ASSIGNMENT TITLE: RECRUITMENT OF THE PROJECT EXTERNAL AUDIT FIRM

The ECONOMIC COMMUNITY OF WEST AFRICAN STATES (ECOWAS) and Sahel region has received financing from the World Bank towards the cost of implementing the Regional Off-Grid Electricity Access Project (ROGEAP), and intends to apply part of the proceeds for external audit consulting services.

The requested consulting services (“the Services”) include auditing and expressing a professional opinion(s) on the financial position of the project at the end of each financial year, and on funds received and expenditures incurred for the relevant accounting period and to ensure that the resources made available to the project are used for the purposes for which they were granted with a view to achieving the development objectives of the project as stated in the Financing Agreement.

The Economic Community of West African States (ECOWAS) now invites eligible audit firms (“Consultants”) to indicate their interest in providing the Services. Interested firms should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

The shortlisting criteria are:

• Must be an independent Audit and Chartered Accountancy Firm, having a regular practice of auditing accounts, regularly registered in an Order of Chartered Accountants recognised internationally by IFAC or FIDEF;
• Must have a general experience of at least 10 years and have performed at least two (2) audits of regional projects/programs financed by the World Bank;
• Similar experience in West or Central Africa, sub-regional development organizations would be an additional asset;
• Similar experience in Energy sector projects will also be an additional asset;

Key Experts will not be evaluated at the shortlisting stage.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” fourth edition November 2020.

Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A Consultant will be selected in accordance with the Least Cost based Selection (LCS) method set out in the Procurement Regulations.
