria [email protected] no later than 8 February 2023 at 12:00 noon. USP is under no obligation to consider or respond to questions that are not received in a timely manner.

Bid Submission: Bids are be submitted via e-mail to Email: [email protected]  firms are under no obligation to prepare or submit offers in response to this RFP and do so solely at their own risk and expense. USP will not reimburse any costs incurred related to this RFP. Bids shall be submitted on the Bid Submission Form (Annex A) accompanying this Request for Bid. The terms and conditions of any award and supply Contract resulting from this RFP will be based on the Terms and Conditions Included above in the RFP. Form and Content of Bids: All bids must be in writing, in English language, and signed and dated by an authorized employee of the bidder. Bidders must use the Bid Submission Form provided in Annex A of this RFP. The Bid Submission Form should be fully completed, with all the information required therein (Note: in case of a discrepancy between per unit and total prices, the per unit cost shall govern, and the total will be corrected by multiplying the per unit cost by the specified quantity).

 BID EVALUATION

Evaluation: All bids received by USP will be evaluated using a two-stage evaluation process as described below:

Stage 1: All bids must be complete and adhere to the terms and conditions of the RFP. A bid will be deemed complete and compliant if the bid is signed, meets supply and service specifications, is valid for at least 30 days, and is substantially responsive to the terms and conditions of the RFP.

Stage 2: The bid that is complete and offers the best value for money rather than merely the lowest price bid. The principal evaluation factors will be

  1. The firm’s responsiveness and compliance with the RFP requirements and conditions (10%)
  2. The quality of firm’s past performance in comparable and/or similar service (40%)
  3. Price (50%): A Firm with the lowest total price will be awarded 30 points.
  4. Reflection and Award Procedure

USP is not bound to accept the lowest or any bid and reserves the right to accept any bid in whole or in part and to reject any or all bids without assigning any reason there for and to Contract on any of the terms offered or on different terms. Circumstances in which rejection of all bids may occur include, without limitation, the following (1) none of the bids are adequately responsive to the request, (2) there is evidence of insufficient competition, or (3) the lowest bid exceeds the estimated value or funds available by a significant amount. USP will send a Notice of Award to the winning bidder(s)
