Technical Advice Connect LTD/GTE (TAConnect) is a non-profit organization registered in 2021 and based in Nigeria to bring innovative solutions to the provision of Technical Assistance (TA) services across Africa. TAConnect was established by the Bill and Melinda Gates Foundation (BMGF) to deliver tailored and cohesive support for states in Nigeria by strengthening their PHC systems and enhancing PHC service delivery. As an innovative platform, we respond to state TA priorities to promote sustainable improvements in state Primary Healthcare (PHC) systems’ performance and increase uptake of Reproductive, Maternal, Newborn, Child, and Adolescent Health and Nutrition (RMNCAH+N) services.

PURPOSE
Technical Advice Connect (TAConnect) is inviting qualified professional firms with experience in theory, principles, and applications of Nigerian tax law to submit proposals for the Provision of Tax consultancy services at the TAConnect office, in Abuja, Nigeria.
GENERAL INFORMATION

  • State Primary Healthcare (PHC) systems' performance, Group Anti-natal care (G-ANC) and increase the uptake of Reproductive, Maternal, Newborn, Child, and Adolescent Health and Nutrition (RMNCAH+N) services.
  • TAConnect employs an innovative approach aimed at delivering TA services to state governments while strengthening the capacity of state institutions for enhanced PHC service delivery and holding accountability for financial and programmatic results to both donors and the State Government.
  • TAConnect operates by matching requests for TA from states to compatible TA supplies from donors and TA providers. The enhanced coordination of TA deployments would, in turn, lead to increased cost efficiency, technical efficacy, more effective system strengthening and ownership by states, long-term sustainability, and increased local capacity.

SCOPE OF SERVICES

  • The purpose of this Request for Proposals (RFP) is to select an experienced and qualified professional Firm to provide Tax consultancy services to TACONNECT Ltd. The successful applicant must be authorized to do business in Nigeria, with experience with similar size entities and lines of business to TAConnect.

ELIGIBILITY CRITERIA
Interested companies are to submit the following documents. Offerors are advised to read carefully and ensure that a complete set of documents are submitted.

  • Evidence of Company Registration (Certificate of Incorporation of the Company)
  • Affidavit disclosing that all the documents submitted are not only correct but genuine. That the directors(s) has/have never been convicted by any court of law. That none of firm’s directors or the company is bankrupt.
  • Whether or not any of the officers of TAConnect Ltd is a former or present director of the company.
  • Company Profile; registered address(s), official/functional emails, telephone numbers and point of contact for the company
  • Evidence of legal registration document of the company (CAC, FORM CO7 and FORM CO2)
  • Latest Tax Clearance Certificate
  • Evidence of Financial Capability (most recent audited account)
  • Evidence of Valid Practicing License issued by the relevant professional body(ies)
  • Bank Reference Letter duly addressed to TAConnect DD Finance and Admin
  • Evidence of provision of tax consultancy services for reputable organizations preferably NGOs of similar scope and complexity within the last 3 years: Bidders must provide a copy(ies) of Awards Letters and/or Contracts
  • Financial Quotation and required Commercial Terms using the Schedule of Fee Section of the SOW
  • The selected Firm must meet all regulations and requirements for Nigeria. TAConnect reserves the right to reject any or all proposals in whole or part, to award any one service or group of services or all services, to negotiate with any or all companies submitting proposals, and to
  • enter into an agreement with any company for any services mentioned in this RFP; if it is deemed to be in the best interest of TAConnect.
  • TAConnect reserves the right to verify the authenticity of any claims made on the tender documents submitted by companies

PRICE SCHEDULE/BILL OF QUANTITIES
Full specifications of the provision of tax consultancy services shall be provided on the price schedule.
TECHNICAL SPECIFICATIONS
1.0 PERSONAL INCOME TAX (PAY AS YOU EARN)

  • The consultant shall submit the names of employees to the tax office where required for processing and issuing of Tax Identification Numbers to staff;
  • The consultant shall obtain detailed information relating to the new salaries and allowances and prepare schedules of salaries and allowances and PAYE tax computation to determine tax deductible and payable by the employee in accordance with the

Personal Income Tax Amendment Act;

  • The consultant will work with the Deputy Director, Finance and Administration to obtain the relevant information to complete the above task and discuss the PAYE withholding calculation with him;
  • The consultant shall provide tax planning and advisory services in reliefs and allowances available to enable the employee to take full advantage of them and reduce their tax burden but in conformity with the provisions of the Personal Income Tax Act;
  • The consultant shall undertake all necessary documentation to render Annual Tax Returns.
  • The consultant will perform all other tax-related consulting, as assigned.

2.0 TAX CLEARANCE CERTIFICATES

  • The tax consultant shall obtain relevant forms from FIRS and complete the forms in line with statutory provisions for the purpose of filing TAConnect annual tax returns to the tax authority either manually or electronically.
  • Where an e-annual return is required, the consultant shall fill the annual e-return form and submit same to FIRS for the purpose of obtaining TAConnect Tax Clearance Certificate (TCC) in line with extant tax laws.
  • The consultant shall obtain for TAConnect, schedules of remittances made, and copies of official receipts obtained from the tax offices.
  • The consultant shall obtain tax forms from the relevant tax office, complete same on behalf of TAConnect staff, and submit completed forms alongside with detailed schedule of income and tax computations made to the relevant tax office;
  • The consultant shall make an application to the tax office for Tax Clearance Certificate (TCC) on behalf of the staff and attach all relevant documents as may be required;
  • The consultant shall visit the tax office for the submission of applications/request letter(s) and other relevant documents, discuss the submissions made with the tax authority, and attend to any tax query or queries raised;
  • The consultant shall follow up with the tax office to process and obtain Tax Clearance Certificates for TAConnect on or before the expiration of the organization’s current TCC and all employees and submit the same to TAConnect designees.

