ASSIGNMENT TITLE: ENGAGEMENT OF CONSULTING FIRM TO CONDUCT BENEFICIARY ASSESSMENT OF REDISSE ACTIVITIES FROM 2019 TO 2022.

The Federal Government of Nigeria has received a credit from the International Development Association (IDA) towards the cost of Regional Disease Surveillance Systems Enhancement (REDISSE) project and intends to apply part of the proceeds of this credit to payments under the contract for engagement of a firm of consultants TO CONDUCT BENEFICIARY ASSESSMENT OF REDISSE ACTIVITIES FROM 2019 TO 2022.

The implementation of the REDISSE project in Nigeria started in 2018, and since then the project has implemented diverse interventions in furtherance of achieving it development objectives. The intervention includes provisions of medical equipment, reagents, consumables and medicines for detection and response, engagement of staff, provision of vaccines and institutional strengthening and capacity building to target beneficiaries, to mention a few, at national and subnational levels. The monitoring and evaluation (M&E) unit seeks to recruit a firm to conduct a Beneficiary Assessment.

The consulting services (“the Services”) include:
1. Assess the overall outcome of the project interventions delivered from 2018 to 2022.
2. Conduct a Beneficiary Assessment (BA) and the perception of progress made on outputs and outcomes as articulated in the results frameworks of the project
3. Assess the value of activities as perceived by project beneficiaries
4. Identity facilitating factors for programme success and/or constraints to achieving the expected project results.
5. Track changes in beneficiary attitudes, particularly in terms of sustainability, social cohesion, and how the initiatives have complimented other partners’ support.
6. Capture and report any unforeseen advantages from the programmes that beneficiaries have noticed or reported.
The Regional Disease Surveillance Systems Enhancement (REDISSE) PROJECT now invites eligible consulting firms (consultants) to indicate their interest in providing the services. Interested consulting firms are hereby requested to submit a statement of capability indicating relevant experience on similar assignments in Nigeria or elsewhere. This should include, but not limited to, summary of CVs of key staff, provision of company brochures, description and provision of evidence of similar assignments carried out in the last five years, evidence of experience in similar conditions, availability of appropriate skills among key staffs, etc.

The consulting firm will be selected in accordance with the procedures set out in the World Bank’s guidelines: selection and Employment of Consultants by World Bank borrowers July 2016 revised November 2017 and August 2018.
