The U.S Pharmacopeial Convention (USP) is a scientific nonprofit organization that sets standards for the identity, strength, quality and purity of medicines, food ingredients, and dietary supplements manufactured, distributed and consumed worldwide. USP’s drug standards are enforceable in the United States by the Food and Drug Administration, and these standards are used in more than 140 countries.
You are kindly requested to submit your price quotation for the supply of Osmometer 3000 to [email protected]. The under listed specification to the below device would be required. Your quotation should be sent on or before 27th October 2022 by 12:00 noon. Questions pertaining to this RFQ must be received no later than 24th October, October, 2022 by 12:00 pm. Responses to all questions received will be forwarded to all participating bidders on the same day.

REQUIREMENTS
Languages: All documents submitted in response to this RFQ, as well as all correspondence in connection with the RFQ, shall be in English Language.
Inquiries: All inquiries concerning this RFQ and any return quote(s) must be submitted in writing. Such inquiries shall be sent by email to: [email protected] no later than 24th October 2022 at 12:00pm. USP is under no obligation to consider or respond to questions that are not received in a timely manner
Quote submission: quotes are to be submitted via e-mail to Email: [email protected]. Suppliers are under no obligation to prepare or submit offer in response to this RFQ and do so solely at their own risk and expenses. USP will not reimburse any cost incurred related to this RFQ. Quotes shall be submitted on the bid submission form (Annex B) accompanying this request for quote. The terms and conditions of any award and supply the contract resulting from this RFQ will be based on the Terms and Conditions included above to the RFQ.
Form and content of quotes: All quotes must be in writing, in English language and signed and dated by an authorized employee of the bidder. Bidders must use the bid submission form provided in Annex A of this RFQ. The bid submission form should be fully completed, with all information required therein (Note: in cases of a discrepancy between per unit and totals prices, the per unit cost shall govern, and the total will be corrected by multiplying the per unit cost by the specified quantity).
QUOTE EVALUATION
Evaluation: All quotes received by USP will be evaluated using a two-stage evaluation process as described below:
Stage 1: All quotes must be complete and adhere to the terms and conditions of the RFQ. A quote will be deemed complete and compliant if the quote is signed, meet, supply and service specifications, is valid for at least 30 days, and is substantially responsive to the terms and conditions of the RFQ.
Stage 2: The quote that is complete and meets specifications rather than merely the lowest price bid. The principal evaluation factors will be:
a. The vendors’ responsiveness and compliance with the RFQ requirements and conditions (10%)
b. The vendors’ financial capability to execute the project and past performance of similar projects (50%)
c. Price (40%): A supplier with the lowest total price will be awarded 40 points.
d. Rejection and award procedure:
USP is not bound to accept the lowest or any quote and reserves the right to accept any quote in whole or in part and to reject any or all quotes without assigning any reason there for and to contract on any of the terms offered or on different terms. Circumstances in which rejection of all quotes may occur include, without limitation, the following:
1. None of the quotes are adequately responsive to the request
2. There is evidence of insufficient of insufficient competition
3. The lowest quote exceeds the estimated value or funds availability by a significant amount.
USP will send a notice of award to the winning bidder(s).