3.0 TAX CLEARANCE CERTIFICATES (For Employees Outside the Head Office)

  • The consultant shall obtain for TAConnect, schedules of remittances made, and copies of official receipts obtained from the tax offices.
  • The consultant shall obtain tax forms from the states tax office and complete same on behalf of TAConnect staff;
  • The consultant shall submit completed forms alongside with detailed schedule of income and tax computations made to various state tax office.
  • The consultant shall make an application to the tax offices for Tax Clearance Certificate (TCC) on behalf of the staff and attach all relevant documents as may be required
  • The consultant shall discuss the submissions made with the tax authority and attend to any tax query or queries raised;
  • The consultant shall follow up with the tax office to process and obtain tax clearance certificates for all employees and submit the same to TAConnect designees.

4.0 WITHHOLDING TAX

  • The consultant shall advise on the correct deduction and timely remittance of the amount due as Withholding Tax (WHT);
  • The consultant shall liaise with the tax offices continually and attend to all tax queries on behalf of TAConnect.
  • The consultant shall follow up and process Withholding Tax credit notes for TAConnect vendors.
  • The consultant shall ensure that electronic copies of vendors’ credit notes are sent to the designated emails as provided by the vendors.
  • The consultant shall obtain Withholding Tax credit notes and submit them to TAConnect where applicable

5.0 OTHER MATTERS

  • The consultant shall update TAConnect on current changes in the relevant tax laws and suggest measures for effective adaptation of changes by TAConnect whenever it is required;
  • The consultant shall liaise with the tax offices continually and attend to all queries on behalf of TAConnect.
  • The Consultant shall represent TAConnect in all existing and new tax audits, assessments, and/or inspections carried out by tax authorities.
  • The consultant shall advise TAConnect on the further course of action consequent to tax audits, assessments, and/or inspections carried out by tax authorities.
  • The consultant shall render an expert opinion as and when required by TAConnect for all tax issues including but not limited to global taxation matters

EVALUATION OF PROPOSALS

  • The most promising responses will be evaluated in detail. Additional information may be sought from the Firm(s). Firm(s) may be asked to present and explain their proposals. TAConnect reserves the right to waive non-material deficiencies in any proposal. Proposals will be evaluated by TAConnect, which reserves the right to reject any or all proposals received. The following will serve as the basic criteria for the selection of the successful vendor:
  • Understanding of the work required as evidenced by the proposal. The completeness of the proposal will be critical.
  • The qualifications of the company.
  • The scope of the services offered.
  • Completeness and responsiveness to the requirements of the RFP.
  • Experience, qualifications, and competency in providing tax consultancy services.
  • Good service and good value shall weigh heavily in the selection process. This RFP shall not be construed to be a commitment on the part of the TAConnect, nor shall it entail the applicant to make any claim(s) whatsoever and/or seek any indemnity from TAConnect, by virtue of such applicant having responded to this RFP.

TAConnect will not be responsible for any cost or expenses incurred by any interested party in connection with any response to an inquiry nor shall it entitle any party submitting documents to claim any indemnity from TAConnect. TAConnect is not bound to shortlist any bidder and reserves the right to annul the bidding process at any time without incurring any liabilities and assigning any reason

Method of Application

SUBMISSION AND INFORMATION REQUIREMENTS

  • One electronic copy (Adobe Acrobat format) should be submitted to [email protected] on or before 18 th January 2023 at 17:00 WAT, at which time the advert will be closed.
  • A cover letter shall be included with the proposal on the firm’s letterhead
  • with a duly authorized signature and company stamp/seal. The letter will include: Name of Business, Address, Contact Person, Phone Number, and Email Address.
  • Proposals will be evaluated based on what is deemed to be in the best interests of the TACONNECT Ltd/Gte, including such factors as the bidder’s experience and expertise in the provision of tax consultancy services, the flexibility of the proposal, and total cost. The cost will not be the sole factor in evaluating bids. Please note that TAConnect Ltd /Gte is asking for a full proposal for the provision of tax consultancy services.
  • TAConnect is not bound to shortlist any bidder and reserves the right to annul the bidding process at any time without incurring any liabilities and assigning any reason thereof. Firm will certify a validity period of 30 days for the prices provided.
  • Provide an overview of your company, including a brief description of your company’s history, ownership structure, financial stability, philosophy/culture, and the approximate number of employees.
  • Describe your expertise in our industry, outlining your ability to provide expertise and experience in the areas of health benefit plan analysis and design.
  • Please indicate any other services, capabilities, designation, or experience that differentiates your organization from the competition.
  • List three current (not more than 2 years ago) clients for whom you provision of tax consultancy services. For each client, the list must specify the type of work performed by your company and the period retained as a client. For each client, include the name, title, address, and phone number of a contact person whom TAConnect Ltd may contact as a reference.
  • Each proposer must submit a proposal that indicates the minimum requirements listed in Annex 1 and a price proposal. The price proposal must only include the price schedule for the provision of tax consultancy services.
  • Proposal documents submitted late shall be rejected.
  • All submissions must be in English language.
  • Failure to comply with the instruction(s) and provide any required document(s) may automatically result in disqualification.
