REQUEST FOR PREQUALIFICATION OF CONTRACTORS FOR CONSTRUCTION AND REHABILITATION OF SANITATION FACILITIES UNDER THE WATER IMPROVEMENT AND SANITATION ENHANCEMENT (WISE) ACTIVITY
1. BACKGROUND
Partners for Development (PFD) is an international non-profit organization whose staff and volunteers work in partnership with local and international groups to improve quality of life for vulnerable people in underserved communities. We envision a more just, peaceful, and environmentally suitable world, and seek to empower people by increasing their access to training, education and resources to create more vibrant and resilient communities, with more accountable leadership.
PfD won a 36-month award with United State Agency for International Development (USAID) to implement Water Improvement and Sanitation Enhancement (WISE) project in Jigawa and Kano States, Nigeria, from 6th August 2021 through 5th August 2024. PfD is collaborating with the governments of Jigawa and Kano states to implement WISE in two local government areas (LGA) of each of the states. The LGAs are Miga and Kaugama in Jigawa State and Gezawa and Karaye in Kano State. The goal of WISE is to reduce the occurrence and impact of water borne diseases among targeted populations, especially children, women and the elderly in underserved and rural communities in Jigawa and Kano States.
2. OBJECTIVE
i. To prequalify reliable and competent companies who have a good track record of experience and performance in civil construction works.
ii. To have a shortlist of successful pre-qualified applicants that can participate in restricted tender procedures of PfD leading to the award for construction works on WISE.
3. SCOPE OF WORK
Construction of fourteen (14) nos. new sanitation facilities and rehabilitation of twenty-one (21) nos. sanitation facilities in institutional settings (schools and health care centres) in target locations of Jigawa and Kano States. The work is divided into (10) lots in the table below.

4. MANDATORY REQUIREMENTS
The companies to apply for this process must have the following qualification (required criteria)
i. Must be legally registered to operate in Nigeria with certificate of registration with corporate Affairs commission, Registration with council for the regulation of Engineering in Nigeria (COREN) is an advantage.
ii. The company must have a minimum of five years’ work experience undertaking similar civil works. Focus on sanitation is a plus.
iii. The company must have competent and well experienced technical staff and engineers (for the construction and installation services) in relevant areas as mentioned above. Share their CVs together with certified qualification and professional certificates.
iv. The company must be stable financially. Please share certified bank statement for the past two years.
v. The company must have a detailed and comprehensive profile
vi. The company has an official office and must share the physical address in their application.
vii. The company should share a list of projects implemented or goods delivered previously with completion reports that has photos and contact details of the organizations you have worked with.
viii. A list of three referees of whom the company must have worked with within the past three years.
ix. The company should submit a report/list of their assets relevant to the works to be undertaken.
x. Share at least three awards (contract, PO etc, recommendations received from any stakeholder or contracting agency confirming the company’s competency.
xi. The company should be blacklisted of any organizations in Nigeria or with clean background checks on terrorist or terror activity in the world.
xii. The interested company must declare, stamp and sign that the information supplied are true.
5. COLLECTION AND SUBMISSION OF TENDER DOCUMENTS AND COMPANY PROFILES
Interested bidders are to send and email requesting for the tender documents to [email protected]. The bidder should include in the email its company profile with proof of similar projects previously undertaken. Email request for the tender documents shall commence from February 28, 2023 – March 6, 2023.

This advertisement for the prequalification to bid shall not be construed as a commitment on the part of PFD nor shall it entitle any company to make any claim whatsoever, and/or seek to be allowed to submit tender when not qualified. All expenses incurred in preparing “Prequalification to Bid” response and all expenses otherwise associated with “Invitation to Tender” responses shall be borne solely by the prospective contractor.
