REQUEST FOR PROPOSAL (RFP) FOR ENGAGEMENT OF HEALTH MANAGEMENT ORGANIZATION (HMO)

A. BACKGROUND
Family Health International (FHI 360) is a non-profit human development organization dedicated to improving lives in lasting ways by advancing integrated, locally driven solutions. Our staff includes experts in health,, education, nutrition, environment, economic development, civil society, gender, youth research and technology; creating a unique mix of capabilities to address today’s interrelated development challenges. The Nigeria country office is hereby seeking proposal for qualified and interested Health Maintenance Organizations (HMOs) for the provision and management of healthcare services for our local employees in Nigeria

B. SCOPE OF SERVICE REQUIRED
The HMO(s) will be expected to provide high quality and cost-effectiveness healthcare services to employees of FHI360 and partner. The selected organization(s) is expected to ensure easy access to healthcare services across Nigeria at all times. The services to be provided will include, but not limited to the following:
i. Provision of comprehensive healthcare services to our staff 24hours 7 days of the week covering areas such as: general medical services, dental services, laboratory services, gynecological services, pediatrics services and surgeries covered among others
ii. Prompt emergency services and evacuation should the need arise
iii. High quality referral systems among health providers
iv. Provision of usage statistics to FHI 360 and implementing partners
v. Advisory services to FHI360 and implementing partners on health care services such as wellness programs

C. PROPOSAL REQUIREMENT:
1. Detailed company profile with registered address, functional email, telephone numbers and point of contact for the organization.
2. Evidence of company registration with the Corporate Affairs Commission, including CAC7 & CAC2
3. Tax clearance certificate for 2019, 2020 and 2021
4. Evidence of current accreditation by the National Health Insurance Scheme (NHIS)
5. List of service providers
6. List of health services/scheme/coverage/plans and exclusions
7. Verifiable list of current clients, including international non-governmental organization
8. Number of personnel and contact of regionals offices
9. Documentation of support and escalation procedures
10. Premium/rate/price for the health services/scheme/coverage/plans provided by the service providers

D. EVALUATION STAGE, SELECTION CRITERIA AND WEIGHTED SCORE
Stage one: Conformity to the tender – proposal must have all documents listed in section C above. Evaluators will not make inference or assumption for incomplete information or document.
Stage two: Technical evaluation – list of service providers under the scheme, list of services and exclusion (weight: 35%), number of personnel and contact of regional offices (weight: 10%), documentation of support and escalation procedures (weight: 30%)
Stage three: Financial Evaluation – Premium/rate/price for each health services/scheme/coverage/plans (weight: 25%)

E. SUBMISSION OF PROPOSAL
Bidders are requested to submit technical and financial bids in two separate PDF file, described as “Technical Bid and Financial Bid respectively”. All fees must be in Naira (NGN) and signed by authorized representative of the biding organization. Submission should be sent not later than 4:00pm Tuesday January 10th, 2023 and to [email protected] . The subject of the email should “Engagement of HMO – RQNGA230313”

F. INSTRUCTIONS FOR CLARIFICATION
Any proposal received by FHI360 after the deadline for submission stated herein shall not be considered. Interested bidders that require clarification should submit their query(ies) to [email protected] not later than 4:00pm on Friday December 30th, 2022.

PLEASE NOTE
Issuance of this RFP in no way constitutes a commitment by FHI360 to award a contract. FHI360 reserves the right to vary part of this RFP at the time of award if it becomes necessary. FHI360 is Value Added Tax (VAT) exempted, but carryout withholding tax (WHT) deduction on commercial transactions in compliance with relevant Nigerian Laws.
